WASHINGTON, D.C. – Rep. Scott Garrett (NJ-05), a senior member of the House Budget Committee, released the following statement after President Obama unveiled his Fiscal Year 2016 budget proposal to Congress today:

“When I talk to hardworking taxpayers in New Jersey, I always hear the same thing—American families are learning to do more with less, so it’s time for Washington to do the same. Mr. President, please join us to work on solutions that make the government more efficient, accountable, and effective.”

Key Facts: The President’s FY 2016 Budget

Tax Increases
• Despite $2.1 trillion in new tax increases, President Obama’s budget never balances—ever.
• Major proposed tax increases include higher levies on savings and investment, small businesses, and increases in the costs of hiring workers.
• These tax hikes would stunt the economic growth needed to get Americans back to work, and come on top of $1.7 trillion in tax hikes already imposed by this Administration.

Spending Increases
• The President’s budget increases annually-appropriated spending for next year by $74 billion relative to current law. Over 5 years, he would increase such spending by $322 billion.
• Next year alone, the President’s budget would grow total federal spending by $259 billion, or 7 percent.
• Total spending will increase by 65 percent ($2.4 trillion) in 10 years under the President’s plan.

Interest Costs Skyrocket
• President Obama’s plan more than triples interest costs, which remain the fastest growing item in the budget.
• Interest on the debt this year would be $229 billion, but would rise to $785 billion in 2025 under his plan.
• At the end of President’s plan, annual interest costs would be larger than his proposed spending for national defense, Medicaid or the combined total of all non-defense agency spending.

Debt Climbs
• Since 2009, we’ve added $7.5 trillion to the debt and spent $21.1 trillion.
• The President’s budget plan would add $8.5 trillion to the debt.
• Cumulative deficits would amount to $5.7 trillion, and gross debt would climb to $26.3 trillion in 2025.

The code is also unfair, as many of the loopholes target small numbers of high-income individuals, while New Jersey’s middle-class families get stuck with the tab. It should come as no surprise that New Jersey has one of the highest tax burdens in the nation when you figure in the tidal wave of local, state and federal taxes.

Scott Garrett represents the 5th District in the House of Representatives. He serves on the House Financial Services Committee and the House Budget Committee. He is chairman of the Subcommittee on Capital Markets and Government-Sponsored Enterprises for the House Financial Services Committee, where he oversees the Securities and Exchange Commission and government-sponsored enterprises Fannie Mae and Freddie Mac.

ON MAY 1, 1931, with the push of a button at the White House, President Herbert Hoover officially commenced the opening of the Empire State Building. The 103-story structure was built with a powerful combination of steel girders, rivets and American ingenuity. This engineering feat and cultural icon took more than 7 million hours to complete.

There is another labor-intensive, American-made feat that happens every April 15. Unfortunately, we don’t get the productive equivalent of 192 Empire State Buildings for the 1.35 billion man-hours American workers spend filing tax returns each year. Instead, our outdated and complicated tax code rewards us with sluggish economic growth, wasted resources and a whole lot of frustration around the kitchen table.

We must fix our broken tax code and replace the outdated system with a pro-growth tax system, built upon the tenets of simplicity, fairness and efficiency. This is a tall order, but we have a lot at stake here in New Jersey and across the nation.

Currently, the U.S. tax code is the worst of all worlds. First, the system is notoriously complex, with individuals and families spending hundreds of billions of dollars a year trying to solve a numerical riddle of rules, deductions and tax schedules.

Inefficient tax structure

According to a recent Monmouth University poll, half of New Jerseyans want to eventually leave the state because of the tax burden.

Moreover, the U.S. tax structure is as inefficient as a horse-and-buggy in the age of the high-efficiency hybrid engine. Considerations such as how to legally game the tax code, rather than business fundamentals, often distort individual decisions to work, save and invest. For example, tax economists Seth Giertz and Jacob Feldman argue that the tax code encourages businesses to switch their investments from productive activities (like hiring more workers) toward unproductive ones (like lobbying for special tax preferences).

