Ridgewood mandate to ease parking concerns near Hawes School

The Village Council unanimously adopted an ordinance at its June 10 meeting to limit parking on Corella Court to one side of the street, but officials pledged to make adjustments as necessary as they continue to monitor the situation.

The new mandate will affect parking on the north side of Corella Court from the centerline of the pedestrian bridge easement at the end of the cul-de-sac northward along the curb line, then to the west side gutter line of Stevens Avenue. A stop sign will also be placed on the south side of the street at its intersection with Stevens Avenue.

The need for the ordinance arose from an influx of cars being parked on Corella Court after an addition was built at Hawes School in recent years, which eliminated some of the staff parking. Officials have noted there was no room for emergency vehicles to travel the street, presenting a safety issue for the village.

Readers say another parking study?

Another study and a referendum huh? Here’s to hoping that we get a study on the demand and impact with regard to multi-family housing and a referendum on the ballot…

$500 K for Pre-Construction? what a joke! the people of Ridgewood are getting hosed and not a one cares…

So we’re spending more than Millburn to get their report with about ten pages changed. Nice work if you can get it

A blank check to do whatever the Council wants. What will be the cost of this bond at its payment end. Oh that right the 3 Amigos and their supporters will not be here.

Here are the result of the study, for free. The downtown business district doesn’t have enough parking. Build a garage. Land and construction are expensive, the village can’t afford it. Don’t build a garage. The parking meters aren’t providing the revenues that everyone says they will, even without theft. $500,000 down the drain with the bond being paid for years and the parking problem still won’t have a solution. The Three Amigos are un-seated in the next election and it becomes the next mayor and council’s problem. End of story.

The 6th Central Business District Forum will take place on Wednesday, June 17, 7:30 to 9:00 PM in the Courtroom in the Village Hall. An open mic will be available until 8:00 PM for anyone with ideas, comments and suggestions concerning the CBD. Then Bob Rooney, Director of the Parking Utility, Janet Fricke, our Assistant to the Village Manager and Charley DeBow of Park Mobile will conduct a seminar on using Park Mobile, review the new parking rules and times in the CBD and discuss the proposal for a parking garage on Hudson and Broad Streets. We are especially interested in hearing from commuters and welcome everyone who has not yet tried Park Mobile. Please join us.

Ridgewood to designate funds for design, engineering of parking garages

As the concept of a new parking deck edges closer to becoming a reality, the Village Council has introduced a bond ordinance in the amount of $500,000 for pre-construction activities.

The ordinance was introduced unanimously on Wednesday night and designates money for the design and engineering phases of the project, which would follow a decision on the type of parking deck to be built. Two weeks ago, the village hired Walker Parking Consultants to perform a study of the Hudson Street lot to issue a report which will assist officials in making that determination.

Last week, council members discussed the bond for pre-construction costs and laid out an ideal timeline for completion of such activities, and a potential non-binding referendum in November for a garage on Hudson Street.

Village Manager Roberta Sonenfeld said the $500,000 figure was based on the approximately $467,000 spent by Millburn on design and engineering when it constructed a downtown parking deck a few years ago, along with the financing costs for the bond issue and the contract amount for Walker Parking Consultants.

If all goes according to plan, the village will have the results of the traditional versus automated parking deck study by the end of June or early July, said Sonenfeld. The council would then be able to decide what type of garage will be built and a request for proposal (RFP) can be advertised. With a design in hand by October or November, the construction can be bid and shovels would be in the ground after the winter thaw in 2016.

Montclair piloting additional night-time parking enforcement

Montclair is preparing to crack down on violators of its overnight parking restrictions.

During 1st Ward Township Councilman Bill Hurlock’s May 28 ward meeting, a resident living in the vicinity of Montclair State University spoke of the high number of vehicles that park on College Avenue. While the Montclair Parking Utility regularly tickets vehicles during the day, the cars, most owned by students, accumulate on the avenue at night, the resident said.

The resident said she did not want to call police nightly to have vehicles ticketed.

Sgt. Tyrone Williams of Montclair’s Community Policing Unit told the woman she can call the department if she sees fit, but added that the Parking Utility has introduced a night crew to enforce municipal parking ordinances after business hours. There are crews operating two or three nights per week, Williams said.

The busiest time of the day for MPD officers tends to be between 3 p.m. and midnight, according to Williams, during which parking enforcement becomes less of a priority for the police.

If residents should need assistance, the Community Policing Unit can be reached at 973-509-4775, according to Williams. The MPD non-emergency line is 973-744-1234.

Hurlock urged residents to reach out to the police with issues because, under Montclair’s form of government, council members are prohibited from directing Montclair law enforcement to do anything.

While Williams and Officer Frederick Cook, also of the Community Policing Unit, were before the crowd, another resident raised her hand to compliment the department for the performance of the township’s crossing guards this past winter. The guards remained in place no matter the conditions, the resident said.

HUDSON STREET LOT CLOSED FOR TESTING – SUNDAY, JUNE 7TH

To learn more about the ground conditions at the Hudson Street Lot the Village will be doing some testing. This is in preparation for the potential construction of a new parking facility. The testing will take place this Sunday, June 7th.

A consultant working for the Village will be performing ground penetrating radar (gpr) survey of the Hudson Street parking lot. To do this survey the lot needs to be free of cars to be effective.

