The comprehensive audit, issued by DOJ Inspector General Michael Horowitz, officially confirms that the FBI had 26 confidential human sources (CHSs) on the ground in Washington, D.C., during the events of January 6, 2021. Furthermore, the report reveals that multiple federal informants breached security lines, entering both restricted grounds and the Capitol building itself as the chaos unfolded.

The findings are poised to drastically intensify public and congressional scrutiny over the Bureau’s intelligence-gathering capabilities, its handling of domestic terrorism sources, and its transparency surrounding the historic events at the Capitol.


The Breakdown: Where Were the FBI Informants Located?

  • 23 Self-Directed Sources: The remaining 23 confidential sources traveled to Washington, D.C., entirely on their own initiative and were not officially instructed by the FBI to monitor or participate in the January 6 protests.

🔒 The Watchdog’s Core Finding on Illegal Acts: Despite confirming their physical presence inside and around the building, Inspector General Horowitz stated that the investigation found absolutely no evidence that the FBI instructed its informants to storm the Capitol, cross security barriers, or incite violence. Additionally, the report verified that no undercover, full-time FBI employees were embedded as provocateurs within the crowds.


“A Basic Step Was Missed”: FBI Misled Congress Over Intelligence Failures

Beyond the physical headcount of informants, the Horowitz report exposes critical bureaucratic and administrative failures within the FBI’s command structure leading up to the certification of the 2020 presidential election.

The Inspector General discovered that the FBI completely failed to execute a formal, nationwide canvass of its field offices before January 6 to systematically aggregate intelligence from confidential sources across the country. FBI Deputy Director Paul Abbate reportedly admitted to investigators that this oversight was “a basic step that was missed.”

Compounding the error, the FBI subsequently provided inaccurate testimony to Congress after the riot, falsely claiming that it had completed a comprehensive nationwide field office canvass.

What the Informants Knew Prior to the Riot

The report confirms that many of the FBI’s confidential human sources had sent warning signals to their respective handlers prior to January 6, explicitly cautioning that the protests could spiral into violence.

However, DOJ investigators noted that this raw data generally mirrored the public threats already widely circulating across social media platforms, public tips, and standard open-source intelligence channels. Ultimately, the audit concluded that the FBI did not possess any “potentially critical intelligence” that it intentionally withheld from its regional law enforcement partners.

  2. Everyone knew that something was going to happen. Social media posts did not mask the plans. Many Americans were horrified by what happened. Even Republicans (Lindsey Graham) who later pretended that it was all okay.

    FBI belonged there. They knew that armed people planned to show up. They were not there as a police force, It was investigative.