As a result, not only is our current tax system unfair, but it also wastes resources, slows economic growth and leads to fewer jobs. We need to eliminate the special exemptions, simplify the rates and create a tax code that encourages savings, investment and job creation.

I remain hopeful that President Obama is willing work with Senate and House Republicans to revamp our tax code. Encouragingly, the White House website states “the tax code has become increasingly complicated and unfair. Under today’s tax laws, those who can afford expert advice can avoid paying their fair share and interests with the most connected lobbyists can get exemptions and special treatment written into our tax code.” Mr. President, I couldn’t agree more — now, it’s time to put meaning behind your words.

It is also important to recognize the political hurdles facing tax reform. While Republicans will control both the Senate and House in the New Year, without cooperation from the president, tax reform is as good as dead on arrival.

Serious about tax reform

The president has not yet demonstrated that he is serious about bringing tax reform across the finish line. Instead, the president views the tax code as a political tool to punish industries he happens to support (green energy) and those that don’t fit the party line, such as the oil and gas industry. Rather than talk about a simplified tax code to encourage job creation, the president remains committed to the theory that increasing the overall tax burden on working families in New Jersey somehow means these families are paying their “fair share.”

Most recently, the president threatened to veto a tax deal between the Senate and the House. Here is an example of both houses of Congress working together in a bipartisan manner, and the president killed the deal. For tax reform to work, the American people need a willing partner in the White House.

The American people gave Republicans the responsibility of controlling both houses of Congress for the next two years. In return, we can repay the American people by advancing solutions that help America’s families. And like President Hoover’s dedication of the Empire State Building, hopefully President Obama can work with Republicans to hit the switch and inaugurate another feat of American achievement: a reformed tax code.

Jaesung Son, a senior at Ridgewood High School, started an after school program in a neighboring town where he taught younger children how to play the violin In the evening. Little did he know how his act of volunteerism would be rewarded. On December 5, Jaesung was awarded the Silver Medal Congressional Award for Volunteerism, in honor of the more than 200 dedicated hours of volunteer work. The award was presented personally by Ridgewood’s local House Representative, Congressman Scott Garrett. The United States Congress established the Congressional Award in 1979 to recognize and reward initiative, achievement, and service in young people.

WASHINGTON, D.C. – Rep. Scott Garrett (R-NJ), founder and Chairman of the Congressional Constitution Caucus, issued the following statement after President Obama announced that he would violate his oath to uphold the Constitution and grant approximately 5 million illegal immigrants work permits:

“After repeated admissions that the Constitution precludes him from granting amnesty, President Obama has chosen to cast aside his oath to uphold the supreme law of the land and is going to grant amnesty anyway. The president’s frustration with Congress, as the Washington Post’s editorial board noted, ‘doesn’t grant the president license to tear up the Constitution.’ No provision of the Constitution grants the president the power to change the law simply because the president disagrees with Congress. This sets a fatal precedent – is there no longer any limit to a president’s power?

“Today, President Obama has also turned his back on American workers and law-abiding immigrants. At a time when American workers are desperate for jobs, the president has decided to unfairly reward those who have blatantly broken the law with blanket amnesty and work permits, allowing them to directly compete with American workers for jobs that are hard to find already. I am committed to undoing the damage this unconstitutional action will have on our republic.”

BACKGROUND: As the New York Times’ Michael Shear pointed out, President Obama has already explained why he cannot do this:

In a Telemundo interview in September 2013, Mr. Obama said he was proud of having protected the “Dreamers” — people who came to the United States illegally as young children — from deportation. But he also said that he could not apply that same action to other groups of people.

“If we start broadening that, then essentially I’ll be ignoring the law in a way that I think would be very difficult to defend legally,” Mr. Obama told Jose Diaz-Balart in the interview. “So that’s not an option.”

During a news conference in Australia, he said that his earlier answers about the limits of his executive authority were prompted by people who asked him whether he could enact, by fiat, a bipartisan immigration bill that had passed the Senate, which would have provided a path to legalization for more of the 11 million unauthorized immigrants here.

