Trenton NJ, Newly published budget resolutions reveal that despite pledges to end discretionary “Christmas tree” spending, New Jersey’s latest state budget includes nearly $500 million in pork projects and pet allocations.
Assembly Republican Budget Officer Brian Rumpf (R-Ocean) and Conference Leader Christopher DePhillips (R-Bergen) pointed to the newly public records—released seven weeks after the budget was signed—as proof that district-specific spending increases made a major return.
Key Highlights from the Resolutions
-
488 Total Budget Changes: The resolutions detail 488 modifications to the original budget proposal, with 413 of those changes directly increasing state spending.
-
Supplemental Bill Spending: While primary budget additions totaled roughly $370 million, another $120 million was routed through a supplemental spending bill.
-
Pork Spending Totals: In addition to the $490 million added via resolutions, another $285 million was directed to pre-existing discretionary items.
-
Conflict-of-Interest Disclosures: The records contained 16 disclosure summaries where lawmakers noted personal or family connections to receiving entities—including line items for university programs, municipal recreation projects, and school districts.
GOP Lawmakers Demand Transparency Reform
Assemblymen Rumpf and DePhillips argue that routing discretionary funding through supplemental bills obscures the true growth of state spending from taxpayers.
To address accountability concerns, Republican leaders are calling for:
-
Concurrent Releases: Publishing all budget and supplemental resolutions simultaneously with spending bill passage, rather than weeks after enactment.
-
Mandatory Conflict Disclosures: Enforcing clear, upfront conflict-of-interest filings on any appropriation linked to a legislator’s family, employer, or municipal office.