The Hudson Street Lot will be closed at midnight Saturday, June 6 with several barricades to deny access. The lot will be reopened at 2:00 pm on Sunday, June 7. No cars will be permitted to park in the lot during that time period. Vehicle access to the rear of the properties on East Ridgewood Avenue through the lot will be maintained. Emergency access through the lot will be maintained.

The gpr equipment is small, makes no noise and does not take up much room.

Ridgewood Council considers adding garage referendum

RIDGEWOOD — The council is considering adding a non-binding referendum to the November ballot to gauge support for a parking garage downtown.

For more than a year, Ridgewood officials have been working on ways to provide additional parking in the central business district.

At previous meetings on parking, business leaders agreed with the council’s notion that a garage would lure more dollars to the village.

This year, Ridgewood’s council has approved financing for three different studies of the garage’s proposed site along Hudson Street.

The referendum was the brainchild of Mayor Paul Aronsohn, who said adding the issue to this fall’s ballot will cost the village nothing.

Deputy Mayor Al Pucciarelli, Councilwoman Gwenn Hauck, and Councilman Mike Sedon all supported Aronsohn’s suggestion to get feedback from voters.

The referendum’s results would have no bearing on the future of the parking garage project, which Ridgewood officials hope they can break ground on next spring.

Aronsohn’s idea was not well-received by Councilwoman Susan Knudsen, who urged that a “more comprehensive study” be undertaken of the village’s need for a garage as well as its potential impact on downtown businesses.

Firm to study two options for Ridgewood parking garage

The Village Council approved on May27 a contract for a consulting firm to study two options for a parking garage on Hudson Street.

The governing body also discussed a potential bond ordinance that would cover pre-construction funding for such a project.

The contract, approved by a 5-0 vote, was awarded to New York-based Walker Parking Consultants, which will perform an evaluation of automated parking systems versus traditional parking garages for the lot at Hudson Street.

The study needs to be done prior to a request for proposals (RFP) on the design, said Village Manager Roberta Sonenfeld. The village must decide if it wants to build a traditional deck or one with automated parking before going out for an RFP, she said.

Councilwoman Susan Knudsen inquired about the cover letter submitted by Walker, which said the Hudson Street lot was only 100 feet wide and does not have the dimensions for an efficient self-park garage, thereby defeating the purpose of studying two systems.

Village Engineer Chris Rutishauser agreed the lot does not have the depth for a traditional deck, but a study done by Ridgewood’s engineering department revealed there were a number of options the village had if it wished to build a traditional deck.

Ridgewood trying new solutions to curb parking issues near school

Village officials brought forward a new solution to the parking problems on Corella Court through an ordinance that was introduced at last week’s council meeting.

The proposed ordinance prohibits parking on a portion of the north side of Corella Court and establishes a stop sign on the east side, but the cul-de-sac itself will remain open. The ordinance is a response to an influx of cars on the street, which has been causing what Village Manager Roberta Sonenfeld described as “a serious situation.”

Cars lining Corella Court throughout the day have been causing havoc for regular village functions such as sanitation and leaf pickup, where vehicles could not properly navigate the road due to a lack of room, the village manager said.

An ordinance limiting parking on Corella Court to two hours was introduced on April 8, but several residents from nearby Stevens Avenue came forward with concerns that the time limit would simply push Corella Court’s problem out onto their street.

Those members of the public also noted that the recent addition built on to the nearby Hawes Elementary School had taken away parking spaces, which in turn caused staff members to park on Corella.

Loss of parking at Ridgewood school has village in tight spot

An ordinance introduced last week to limit the hours motorists can park on Corella Court during the school day has nearby residents concerned that parking problems will now spill over onto neighboring Stevens Avenue.

From Sept. 1 through June 30, parking will be limited to two hours from 8 a.m. until 3 p.m. on both sides of Corella Court. The ordinance also calls for a stop sign to be installed on the east side of the street at its intersection with Stevens Avenue.

The changes stem from an influx of cars parked on Corella Court for hours at a time each day, which was attributed to construction done at Hawes Elementary School that took away parking from employees, forcing them to the nearby cul-de-sac, said Village Manager Roberta Sonenfeld.

“It is a serious situation at Corella Court,” Sonenfeld said. “We cannot get emergency vehicles in and out [and] people cannot back out of their driveways, so it really is a serious problem.”

Jim Brandes, a Stevens Avenue resident, said the current proposal will only move the problem further up the street to the area of Stevens Avenue north of Corella Court. Brandes said the situation will, in fact, become more dangerous because Stevens Avenue is busier and more narrow than Corella Court.

Eastern Armored Services to handle Ridgewood parking meter coins

Village officials have authorized the signing of a contract with an armored car service to provide transportation and counting services for coins collected by the village from parking meters.

With a resolution adopted earlier this month, Ridgewood entered into an agreement with Trenton-based Eastern Armored Services for the secure transport, counting and subsequent depositing of coinage from the Parking Utility.

The measure is another step to prevent theft in the wake of the $460,000 in coins that were stolen by former Public Works employee Thomas Rica between 2010 and 2013 and the subsequent 2015 audit, which posits that an additional $377,000 in coins had been swindled during that time.

Village Manager Roberta Sonenfeld said this agreement would relieve the village of its duty to count coins, handing off the job to an outside company, which would then deposit the collected coins in the bank.