“Getting a comprehensive deal of the sort that is in the Senate legislation, for example, does extend beyond my legal authorities,” Mr. Obama said Sunday. “There are certain things I cannot do.”

The president was pressed on that very issue during a Google Hangout in February 2013. An activist asked whether he could do more to keep families from being “broken apart” while Congress remained gridlocked on immigration legislation.

“This is something that I have struggled with throughout my presidency,” Mr. Obama said. “The problem is, is that I’m the president of the United States, I’m not the emperor of the United States. My job is to execute laws that are passed.”

In an article published Tuesday at The Atlantic by Jeffrey Goldberg, the Obama administration’s preferred conduit for all things Israel-related, an unnamed senior Obama administration official called Israeli Prime Minister Benjamin Netanyahu “a chicken-bleep.” “The thing about Bibi is, he’s a chicken-bleep,” the official told Goldberg. “The good thing about Netanyahu is that he’s scared to launch wars,” he continued. ““The bad thing about him is that he won’t do anything to reach an accommodation with the Palestinians or with the Sunni Arab states. Just one more misstep in a long line of anti Israel ,anti Jewish gaffs by the Obama Administration .Meanwhile its important to remember that Congressman Garrett supports the right of Israel to exist as a sovereign, democratic nation and defend itself against attacks from neighboring territories. While Congressman Garrett supports efforts to have peace between Israel and the Palestinians, he does not believe Israel should jeopardize its security by creating borders that could potentially leave it vulnerable to attack by neighbors.

In the 113th Congress, Congressman Garrett introduced the Jerusalem Embassy and Recognition Act of 2013. This important legislation would require that the United States Embassy in Israel move from its current location in Tel Aviv to Israel’s legal capital, Jerusalem. Congressman Garrett acknowledges the vital role that US support plays in promoting Israel’s safety and security. Not only does US aid to Israel help promote a more stable Middle East, but also approximately 75 percent of the aid delivered to Israel returns to the United States in the form of military supply purchases.

Congressman Garrett co-sponsored H. Res. 657, a resolution that reaffirms the United States’ support for Israel’s right to defend its citizens and ensure the survival of the State of Israel, condemns the unprovoked rocket fire at Israel, and calls on Hamas to immediately cease all rocket and other attacks against Israel. In July Garrett told the Save New Jersey blog , “As Israel defends itself against countless rocket attacks from Hamas, it shouldn’t also have to defend itself against those in the White House,”

Garrett declared in a statement released Thursday. “While the Obama administration says it supports Israel, these comments obviously stand in stark contrast to that commitment and must be retracted. My heart goes out to those who have been the victims of these attacks. Rep. Scott Garrett said Thursday that a new train tunnel should be built under the Hudson River “sooner rather than later” because the potential closing of one or both of the existing tunnels owned by Amtrak “would be a nightmare.”

But Garrett, in a meeting with the editorial board of The Record, said leaders in New Jersey and New York should reach an agreement first on what share of the cost they would bear if they want Washington to become involved.

Governor Christie named three hospitals Wednesday – including Hackensack University Medical Center – to receive intensive training and support so they are prepared to treat any Ebola patients in New Jersey.

The three volunteered to be designated as the state’s treatment centers for patients with the highly contagious disease, the state Health Department said. Officials at the hospitals say they’ll learn from both the good and bad experiences of medical centers around the country that have treated Ebola patients.

Naming three hospitals out of the 72 in the state allows officials to concentrate resources, as nurses’ groups and a state lawmaker have recommended. The three — Hackensack, Robert Wood Johnson University Hospital in New Brunswick and Newark’s University Hospital – will have help from a group of experts from the federal Centers for Disease Control and Prevention scheduled to visit this week.

