Mahwah , N.J. – A major fraud investigation has culminated in a guilty plea from the owner of multiple New Jersey-based companies. Louis V. Greco III, 38, of Highland Mills, NY, admitted today in Trenton federal court to orchestrating a multi-year scheme to evade more than $1.8 million in taxes and penalties.

The case, announced by U.S. Attorney Robert Frazer, highlights a sophisticated “shell game” designed to dodge IRS collections while operating critical emergency medical services.

The “Shell Game”: How the Tax Evasion Worked

According to court documents and statements made during the proceedings, Greco owned NJ Mobile Health Care LLC (NJMHC), an ambulance service provider based in Mahwah, New Jersey.

Starting in 2018, Greco began a pattern of “business hopping” to avoid paying the IRS:

  • Step 1: Greco withheld payroll taxes from NJMHC employees but failed to remit them to the government.

  • Step 2: When the IRS began collection efforts, Greco opened a new entity, SSME Services LLC, and moved the employees there to reset the clock.

  • Step 3: When the IRS caught up to SSME, Greco repeated the process by opening Lime Line Operations LLC (LLO) and transferring the staff once again.

The Financial Impact

Between 2018 and 2022, Greco’s calculated efforts resulted in a massive loss for the federal government. The investigation revealed:

  • $1.4 Million+ in unpaid payroll taxes collected from employees.

  • $400,000+ in Trust Fund Recovery Penalties assessed directly against Greco.

Facing the Consequences

Greco pleaded guilty to tax evasion for the tax years 2018 through 2022 before U.S. District Court Judge Georgette Castner.

The Penalties:

  • Prison Time: A maximum potential penalty of five years in federal prison.

  • Fines: Up to $250,000.

  • Sentencing Date: Scheduled for August 5, 2026.

U.S. Attorney Frazer credited the special agents of the IRS-Criminal Investigation (Newark Office) for their diligent work in uncovering the shifting business structures used to facilitate this crime.
