Rep. Scott Garrett Announces 2015 Congressional Art Competition Winners

NEWTON, NJ – Rep. Scott Garrett (NJ-05) announced the winners of the 2015 Congressional Art Competition.  This year’s top honor went to Norwood resident and Academy of the Holy Angels student Na Young Lee for her piece, “Crammed.”  This year’s competition featured 95 student entries and was hosted at Sussex County Community College in Newton. Meagan Khoury and Sherry Fitzgerald, both of Sussex County Community College, judged the competition.  The winners were announced at a ceremony on Saturday, May 16th.

“Congratulations to the winners and participants of the 2015 Congressional Art Competition,” said Garrett.  “I am amazed at the quality of work produced by these students.  Each student should be very proud of their efforts, and I want to thank their parents and teachers for encouraging and cultivating such exceptional talent.”

The Congressional Art Competition is an annual event held in congressional districts across the country.  The first place winner from each congressional district will have his or her artwork displayed for one year in the U.S. Capitol alongside winning artwork from other high school students across the country.  The second, third, and fourth place winners will have their submissions displayed in Congressman Garrett’s Glen Rock, Newton, and Washington, D.C. offices.  Click here for more information about the nation-wide contest.

Full Committee Moves 13 Bills from Cap Markets Subcommittee

WASHINGTON, D.C. – Rep. Scott Garrett (NJ-05), Chairman of the Financial Services Subcommittee on Capital Markets and Government-Sponsored Enterprises, issued the following statement after the Financial Services Committee passed his bill, H.R. 1525, the Disclosure Modernization and Simplification Act of 2015 with unanimous support.

“The Financial Services Committee continued its important work to help eliminate burdensome red tape and make our government more efficient, effective, and accountable to the American people,” said Garrett.  “As part of the JOBS Act, Congress directed the SEC to review its existing disclosure requirements and identify ways to make our current disclosure regime less burdensome for issuers and more useful for investors, but the agency has yet to act.  The Disclosure Modernization and Simplification Act of 2015 will fix that by eliminating the unnecessary bloat of our current disclosure regime, while at the same time ensuring that investors receive all of the material information they need in order to make informed investment and voting decisions.”

The Disclosure Modernization and Simplification Act would require the SEC to take steps to modernize the current disclosure regime in three ways:

1) Require the SEC to eliminate any outdated or duplicative disclosure requirements that are immaterial to investors and to further scale disclosures for emerging growth companies and small issuers.
2) Allow issuers to file a summary page of their annual report that would include cross references to material information included in their 10-k.
3) Require the SEC to produce a broad study on how best to utilize technology in order to improve delivery and presentation systems for disclosures.

In addition to Rep. Garrett’s Disclosure Modernization and Simplification Act of 2015, the Committee also passed a number of bills previously passed by the Capital Markets and Government-Sponsored Enterprises Subcommittee.

WASHINGTON, D.C. – Rep. Scott Garrett (NJ-05) issued the following statement after joining fellow members of the House Freedom Caucus and other concerned lawmakers at a press conference this morning to urge Congress to let the Export-Import Bank expire on June 30:

“It’s hard to imagine anything more unfair and un-American than having the government financially support mega-corporations at the expense of small businesses and American workers.  But that is exactly what has been happening, and it will continue to happen if we don’t let the Export-Import Bank expire next month.  It rewards those with close relationships with Washington bureaucrats and makes victims of startups that dare to compete against them—literally picking winners and losers in our economy.

“Ex-Im has transformed the role of government from a disinterested referee that guarantees a free and open marketplace into a biased actor that tilts the scales in favor of its friends in businesses.  We have the opportunity to save capitalism from cronyism and to fulfill a promise to the American people to work for them instead of a select few with special connections in Washington.  For the sake of the American taxpayer and the preservation of the free enterprise system, Congress should put the Export-Import Bank out of business.”

Today we remember the loss of the heroic men and women who sacrificed their lives in defense of freedom and liberty. We owe our way of life to their courage. Their willingness to fight is the reason why we live in a country free from tyranny and oppression.

In honor of Memorial Day, I’m happy to announce that the Oversight and Government Reform Committee this week passed my bill to rename the United States Post Office building located at 1 Walter Hammond Place in Waldwick, NJ the “Staff Sergeant Joseph D’Augustine Post Office Building.” This action clears the way for this important legislation to be passed by the House of Representatives and sent to President Obama for his signature.

