From bags filled with $90,000 in cash to “consulting” front companies and free home renovations, the details of the bribery scheme involving former directors and a local vendor have finally come to light.
The Guilty Pleas: Fraud, Money Laundering, and Greed
Former Hudson County Parks Department Director Thomas A. DeLeo, 76, and local business owner William A. Murray, 56, have officially pleaded guilty to conspiracy to commit honest services fraud. DeLeo further admitted to money laundering, acknowledging his role in concealing the illicit flow of cash.
The investigation didn’t stop there. Russell Fallacara, who succeeded DeLeo as Director, now faces similar charges for allegedly continuing the pay-to-play culture.
Inside the Scheme: How $5 Million in Contracts Were “Bought”
Between 2019 and 2024, the trio allegedly orchestrated a system where Murray’s company was guaranteed lucrative county contracts—totaling over $5 million—in exchange for kickbacks. The methods of payment were as brazen as they were varied:

Cold Hard Cash: DeLeo reportedly received a single bag containing between $60,000 and $90,000.

Home Makeovers: Bribes weren’t just monetary; they included free home repairs and renovations for the directors and their associates.

The Legal Fallout
The consequences for “honest services fraud” and money laundering are severe. Both charges carry a maximum penalty of 20 years in prison.
While DeLeo and Murray have entered their pleas before U.S. District Judge Claire C. Cecchi, Fallacara was recently released on bond following his initial court appearance. As the legal process unfolds, Special Attorney Jordan Fox credited the FBI and the Department of Labor’s Office of Inspector General for dismantling the five-year conspiracy.

Dirty dealings in this town go back 60 years or more. If Gold Bar Bob Menendez had justice done, he would have been doing time 30 years ago when he was the crooked mayor of Union City, and it didn’t begin, or apparently end with him.
