HOMES: SALES ACTIVITY UP 20% IN JUNE

The New Jersey MLS (NJMLS) has released its market report for June, 2015. The number of homes under contract in June was up 20% over the same month last year.

That’s a startling number considering last year’s spring market was very healthy.

Year to date, Essex County experienced the biggest increase in sales activity across northern New Jersey, with an 18.3% increase in residential properties under contract. In Bergen County, residential sales increased by 11.3%.

Despite the increased activity, median sales prices have been fairly flat. YTD, the median sold price for residential sales in 2015 is up only 0.3% in Bergen County. Across all areas in northern New Jersey, the increase was 1.6%. Those numbers may increase in July as the large number of June contracts begin to close.

The number of new listings increased in June by 10.9%. While that may initially be cause for concern, the absorption rate has actually decreased during the same period. The absorption rate is a measure of the inventory of homes on the market – the number of months supply of homes currently listed for sale. The absorption rate for residential properties decreased by 4.3% in June over the same period last year. For condos and townhouses, a subset of this group, the absorption rate increased by 1.4%. Still, the rate for condos/townhouses is nearly the same as that of residential properties overall.

Absorption rates for residential categories are in the range of 6.8 to 7.0 months, which is a healthy number. In the more desirable parts of northern New Jersey, the rates are much lower.

Fuller impact of home foreclosure debacle hits N.J.

The number of New Jersey home repossessions by lenders has soared in the past two years and is on track to increase again in 2015, in sharp divergence to the national trend.

Completed foreclosures, where banks and mortgage companies have taken the homes, climbed 34 percent in the state last year, to about 5,780, after an 11 percent surge in 2013, according to The Record’s analysis of RealtyTrac data. By contrast, on the national level, completed foreclosures fell by double digits in each of the past three years.

In the first three months of this year, Bergen County was on pace to nearly double last year’s total of sheriff’s auction sales with 201 properties sold.

A CoreLogic report released Tuesday showed that in May 4.9 percent of mortgaged homes in New Jersey were completed foreclosures, the top rate in the country. The percentage of homes where the mortgages are seriously delinquent also was the highest at 8.4 percent.

The statistics indicate the foreclosure debacle, which has eased in other states following the housing meltdown that began in 2007, may only now be peaking in New Jersey, where foreclosures had been crawling through the system.

N.J. courts brace for housing lawsuits

In what some legal experts are calling a watershed moment in the decades-long battle over affordable housing in New Jersey, courts across the state are bracing for a potential onslaught of lawsuits from builders and property owners seeking to force municipalities to accept housing developments for low- and moderate-income residents.

For the first time in almost 30 years, builders can go directly to the courts, rather than a state agency long criticized as a bureaucratic black hole, to challenge local building restrictions if towns have not shown that they meet state quotas for affordable housing.

“It’s a very big deal,” said Lori Grifa, a Hackensack-based lawyer and former chairwoman of the New Jersey Council on Affordable Housing. “The courts will be very busy this summer.”

The Christie administration in 2011 tried to disband the Council on Affordable Housing, which for decades oversaw how municipalities regulated low-income development, calling it ineffective. But in March, the state Supreme Court ruled that affordable housing must be regulated and put judges in charge of setting rules and giving guidance to towns on how many low-cost housing units they should build.

The ruling was delayed for 90 days to allow towns and housing developers, as well as the courts, time to set up a system to handle the potential litigation. It then provided towns a 30-day grace period — starting June 8 — to initiate claims showing that they already have enough affordable housing and should be considered immune from builders’ lawsuits.

After that, towns that have not filed anything with the courts could be sued.

Airbnb nightmare as home turned into ‘brothel’

A NSW woman had her home turned into a makeshift brothel after listing her property on accommodation sharing website Airbnb.

The woman, who had regularly rented out her home without incident, was contacted by the alleged prostitute through Airbnb but the transaction was made in cash outside of the website.

Booked for two nights, suspicions were raised about the ‘guest’ within hours of her arrival after a steady stream of men were seen by neighbours entering the home.

The Lismore host told local newspaper The Northern Star she had thought the woman was a legitimate tourist who was using her home while visiting the area.

Airbnb have strict terms and conditions that insist users perform the entire transaction on their platform to help avoid situations such as this.

Despite that, an Airbnb’s Australian General Manager Sam McDonagh told The Daily Telegraph they had been in contact with the host and offered her assistance after the incident.