As you may know, Staff Sergeant Joseph D’Augustine, a 2001 Waldwick High School graduate, was killed in action in the Helmand province of Afghanistan on March 27, 2012. He gave his life while protecting his fellow men and women in uniform. Renaming the Waldwick Post Office after a hometown hero would be a fitting tribute to this brave young man.

WASHINGTON, D.C. – Rep. Scott Garrett (NJ-05) issued the following statement after voting against the Iran Nuclear Agreement Review Act of 2015, H.R. 1191, today because it did not ensure that Iran never gains nuclear weapons:

“My priority is ensuring Iran never gets a nuclear weapon.  The Obama Administration is negotiating a treaty with Iran, and therefore is responsible for delivering to Congress a deal that protects the United States and its allies.  Unfortunately, the treaty that the Obama Administration is negotiating does not do this, and therefore I cannot support today’s legislation because it facilitates its implementation.  Instead of requiring a two-thirds majority to approve the treaty—as prescribed by the Constitution—this legislation turns the Constitution on its head and requires a two-thirds majority to block the administration’s treaty.  As a member of the Iran Sanctions Conference Committee, I have long fought for strict sanctions against this dangerous totalitarian regime, and I will continue to work to prevent them from fulfilling their nuclear ambitions.”

WASHINGTON — The U.S. House cleared legislation Thursday providing for congressional review of any nuclear deal with Iran, with Rep. Scott Garrett one of only 19 Republicans to vote no.

The measure was co-authored by Senate Foreign Relations Committee Chairman Bob Corker (R-Tenn.) and Sen. Robert Menendez (D-N.J.), who was ranking member of the panel until voluntarily stepping aside following his April 1 indictment on criminal corruption charges.

The House vote was 400-25, with Garrett (R-5th Dist.) the only New Jersey lawmaker lining up in opposition.

Garrett said the deal never guarantees that Iran won’t eventually build a nuclear weapon.

Reps. Garrett, Maloney Introduce the Restoring Main Street Investor Protection and Confidence Act of 2015

WASHINGTON, D.C. – U.S. Representatives Scott Garrett (R-N.J.), Chairman of the House Financial Services Capital Markets and Government Sponsored Enterprises Subcommittee, and Carolyn Maloney (D-N.Y.), Ranking Member of the Subcommittee on Capital Markets and Government Sponsored Enterprises, today introduced H.R. 1982, the Restoring Main Street Investor Protection and Confidence Act of 2015.

H.R. 1982 would reaffirm and clarify key protections for ordinary investors that were put in place when Congress passed and amended the Securities Investor Protection Act (SIPA).  In particular, the bill aims to properly shield innocent individual investors who have already been defrauded and financially devastated by Ponzi schemes perpetrated by Bernie Madoff,  Allen Stanford, and others from further “clawbacks” by the Securities Investor Protection Corporation (SIPC) Trustee.

“This bill is about creating confidence in our markets and protecting innocent investors—investors with their life savings on the line—from abuse, and malfeasance,” said Garrett.  “If Americans lose faith in our securities markets, and the government agencies that give them their seal of approval, it could have a devastating impact on our capital markets and our economy.  If enacted, this legislation will bring confidence back to Main Street investors by ensuring fairness for victims, enhancing efficient functioning of U.S. securities markets, and strengthening the oversight and accountability of the Securities Investor Protection Corporation (SIPC).”

“The last thing a defrauded investor needs is an additional shakedown from the Securities Investor Protection Corporation,” said Maloney. “This important legislation would shield mom and pop investors from these so-called clawbacks, and ensure we go after the criminals, not the victims. It’s a pleasure to work with Representative Garrett on this important legislation.”

Garrett Calls on DOT and OMB to Finalize Hazardous Materials Rule for DOT-111 Tank Cars

WASHINGTON, D.C. – Rep. Scott Garrett (NJ-05) yesterday called on Transportation Secretary Anthony Foxx and OMB Director Shaun Donovan to complete their final review of a rule regarding DOT-111 tank cars by their May 2015 deadline.  This rule could protect New Jersey from a potential hazardous materials disaster by ensuring freight cars have adequate safety standards.

Since 2011, the Pipeline and Hazardous Materials Safety Administration (PHMSA) has been working on a proposed rule, the Enhanced Tank Car Standards and Operational Controls for High-Hazard Flammable Trains, to determine the safety of DOT-111 tanks cars.  DOT-111 tank cars are used for the transportation of hazardous materials, including crude oil and ethanol.  They have been identified by the National Transportation Safety Board (NTSB) as having design elements that pose a clear, demonstrated risk that hazardous materials could be released during a rail accident.