Ebola is most likely to enter New Jersey via a passenger arriving at the airport or at the port, officials believe, so hospitals located relatively nearby with the resources to handle the disease were chosen. University Hospital already has served as the receiving hospital for any passengers from Newark Liberty International Airport considered to have potential cases of Ebola or other communicable diseases, under an agreement with the CDC.

In September Rep. Scott Garrett (R-NJ), Chairman of the Congressional Constitution Caucus, and Rep. Tony Cárdenas (D-CA), Co-Chairman of the bipartisan Crime Prevention and Youth Development Caucus, today introduced H.R. 5502, the Fifth Amendment Integrity Restoration (FAIR) Act, to protect Americans from having their property seized without the due process of law. The FAIR Act makes a number of changes to civil asset forfeiture laws to restore the constitutional protections guaranteed by the Fifth Amendment.

The FAIR Act would ensure that Americans are innocent until proven guilty by requiring the government to meet a higher legal standard before seizing an individual’s property. This legislation would raise the standard to seize assets from a preponderance of evidence to a higher standard of clear and convincing evidence. In addition, the FAIR Act would eliminate the practice of equitable sharing and eliminate all profit incentives by requiring that all funds seized by the federal government go into the general treasury fund.

It probably seemed like a bright idea at the time: Let the police seize the ill-gotten gains of alleged drug dealers and other suspected criminals and sell it, using the proceeds to buy much-needed crime-fighting gear.

Unfortunately, the process—civil asset forfeiture—did not require convicting anybody of a crime. In fact, it didn’t even require charging anybody with a crime. Not surprisingly, this led to rampant abuse, which has been abundantly documented for many years. Various reform efforts, including a 2000 federal law, have been unable to stop what’s become known as policing for profit.

But Virginia lawmaker Mark Cole is going to give it another shot. That’s as good a sign as any that civil asset forfeiture has jumped the shark.

You can’t get much more conservative than Cole, a Republican who represents Spotsylvania in the General Assembly, without falling off the edge of the political spectrum. Cole supports “traditional family values” — so much so that he voted against appointing a Richmond prosecutor and former Navy pilot to a judgeship because he was gay. Cole has sponsored legislation to deny government benefits to illegal immigrants. And to strip state funding for abortions even in cases where the fetus has “gross and totally incapacitating physical deformity or mental deficiency.” And to rewrite a state prohibition against guns in schools so private schools could set their own rules. Four years ago, he sponsored a bill to protect people from having microchips implanted in their bodies, in part because such microchips might be used as the “mark of the beast” described in Revelations.

On his website, Cole boasts of supporting law enforcement. “Public safety and emergency services are Mark Cole’s top priorities,” reads a quote from Stafford County Sheriff Charlie Jett. “He helped ensure that funding was available for pay raises for deputies and state troopers. He has been a strong voice for us in Richmond.”

But policing for profit has gone too far, even for Cole. In anticipation of the 2015 legislative session, he already has filed a bill (HB 1287) that would forbid asset forfeiture without a conviction—and even then only after all appeals have been exhausted.

Most of his website is used to attack Scott Garrett and misrepresent Garrett’s record ,with little to no substantive discussion on issues .This Amounts to the same old ,the government knows whats best and is going to save you. Policies let call it Obamnomics,that after 6 years of President Obama resulted in a failing economy, loss of healthcare , weakness in foreign policy , enormous government debt directly impacting the Millennial’s ,who Cho claims to be helping with higher taxes, a weak job market , massive debt , no healthcare and a bleak future .

Roy Cho said that after he graduated from law school in 2009, he considered his parents’ home in Manalapan his primary residence even as he lived in an apartment in New York City and then rented an apartment in Hackensack. TRENTON — Roy Cho, the Democratic candidate who’s presenting a tough challenge to Republican U.S. Rep. Scott Garrett, says he moved into the congressional district in the summer of 2012.

But records show he cast a vote from Manalapan, 52 miles to the south, in November, 2012 — more than two months after his campaign said he moved to Hackensack, in the 5th Congressional District.

