Judge Nicholas Ostuni has ruled that Valley Hospital is exempt from paying property taxes while its tax appeal remains pending. This is a significant blow to the Village’s immediate financial projections.
Historically, Ridgewood assessed a $200 million ratable on the Valley property. At current rates, that should have resulted in a tax assessment exceeding $5 million. However, under New Jersey Statute 54:3-27, Class 15 (exempt) properties are not obligated to pay taxes, interest, or penalties until a case is fully resolved.
The “Windfall” That Wasn’t
Last year, Village Manager Keith Kazmark categorized this potential revenue as a “windfall,” essentially using these uncollected funds to bridge gaps in the municipal budget.

“A windfall” …pure arrogance
Overall spending increased substantially last year but was hidden in a lesser rate increase because of the inclusion of the Valley Hospital property. KK’s propaganda releases emphasized the rate, but not the overall spending increases. Never warning about the possibility of Valley winning the tax appeal.
KK’s a full-time propagandist, full-time politician, and part-time Village Manager.
Now we have lost the Valley Hospital revenue and next years budget will be a fiscal disaster.
KK is working on a press release blaming this on everyone else.
Bet they wish they didn’t spend almost 400,000 on an empty pavilion at Habernickel meanwhile HB still puts up trashy tents on the rodent and infested soil from the barn and has kids sit there. We were told it was infested yet they did nothing to clean the soil or toxins. Put those kids in the pavilion

Some things never change. Valley’s vindictiveness and Village Hall’s corruption and incompetence.
Now this shit‘s gonna hit the fan like I told you, again and again. Well, I guess everyone that fought against Valley moving out a Ridgewood. Start paying up more taxes. that’s a big short fall, here we go it’s gonna be furlough time.

And the place looks awful. The fenced area and all around it. The park and foresees ok. But where that business uses looks like crap
Valley Hospital never paid taxes on the main facility at Linwood Ave. in Ridgewood. Therefore the hospital leaving did not change anything as far as taxes goes. In fact the reason the Village went for taxation on that property is because the hospital moved and they are trying to change the tax designation for that specific property. Valley is actually still the biggest taxpayer in all of Ridgewood because all of their off site and doctor offices are not tax exempt.
The mistake is the village manager including the new taxes to balance the current budget before the court ruled on whether or not that property is still tax exempt or not. That’s the stupid move that will now cost residents.
Oh boy. this is not good.
Acting on the advice of counsel, the Village has removed public access to all online property tax billing & payment information pertaining to 223 N. Van Dien Ave., the former site of The Valley Hospital, and the property at the center of this legal matter.
Is that kegal
Everyone but the Village Manager saw this coming. This is grounds for termination.
The village chose to spend the “windfall”. Anyone who spoke up and questioned why and took the time to try to talk to Paul or KK was belittled and condescended to. Now, we’re all going to pay for their arrogance. But the new scooters from the parking survey will make up for it, right?!
What is that property worth?
Don’t know because they’ve cut public access to the records.
Assessed valued is officially recorded as: $184,103,600.
We need a new parking garage with a plaque and a performing arts center. How are we going to do that?
They’re going to borrow more and more money that’s how they’re going to do it. Has anyone seen the removal of the contaminated dirt on the W. Side River Rd., Park pretty interesting
At this point, I don’t even care let them borrow and spend every penny they can come goes down the road wait till next year‘s budget, it’s gonna explode right in their face, especially when this mayor council are out of office, and I think their puppets with them anyway and who’s stuck with all the mud, the taxpayers keep on paying. The village has become un affordable the prices are ridiculous especially if you can work from home, you can live anywhere.
