HASBROUCK HEIGHTS, N.J. — In one of the most significant crackdowns on cyber-harassment since the integration of generative artificial intelligence, federal authorities have arrested a North Jersey man for allegedly operating a massive online ring dedicated to creating and distributing nonconsensual, sexually explicit AI deepfakes.

Cornelius Shannon, 51, of Hasbrouck Heights, New Jersey, was arrested following a sweeping federal investigation. He faces severe federal charges alongside his alleged co-conspirator, 20-year-old Arturo Hernandez of Bedias, Texas.

The duo stands accused of weaponizing AI technology to generate and publish thousands of explicit images and videos depicting celebrities, elected officials, and private citizens without their consent.

The Millions of Views Behind the Scheme

According to U.S. Attorney Joseph Nocella Jr. of the Eastern District of New York, the scale of the operation was immense. Shannon allegedly operated a prominent, highly active account on a well-known adult media-sharing platform.

The federal complaint outlines an astonishing volume of illicit digital footprint data:

  • The Timeline: Since May 19, 2025, Shannon allegedly published at least 360 specialized albums containing AI-generated deepfake pornography.

  • The Victims: The explicit content depicted roughly 90 distinct female victims. To maximize traffic and searchability, the perpetrators tagged the albums with metadata, hashtags, and titles identifying the victims by their real names or known abbreviations.

  • The Traffic: By February 2026, the primary account had amassed approximately 2.1 million views across its digital portfolio.

Meanwhile, Hernandez allegedly managed a parallel arm of the operation, publishing roughly 113 albums targeting 50 victims, which included everyday women who were not public figures.

   • 2.1 Million Total Views • Targeted Search via Metadata

Enforcing the New ‘TAKE IT DOWN’ Act

This high-profile prosecution marks a crucial turning point in federal cyber-law enforcement. Shannon and Hernandez are being charged under the TAKE IT DOWN Act, a landmark piece of bipartisan federal legislation passed by Congress on April 28, 2025.

The TAKE IT DOWN Act explicitly criminalized the nonconsensual publication of intimate images, specifically expanding the definition of unlawful material to include modern, AI-generated synthetic deepfakes that mimic real individuals.

Legal Next Steps

Following his arrest by federal agents in New Jersey, Shannon made his first appearance in federal court in Brooklyn. Hernandez was arrested simultaneously by authorities in Texas and is currently awaiting extradition to New York to face formal arraignment.

As deepfake technology becomes increasingly sophisticated and accessible, the Department of Justice is signaling that it will aggressively pursue and prosecute those who use AI tools for malicious exploitation.

  1. no need for AI. When he’s in prison there will be actual images of him when he drops the soap