“Roy Cho says he moved to Hackensack in the summer of 2012. So why then did he vote in Manalapan in November 2012?” said Garrett spokeswoman Maggie Seidel. “Either Roy Cho is lying about his residency in the Fifth District or he’s acted illegally by committing voter fraud — or both.”

The records, provided by Garrett’s campaign, show Cho registered to vote in Hackensack in April of 2013 and began voting in the city’s May 2013 municipal elections.

Cho’s 2012 vote in Manalapan, where he grew up and his parents live, was his first vote in New Jersey since 2009. Between 2010 and 2012, the 33-year-old Cho lived in New York City, where he worked as a corporate lawyer. All of his previous votes were made in Manalapan as well.

Under New Jersey law, it’s a second degree crime to cast ballots that are “known by the person to be materially false, fictitious or fraudulent.” A Middlesex County judge, Spencer Robbins, resigned in March after he was charged withvoting twice in Woodbridge while living in Chatham.

WASHINGTON, D.C. – Rep. Scott Garrett (R-NJ) and Senator David Vitter (R-LA) today sent a letter to House Speaker John Boehner and Senate Majority Leader Harry Reid demanding that congress is immediately reconvened to address the threat raised by the Ebola virus.

“The Obama administration has failed to recognize this public health threat,” said Garrett and Vitter in the letter. “Thus far, the administration has refused to implement flight restrictions from affected countries, and provide effective screening process for travelers after they arrive on shores. The House and Senate must reconvene to direct the administration on what steps must be taken to protect the American people.”

Mr. Garrett has been a vocal critic of the Obama administration’s slow response to this epidemic. He joined his colleagues in calling on the president to institute immediate travel restrictions, enhance airport screenings, and develop quarantine measures for individuals who have traveled to, or from, the West African countries that have been impacted by Ebola.

Garrett’s opponent Roy Cho and NJ Sen Cory Booker are lock step with the presidents so far failed policies and are offering no new ideas .

WASHINGTON, D.C. – Rep. Scott Garrett (R-NJ), Chairman of the Financial Services Subcommittee on Capital Markets and Government-Sponsored Enterprises, issued the following statement regarding a Financial Industry Regulatory Authority (FINRA) proposed rule to implement the Comprehensive Automated Risk Data System (CARDS):

“After a preliminary reading of the proposed rule, I remain far from convinced that this new, costly, and burdensome proposal is needed. Moreover, I question whether the purported benefits will justify the significant costs. But even beyond the costs of the proposed rule, significant privacy concerns still linger, especially when the data are combined with other data in FINRA’s database. Before moving forward with this proposal, there needs to be a much better explanation of why this burdensome rule is necessary in the first place and what steps are being taken to protect investors’ personal financial information. The Capital Markets and GSE Subcommittee will continue robust oversight of this potential new rule and, more broadly, FINRA’s structure, mission and regulatory activities.”

Nearly half of jobless residents in New Jersey have been out of work for more than six months, according to a new report, a level that ranks the state among the worst in the country.

The brief released today by New Jersey Policy Perspective notes the “long-term unemployment crisis is a national problem” but found every other state except Florida fared better than New Jersey. Also, while the share of long-term unemployed in New Jersey has fallen from its peak in 2010, the brief found that drop has not been as sharp as it has nationally.

“We’re in a much deeper pickle than most of the rest of the country,” said Gordon MacInnes, president of New Jersey Policy Perspective, a liberal-leaning think tank. “The reason for that is pretty plain: we haven’t produced enough jobs for people who are unemployed over a long period of time to fill.”

The report, which relies on analysis of federal labor data by the Economic Policy Institute, shows that 46.3 percent of the state’s jobless residents were unemployed for more than six months as of March 2014, compared to the state’s peak of 51.4 percent in December 2010. Those values represent 12-month moving averages.

On the national level, the share of long-term unemployed peaked at nearly 44 percent of all jobless residents in November 2011 and has since dropped to roughly 37 percent.

Only Florida had a larger share of long-term unemployed among the states in March at 46.5 percent.
