Upper Saddle River NJ, Strong winds in Upper Saddle River and lack of dust control by Toll Brothers created another environmental violation: dust pollution. Plume of dust covered on Wednesday April 3, 2019 neighboring homes in the vicinity of Apple Ridge former golf course a/k/a “Preserve”. USRPD Police officer Hausch witnessed with me gusts of wind blowing construction dust into my car, his car and all over the neighborhood. At the scene I run also into USR Borough Director James Dougherty who stated that he was only the “middle man” and it wasn’t up to him but up to Boswell to supervise the situation. When I asked him why there were no dust control trucks on this 100 plus acres of desert (btw required by law) he just said “have a nice day” and left the construction scene.
(ABOVE) Here is the pic of a dust control truck used last year on Toll Brothers construction site. The truck was brought only after residents complaints about dust pollution on Carlough Road in USR back in February of 2018. Yes, I also made an official environmental pollution complaint with both USRPD, NJDEP and alerted both of our Assemblywomen Holly Schepisiand Lisa Swain. These two brave women deserve much of the credit on the eve of our 2019 Earth Day’s Celebrations for being there for me since day one. Oh, I would be also remiss if I didn’t mention my brave neighbor, my CPA and mom of 3 bodacious rascals- the Savreski’s boys Beata Lodarska. Also big kudos to Professors Janet A Ariemma and Nvair Kadian Beylerian who who personally visited me at Pond Pleasant in GreenUSR in 2018. Thank You! Good for you. I would call every day until they know people are watching them at all times. They have the resources to keep that so I clean.
USRPD Officer waited with me at the Toll Brothers’ entrance while Building Inspector Jim Dougherty verified that not even one single Dust Watering Truck was present during the excavation work on Mahwah’s side. Initially Jim Dougherty refused to intervene placing blame on Mahwah. After my video intervention he retrieved the cell phone from his car and contacted Boswell Engineering. However we ALL know that Boswell Engineering is a town engineer in both towns thus his explanation was very lame if not negligent in my opinion. Shame on him and shame on Boswell Engineering for this egregious lack of supervision ???

You are absolutely right Doc: ZERO balls………end of the story. They’re good in picking on less powerful and small pikers residents committing some silly small zoning violations but when it comes to $7 billions in annual earning Goliath even allmighty USRPD officers are helpless. And the Buliding Director describing his dutie as a “middle man” with no power……..!!! Truly pathetic……….They stood behind the red cone helplessly watching forming huge plume of suit while Toll Brothers’ employees polluted our neighborhood live in front of our own eyes……….sad but true?.
