Caught at Sea: Online Sleuth’s Tip Ends 20-Year Run for One of Rhode Island’s Most Wanted Fugitives

Jersey City NJ, A dramatic multi-agency maritime operation has officially ended one of the longest-running fugitive hunts in Rhode Island history. Ronald L. Fischer, a former Rhode Island anesthesiologist who vanished more than two decades ago during his criminal trial, was captured aboard a 56-foot sailboat off the coast of New Jersey. The breakthrough in the cold case came not from standard surveillance, but from the digital world—thanks to a crucial tip provided by an online sleuth.
Fleeing Justice: The 2005 Disappearance
Fischer’s run from the law began in 2005 when he fled the state in the middle of his first-degree sexual assault trial. Following his disappearance, he never returned to the courtroom.
He notified his attorney via email just days before closing arguments that he was leaving the country.
“Although I believe my trial has gone very well, and expect to be acquitted and dismissed, the small chance of losing could carry extremely and unacceptably harsh penalties,” Fischer wrote in the email. “I have therefore decided not to take the risk and to leave the U.S. and enjoy life in another country where I have long been carefully planning a good, safe, secure and comfortable life.”
A Rhode Island jury ultimately convicted him in absentia of First-Degree Sexual Assault. For 21 years, federal and state authorities pursued dead ends, until fresh intelligence blew the case wide open.
“This arrest demonstrates that time does not erase accountability,” stated Wing Chau, U.S. Marshal for the District of Rhode Island. “For more than twenty years, Ronald Fischer believed he had successfully escaped justice.”
The Silver Lining: Living Under an Alias
Investigators tracking the new leads discovered that Fischer had been operating a luxury 56-foot sailing vessel named The Silver Lining. To evade detection, the former doctor had been living under a stolen identity, registering the boat under the alias “Richard Graydon” (also referenced as Robert Graydon in investigative files).
The critical turning point occurred when an internet sleuth analyzed open-source intelligence and forwarded actionable data to the FBI.
The High-Seas Interception
Once the FBI Boston Division and the Rhode Island Violent Fugitive Task Force corroborated the sleuth’s tip, a rapid multi-state law enforcement deployment was triggered.
-
The Location: Atlantic Ocean, approximately one hour offshore from the New Jersey/New York coast.
-
The Agencies Involved: U.S. Marshals Service, FBI Special Agents, Rhode Island State Police, and the United States Coast Guard.
-
The Take-Down: Law enforcement officers boarded a Coast Guard 45-foot Response Boat, intercepted The Silver Lining, and took Fischer into custody without incident.
Fischer was transported to the Coast Guard Station on Staten Island, New York, where custody was officially transferred to local law enforcement and federal marshals. He faces pending charges regarding his initial conviction alongside a federal warrant for Unlawful Flight to Avoid Prosecution.
A Two-Decade Search Concludes
The Rhode Island State Police credited generations of retired and active troopers who refused to let the case go cold over the last twenty years. Officials hope that this sudden arrest finally brings long-awaited closure to the victim of the 2005 crimes.
