Paramus police arrest suspect known as the “Bicycle Bandit” , in string of North Jersey burglaries

PARAMUS – An alert resident may have put an end Thursday to a series of overnight break-ins throughout North Jersey that included incidents in Ridgewood and Allendale.

James M. Rainsford, 47, is also being looked at in connection with similar crimes in North Haledon, Little Falls and elsewhere.

A River Edge resident called Paramus police at 8:41 a.m. to say he saw a person who he believed he recognized from media releases that was wanted for burglaries.

Rainsford was arrested a short time later while walking by a wooded area near Howland Avenue and Spring Valley Road in Paramus by Paramus Police Officers Mark Pinajian, Justin Sicari and Jack Cacamis on active burglary warrants from Allendale and Paterson.

Rainsford was found to be carrying a crack pipe and two small flashlights when he was arrested, according to a press release from Paramus Police.

He was interviewed by detectives from several local agencies and the Bergen County Prosecutor’s Office at Paramus Police Headquarters.

Allendale Police have charged Rainsford for a July 17 incident in which he allegedly was caught on video opening an unlocked door at a Franklin Turnpike home, while residents slept. A home alarm system woke them and they dialed 911. Rainsford allegedly fled when the alarm sounded, Allendale Police Det. Michael Dillon said.

Allendale Police compared notes with Norwood and Closter Police who, Dillon said, were familiar with Rainsford because he used to live in the Northern Valley. And they also got help from police in Little Falls, North Haledon and Ridgewood who are investigating their own incidents that may involve Rainsford, Dillon said.

Bicycle Bandit goes on a one man crime spree in North Jersey

Ridgewood NJ, A homeless man dubbed by police as the “bicycle bandit” is wanted in connection with a series of overnight break-ins in several New Jersey communities, including Ridgewood, Allendale, Closter, Norwood, and Ramsey.

On Monday July 20, 2015, a Ridgewood resident reported that sometime between 2:00 am and 6:00 am that date an unidentified actor entered his/her home removing cash from the kitchen counter and consuming some leftover food from the refrigerator. The matter is under investigation by the detective bureau. Ridgewood Police now believe the the actor as the “Bicycle Bandit”. The Police have identified the man, James Rainsford, 47, a homeless man authorities say lives in or near Paterson.

In Allendale home surveillance video from one of the burglaries captured the suspect, 47-year-old James Rainsford, calmly walking up to an Allendale home and trying one door after another. He bolts when an alarm sounds and runs across the lawn, and soon after, his bike reflectors are seen spinning away as he rides off.

Little Falls Police are also looking for Rainsford who they say is responsible for burglarizing multiple homes and taking food with him from the scenes.

Anyone with information or who may have seen Rainsford should either call 9-1-1 or the Ridgewood Police Department at 201-652-3900.

Rep. Scott Garrett Announces 2015 Congressional Art Competition Winners

NEWTON, NJ – Rep. Scott Garrett (NJ-05) announced the winners of the 2015 Congressional Art Competition.  This year’s top honor went to Norwood resident and Academy of the Holy Angels student Na Young Lee for her piece, “Crammed.”  This year’s competition featured 95 student entries and was hosted at Sussex County Community College in Newton. Meagan Khoury and Sherry Fitzgerald, both of Sussex County Community College, judged the competition.  The winners were announced at a ceremony on Saturday, May 16th.

“Congratulations to the winners and participants of the 2015 Congressional Art Competition,” said Garrett.  “I am amazed at the quality of work produced by these students.  Each student should be very proud of their efforts, and I want to thank their parents and teachers for encouraging and cultivating such exceptional talent.”

The Congressional Art Competition is an annual event held in congressional districts across the country.  The first place winner from each congressional district will have his or her artwork displayed for one year in the U.S. Capitol alongside winning artwork from other high school students across the country.  The second, third, and fourth place winners will have their submissions displayed in Congressman Garrett’s Glen Rock, Newton, and Washington, D.C. offices.  Click here for more information about the nation-wide contest.

Coexisting with coyotes in North Jersey

Why we have more coyotes, and how we can coexist

The past eight years have seen an increase in the number of coyotes in the metropolitan area, so he’s made an effort to inform residents of New York, New Jersey, and Connecticut about what to expect when they live near coyotes.

He will speak at 7 p.m. Tuesday at the Closter Public Library about the history, biology and behavior of coyotes.

Q. Why are we seeing an increase in the number of coyotes and other wildlife in our neighborhoods and parking lots?

Some of it is overdevelopment. A lot of it is that these surviving generations of turkeys, coyotes and bears are adapting to these urban areas. So now we have to adapt to them. We also have to see if people are perpetuating it through feeding them, which is something that needs to be discouraged. I’m not supportive of bird feeders, because it’s getting animals conditioned to people in an unnatural way. Animals are very efficient and can get food on their own.