“This was not an Airbnb reservation. More than 40 million guests have stayed with Airbnb, and problems for guests and hosts are incredibly rare,” he said.

North Jersey home sales are up, but prices flat, in the spring selling season

Tom Andes put his mother’s Lyndhurst house on the market in late March — and had three offers after the first open house.

Andes sees a couple of reasons for the quick action: a low supply of homes on the market and a demand for properties that are an easy commute to New York City. And, he said, “we asked the right price” — $295,000.

Andes’ experience sums up some of the major trends of the spring market — a market that continues to recover from the worst housing downturn since World War II. The number of sales is up, as a stronger economy draws more first-time buyers — a population that largely had been unwilling or unable to buy — back into the market. And inventories are tight.

But buyers are still wary about overpaying, leaving median prices unchanged for the past year.

“Buyers are very price-conscious,” said George Rosko of Better Homes and Gardens Coccia Realty in Lyndhurst, who was the listing agent on the Andes house. “If you’re overpriced, people drive by.”

The spring selling season is an important barometer of the housing market because spring is when many buyers come out, in hopes of being in their new home by the time school starts in the fall. Several North Jersey agents say the winter’s cold, snowy weather delayed the start of spring activity.

Bigger historic district proposed for Ridgewood

RIDGEWOOD — The Historic Preservation Commission wants to expand the downtown historic district as part of the Planning Board’s impending update to the master plan.

At the board’s meeting last week, Ridgewood’s planner, Blais Brancheau, outlined the Historic Preservation Commission’s recommendations for the master plan’s next iteration.

The commission suggests widening the Village Center Historic Zone to encompass Ridgewood’s entire business district as well as Doremus Avenue, Prospect Street, both sides of Franklin Avenue and the area surrounding the railroad station on Garber Square.

Such an expansion would promote consistency throughout the heart of the village.

The commission said the expansion would further en-sure “renovations and new construction conform to the his-toric streetscape” and increase scrutiny of proposed demoli-tions.

Discussion of the master plan update will continue for the foreseeable future at Planning Board meetings.

But members of the board did comment last Tuesday on the potential benefits and possible pitfalls of designating more of the village as “historic.”

Mayor Paul Aronsohn, a Planning Board member, said he was both “sensitive to the imperative of historic preservation as well as the needs and rights of property owners in the vill-age.”

Landscaping projects used to create privacy

Given that New Jersey is the most densely populated state in the nation, it’s easy to understand why a bit of privacy from your neighbors may be hard to come by.

But the right plantings, trees, fencing and other elements can give your yard a little bit of seclusion. A big key is knowing what your town does — and does not — allow.

Leesa Povinelli hired John Freitag, co-owner of Yellow Wagon Landscaping in Ridgefield, to landscape her Ridgefield home to provide a little more privacy. Several years ago he planted a row of arborvitae along the rear, and later this year he’ll put in a line of burning bushes, a deciduous shrub.

“Burning bushes are great,” Freitag said. “They grow aggressively, like 8-10 inches a year and they have super dense leaves so you can’t see through them at all and then they get a nice fire engine red in the fall.”

Povinelli has a 5-foot-tall chain link fence around her property, and her neighbors have different styles of fences, so she was looking to also make her yard look more cohesive. She loved the quick-growing nature of the arborvitae, the skinny evergreen often used to create a soft line of vegetation.

Obama making bid to diversify wealthy neighborhoods

The Obama administration is moving forward with regulations designed to help diversify America’s wealthier neighborhoods, drawing fire from critics who decry the proposal as executive overreach in search of an “unrealistic utopia.”

A final Department of Housing and Urban Development (HUD) rule due out this month is aimed at ending decades of deep-rooted segregation around the country.

The regulations would use grant money as an incentive for communities to build affordable housing in more affluent areas while also taking steps to upgrade poorer areas with better schools, parks, libraries, grocery stores and transportation routes as part of a gentrification of those communities.

“HUD is working with communities across the country to fulfill the promise of equal opportunity for all,” a HUD spokeswoman said. “The proposed policy seeks to break down barriers to access to opportunity in communities supported by HUD funds.”

It’s a tough sell for some conservatives. Among them is Rep. Paul Gosar (R-Ariz.), who argued that the administration “shouldn’t be holding hostage grant monies aimed at community improvement based on its unrealistic utopian ideas of what every community should resemble.”

“American citizens and communities should be free to choose where they would like to live and not be subject to federal neighborhood engineering at the behest of an overreaching federal government,” said Gosar, who is leading an effort in the House to block the regulations.