“The American public entrusts the DOT with the responsibility of ensuring that hazardous materials are transported safely by rail, making any further delays of this proposed rule completely unacceptable,” said Garrett.  “A timely review of the DOT’s final rule will allow the rail industry to begin to make the necessary changes to their existing rail cars, budget for new costs, and protect New Jersey from a potential disaster.  My constituents need assurance that adequate protections are in place when hazardous materials are being transported through our communities.”

Treasury Secretary Lew: No Recollection of Clinton Email System

U.S. Treasury Secretary Jacob Lew was pulled into former Secretary of State Hillary Clinton’s email controversy Tuesday as House Republicans grilled him on what he knew as her top operations officer .

Mr. Lew, who was Mrs. Clinton’s deputy secretary of state for management and resources between 2009-2010, said he had no recollection of conversations about Mrs. Clinton’s private email system.

“While you were at state, were you also responsible for enforcing the department policy regarding the use of personal email accounts and record retention?” Rep. Scott Garrett(R., N.J.) asked at a House Financial Services hearing on U.S. international financial policy.

Mr. Lew said he was “responsible for a vast array of responsibilities.”

When Mr. Garrett asked if he was responsible for the State Department’s policy regarding emails, Mr. Lew said: “I don’t recall having a lot of conversations, any conversations that I remember, on that.”

Representative Scott Garrett, a New Jersey Republican, went on to spell out seven pieces of evidence that he said proved the Fed’s involvement in politics, including a meeting with President Barack Obama at the White House before Election Day, and another later in November with labor and community organizers.

“You’ve already made monetary policy a partisan political exercise,” Garrett said.

Yellen Defends Fed Against Republican Charges of Party Bias

(Bloomberg) — Janet Yellen was forced to defend the Federal Reserve against accusations that it’s politically partial to the Obama administration and liberal groups during heated exchanges with Republican members of Congress.

“The Federal Reserve is independent,” the central bank chair told the House Financial Services Committee on Wednesday in response to a question about her regular meetings with Treasury Secretary Jacob J. Lew. “I do not discuss monetary policy or actions we are going to take with the secretary.”

The exchange reflects rising tensions between the Fed and Republican lawmakers, who are vexed by its aggressive monetary policy and expanded supervision of banks since the financial crisis, and have proposed legislation to curb its powers.

Rep. Scott Garrett announces the 2015 Congressional Art Competition has begun, and I am currently accepting submissions in my New Jersey district offices.

Ridgewood NJ, The Congressional Art Competition is sponsored by the U.S. House of Representatives, and it is open to all 9th-12th graders. The first-place winner from each congressional district is invited to attend a reception in Washington, D.C., and the winning artwork is displayed in the U.S. Capitol for a year.

Attached, you will find the 2015 guidelines and the Student Release form. All applicants must live in New Jersey’s 5th Congressional District to participate. Students who wish to submit artwork in the competition must do so by Friday, April 24, 2015.  All artwork must be labeled clearly on the back with the artist’s name, address, phone number, title of piece, and medium. A typed copy of the Student Release form, signed by both the teacher and the student, must be attached to the back of the artwork to certify the originality of the piece.

Although the competition does not require artists to frame the artwork unless they win, we strongly encourage all participants to frame the artwork according to the guidelines and to attach a wire to the back for hanging. If the student is unable to frame the artwork, it should still be covered and a wire should be attached on the back, so it can be displayed with the rest of the artwork.

This year, the reception will be held at Sussex County Community College. My staff will forward details about the reception as soon as they are available. All students, parents, and teachers will be invited to the reception.

Artwork may be dropped off at my Eastern District Office, 266 Harristown Road, Suite 104, Glen Rock (201-444-5454) or my Western District Office, 83 Spring Street, Suite 302A, Newton (973-300-2000) between now and April 24. Please call in advance to let my staff know you will be dropping off the artwork.

WASHINGTON, D.C. – Rep. Scott Garrett (R-NJ), Chairman of the Congressional Constitution Caucus, issued the following statement in support of the reintroduction of the Fifth Amendment Integrity Restoration (FAIR) Act, to protect Americans from having their property seized without the due process of law through civil asset forfeiture:

“Most Americans assume that the government cannot take your things without due process, but it is happening,” said Garrett alongside his colleagues from the House and Senate.  “Under current law, federal, state and local police can seize your property unless you can prove you acquired it legally. This must change.  The FAIR Act will protect our constitutional rights and save American families from a costly and messy legal process to regain what is legally theirs.”