Q. How can we better respect the wildlife in our midst?

Definitely give the wildlife respect and as wide a berth as possible. In regards to coyotes and even bobcats, people have to be less complacent about their pets. You shouldn’t leave your pets out in your yards. It also means driving a little more slowly on the Palisades Interstate Parkway to make sure you don’t hit anything. You need to take precautions, like not leaving garbage out for raccoons and bears. You should plant things in your back yard that are aesthetic but are not palatable for deer, rabbits and other wildlife.

Do you want to base your conclusions on the faulty FAC report and ignore the fact that the Village provides more services at a lower municipal mil rate than all of the other towns I referred to in my post as #20 that is fine. None of the towns listed there provide garbage pickup, fully staffed fire services, recreation services for kids and seniors or a sewage treatment facility for their residents, that is a fact, and. How that is a union talking point is beyond me.

You claimed that I am only providing half of the story and I am leaving out the property taxpayer’s perspective,” I am a taxpayer, and have been a taxpayer in Ridgewood for many years. If anything is only providing half the story it’s your FAC report. It only tells half the story since it does not even consider the cost to the residents for the Board of Education (BOE). If your report included the BOE then I would have to agree that the largest portion of the Village Tax bill (BOE) has been increased at an alarming rate and is not sustainable.

How do I arrive at that conclusion? Here is the 2011 Bergen County property tax data showing the town – County – total tax levy – % County Taxes – % School Taxes % – Municipal taxes. This is the latest year available on the NJ.com by the numbers web site. There are 70 Municipalities in Bergen County. Below are 18 municipalities that have an equal or greater percentage of their municipal taxes dedicated to the school budget like Ridgewood. The other 51 municipalities have a lower percentage than Ridgewood dedicated to their school budget and a higher percentage number dedicated to their municipal services. Ridgewood’s municipal tax levy is lower than the other 51 Municipalities in Bergen county and is even below the state calculated average of 29%. You can draw your own conclusions from this data however this data clearly shows that the Village municipal budget is very well managed as contrasted with other Bergen County Communities and the overall state average. It also indicates that BOE budget is out of control and unsustainable.

This information confirms that the Ridgewood municipal is budget is well managed and the BOE budget is where the runaway spending is since the Ridgewood BOE takes a higher percentage of the total tax bill than 51 other Bergen county municipalities. The FAC report ignores this fact, and therefor is even more faulty than I originally thought.

Ridgewood resident Dr. Allen Schneiderman is exhibiting several sculptures in Bergen County at the Belskie Museum of Art in Closter. The exhibit, “The Doctor as an Artist,” includes oils, watercolors, prints, photography and sculpture by 18 doctors and dentists.

The opening reception was held on Sept. 8 and featured jazz guitarist Francis Forte. The show will run through Sept. 29. Museum hours are Saturday and Sundays 1 to 5 p.m. with free admission. A similar exhibition by doctors a year ago received rave reviews as they demonstrated a high level of artistic expertise.

“People say the animals I sculpt seem to have movement,” said Schneiderman. He began sculpting shortly after retiring from a teaching career as professor of dentistry at the University of Medicine and Dentistry in Newark (now known as Rutgers School of Dental Medicine).

The parents of a 19-year-old Closter student with autism have filed suit to stop his county-run school from moving to Ridgewood from Rockleigh, saying the move would hurt his education and put him in danger.

The New Bridges program, run by the Bergen County Special Services school district, taught about 60 disabled high school students last year at the Rockleigh campus, which the county is trying to sell. Bergen County officials announced last February that it planned to move the program to Our Lady of Mount Carmel School in Ridgewood for the coming school year while awaiting construction of a new facility on county land in Paramus.

In a complaint filed Tuesday in Superior Court in Hackensack, Elizabeth and Fred Daibes, a prominent Bergen County developer, argued that the county planned the move without taking into account their son’s “individual education plan,” a legally binding document spelling out services for students with disabilities. The Daibeses’ suit claims their son has a history of running away and might bolt into a busy street near the Our Lady of Mount Carmel building on Passaic Avenue in Ridgewood. The suit also notes that he has a “significant history of anxiety, aggression, destruction of property and tantruming in response to change.”

The Northern Valley Regional High School District’s plan to launch random drug testing angered parents, who turned out en masse at a recent Board of Education meeting to question a measure being considered by more and more North Jersey schools in the face of a growing teenage drug scourge.

Once reserved for elite athletes, drug testing is now employed by at least a dozen public high schools in North Jersey, including Waldwick, Fort Lee, Kinnelon, North Bergen and River Dell. Northern Valley Regional and West Milford are among those considering it. And in the past year, drug testing has begun moving into middle schools in New Jersey.

