TRENTON — New Jersey’s new plan for grading its schools for the federal government places less weight on passing state exams and extra importance on other factors, such as the performance of students learning to speak English and academic progress among students who don’t pass standardized tests.
The state Monday filed its federal accountability plan under the Every Student Succeeds Act (ESSA), the new federal education law that replaced No Child Left Behind. All states are required to file a plan to the federal government.
The ESSA plan calls for decreasing the importance of standardized test scores in rating schools and giving states more flexibility to decide how to intervene in struggling school districts.

Jersey lawmakers just don’t get it: The state’s massive pension-fund shortfalls last week prompted Moody’s to downgrade Trenton’s credit rating for the 11th time under Gov. Chris Christie, yet the Legislature wants to make the problems worse.
Moody’s cited New Jersey’s gargantuan, and growing, unfunded pension liabilities as key to its decision to lower the state’s rating from A2 to A3 — the second downgrade in four months.
The move reflects the “negative impact of significant pension underfunding” and “a persistent structural imbalance,” wrote Moody’s analyst Baye Larsen. Despite Christie’s notable boosts in payments to the funds, state contributions “remain well below the actuarial recommended” amount.
Yet lawmakers (of both parties) want Christie to sign a bill that would hand control of one of the state’s biggest funds — for police and firefighter pensions — to their union representatives.
“Giving management to the pension beneficiaries removes political interest from the investments and places responsibility with the employees who will benefit,” says Senate President Stephen Sweeney (D).
Uh, not quite — because the employees wouldn’t face any risk. With a majority of votes on the new board, union reps could hike benefits and slice the amount members must chip in. And if that plunges the fund further underwater, Jersey’s taxpayers would be the ones on the hook.

Ridgewood NJ, A reader recent stated during a discussion , “The Village actually makes money on Graydon. This was confirmed several times by the Mayor and Village Manager during recent Village Council meetings. In a nutshell, revenues from the pool exceed expenses by a significant amount and have done so for many years in a row”
According to Deputy Mayor Mike Sedon,” In looking at this year’s Village budget– tab 10– Department of Parks and Recreation 2017 budget under Graydon Pool the total expense listed in the actual 2016 budget was $273,895.87. This included temporary and seasonal salaries and wages– $186,798, and $87,097.87 in other expenses such as postage for flyers, printing costs, maintenance, supplies chemicals and several other items needed to run the facility. These were last year’s total expenses as listed in this year’s municipal budget.
In 2016 Graydon Pool brought in $336,177. The revenue breaks down as follows:
Ridgewood resident adult– $78,960
Ridgewood resident child– $118,140
Senior/disabled– $11,040 (the annual badge is sold for $30 to these patrons)
Nonresident adult– $29,680
Nonresident child– $11,025
POS– $87,332 (includes daily guest passes and outside camps)
So with revenues totaling $336,117 minus total expenses of 273,895.87 there was a positive difference of $62,281.13 in 2016. This make Graydon cash flow positive and in essence Graydon Pool is actually subsidizing other parts of Ridgewood’s budget.