Administrators in districts with random testing boast of a sharp decline in drug- and alcohol-related incidents among students. The results have assuaged some parents’ initial fears that testing would be an invasion of privacy and do little to cut down on drug use

In a clear escalation of the war on the heroin trade and the growing epidemic of overdoses, authorities on Wednesday charged two Bergen County men with causing the “drug-induced death” of an Emerson woman by supplying her with the drugs that led to a fatal overdose.

The decision by Bergen County prosecutors signals a move to go after small-time dealers, using a decades-old law that equates suppliers with killers if the drugs that they placed on the street end up causing a user’s death.

Christopher Benvenuto, 27, of Old Tappan and Jessie Kurzweel, 26, of Closter, were the latest to be charged with “strict liability for drug-induced death” by prosecutors across North Jersey over the last few months. Doreen Leach, 47, of Emerson, died Tuesday of a suspected heroin overdose.

“The local street dealers who think they can get away with probation because they are dealing in small amounts have to understand that, every time they do that, they are risking a substantial amount of prison time,” Bergen County Prosecutor John L. Molinelli said Wednesday.

After receiving more than 300 heartfelt letters for the victims of the shooting at Sandy Hook, two 12th grade students from Bergen County Academies are compiling the submissions into a book to send to the parents of Newtown, Conn.

Justin Kim, of Closter, and Kenny Song, of Ridgewood, both 18, created the website letterstosandyhook.com after seeing a lot of chatter about the tragedy on social media sites such as Facebook and Twitter.

The website served as a forum for people to submit and share their emotions of the tragedy, many offering condolences to the families of Newtown.

In the article “Students’ book comforts Newtown families” Tantiana Schlossberg of the Bergen record details the driving forces behind the students looking to share grief and comfort those who suffered .

Shortly after the shooting at Sandy Hook Elementary School, two Bergen County Academies students created a worldwide forum for grief. Now they’re turning it into a book.

Kenny Song, 17, of Ridgewood and Justin Kim, 18, of Closter created a website in which people could share messages of grief, support and hope for the families and friends of the victims, as well as for one another.

The website, letterstosandyhook.com, collected 318 letters over the course of a month, including submissions from all over the world. The goal of the project was to create a book to send to the families of the victims, and now Song says he and Kim will do just that. According to the website ; the website is the bridge between the families of the victims and the people who want to reach out. With all the heartfelt but scattered posts on Facebook, Twitter, and Tumblr, we wanted to create an easy way for anyone to write a letter, and to collect it all in one place. It gives people an effective way to comfort the heartbroken, and it acts as a way for people to become aware of how much others care.

The tragedy that recently took place in Sandy Hook Elementary School is truly unforgettable, and many people have been emotionally hurt by it. Families and many others are heartbroken, and Newtown is in turmoil. Giving the families of victims a comforting word or two can go a long way in helping them, and we want to make an easy way to reach out to them.

Ten Bergen County schools are among 57 that New Jersey has deemed to be “Reward Schools,” meaning they were among the highest performing in the state last year, or saw the greatest student gains in passing state tests.

Most of the schools winning the new designation — which the state Department of Education posted online last week with little fanfare — are in affluent communities or are selective magnet schools, such as the Bergen County Academies in Hackensack and Bergen County Technical High School in Teterboro.

The others in the high-performance category include Alpine Elementary School, Lyncrest Elementary School in Fair Lawn, Richard E. Byrd School and Central School in Glen Rock, Charles DeWolf Middle School in Old Tappan and Sicomac Elementary School in Wyckoff. The state said these schools had the highest rates of proficiency on state tests last spring — schoolwide and in various racial and ethnic groups.

Two Bergen schools, Hillside Elementary in Closter and Orchard Elementary in Ridgewood, were deemed to have shown especially high growth for three years.

On the first day of school since the massacre in Connecticut, local officials in North Jersey vowed to assess the strength of school security plans by gauging if the buildings under their watch could withstand such a determined attack.

Ringwood public schools welcomed students on Monday with what seemed the boldest response — a police officer assigned to each of the four schools. The show of force generated a positive reaction from parents who felt reassured their children would be safe, said Bernard Lombardo, chief of the Ringwood Police Department.

“We’ll do it as long as we’re not busy doing other stuff,” Lombardo said, adding that the Newtown tragedy “helped refocus us back to what should be our priority – protecting children.”

While many school administrators said it was too soon to offer proposals, others spoke Monday of specific layers of protection they could add or improve to shield students from a remote, but devastating possibility. Meanwhile, other school chiefs wondered what more could be done, and whether beefed-up security would be worth the drawbacks, in view of the fact that many schools already lock exterior doors, employ surveillance cameras and strictly enforce sign-in protocols for visitors.

“I don’t think any policy would have stopped what happened in Newtown, Connecticut — unless we want to completely lock down our schools and turn them into gulags,” said Little Falls superintendent William Petrick, who district has plans to increase surveillance cameras, from three to 22.
