Paving plans in Ridgewood hit potential roadblock

Already behind with last year’s street repaving plan, the village might experience a delay or potential cancellation of the proposed 2014 paving project.
The Ridgewood Council’s 3-2 vote to introduce a capital bond ordinance, which would fund this year’s street paving, created a degree of uncertainty that the governing body might not approve the funding at its May 28 meeting. According to Village Manager Roberta Sonenfeld, a simple majority is needed to introduce the ordinance; however, a supermajority (at least four affirmative votes) is required to adopt a capital ordinance.
Recognizing that the council members introduced the 2014 general capital ordinance by 3-2 vote last month, Sonenfeld removed the street repaving portion from the capital budget. Her intention, she explained this week, was to ask the council to consider the paving project, which amounts to $1.549 million, separate from the other items in the capital budget.
“I think paving to everybody is kind of a bread-and-butter or meat-and-potatoes issue. We need to get it right,” she said. “I have broken out paving as a separate capital budget item. I would like the council to really consider working off of that proposal, so if there is a disagreement over the total capital budget, as least we can get paving done in 2014.”

TO SERVE ON THE COMMUNITY CENTER ADVISORY BOARD, PLANNING BOARD, ZONING BOARD OF ADJUSTMENT, FINANCIAL ADVISORY COMMITTEE, RIDGEWOOD ARTS COUNCIL, AND RIDGEWOOD SHADE TREE COMMISSION.
The Village Council is looking for residents who are interested in volunteering to serve on the Community Center Advisory Board, the Planning Board, the Zoning Board of Adjustment, the Financial Advisory Committee, the Ridgewood Arts Council, and The Shade Tree Commission.
The Community Center Advisory Board develops policies and procedures for the operation of the Community Center facility and assists in the fulfillment of the County Municipal Alliance Grant requirements. Membership includes: Senior Citizen residents; adult residents with children in the school system; and adult residents with no children in the school system.
The Planning Board reviews site plans and subdivision applications; prepares, adopts, and amends the Master Plan; makes recommendations to the Village Council regarding amendments to developmental regulations and the official map.
The Zoning Board of Adjustment hears variance applications and appeals from rulings and determinations arising from the enforcement of Village zoning ordinances.
The Financial Advisory Committee assists in the review and understanding of the financial considerations necessary to the operation of the Village and the Village’s preparation of the Annual and Capital Budgets; provides review, advice and recommendations to the Village Council on Village financial and budgetary matters; and prepares an annual report for the Village Council to assist the Councilmembers in their budget preparation. Members will preferably have strong finance, accounting, government and/or business backgrounds.
The Ridgewood Arts Council will assist in the promotion of and encourage artistic and cultural programs and will provide for educational opportunities in the areas of art and culture. The Ridgewood Arts Council will also provide advice, guidance, and recommendations to the Village Council, as needed.
The Shade Tree Commission works closely with the Parks and Recreation Department, the Ridgewood Environmental Advisory Committee, and the Green Team to promote awareness and education of the residents as well as advise and provide recommendations to the Village Council in promoting and sustaining a safe and productive shade tree resource. Members will preferably have forestry or tree backgrounds or hold the designation of a certified Arborist.
All interested residents should fill out a Citizen Volunteer Leadership form (found on the Village website), and send it along with a cover letter indicating on which board(s) the resident wishes to serve, and a biography or resume to:

This years Village Council Election has three candidates seeking two open Village Council seats. The Candidates are Jim Albano, Susan Knudsen and Michael Sedon .
The election season has been punctuated by the aroma of big city politics . Threats have been made, Anonymous emails have been sent and yard signs taken .
The campaign season has pitted the “we know better crowd ” represented by Jim Albano, and RBSA against two well meaning outsiders Susan Knudsen and Michael Sedon.
The Village is facing some very big decisions about the future direction of the town and many vested interests are pushing hard to have their agenda heard.
It appears that that Jim Albano and his RBSA cohorts have aliened them self with the forces of urbanization and over aggressive development. He would join the Mayor ,deputy Mayor and one council member looking to push their own agenda for selfish gain.
To us the crux of the matter once again is weather the “in-crowd ” will get what they want and the rest of the Village will be forced pay for it .
While Susan Knudsen and Michael Sedon offer a more sensible voice looking to pursue a more moderate course of development in keeping with the Village character and retaining all the great things that make this and out standing community.
The question for voters is what kind of Village do you want to live in , an over developed hospital town , filled with turf fields and massive multi family housing projects ringing the down town or a community more focused on quality of life and education ?
Past experiences with NJT and the historic Village train station renovation prove the the forces of development can be balanced with community needs and in that case both side came away winners .
The “we know better” ,all or nothing approach of advocates of urbanization have been discredited both hear in the Village and state wide with scandal after scandal , and failed projects such as Xanadu ,
The “we know better crowd ” has brought us nothing but parking meter thieves ,1/2 a million dollar golden toilets , Village Hall fiascos and too many more to mention .
Its time to recognize the “we know better crowd” does not know better and only acts on their own selfish interests and not in the interest of the Village as a whole.
Therefore the Ridgewood blog unequivocally endorses Susan Knudsen and Michael Sedon.

The Village Council and the Ridgewood Department of Parks and Recreation are excited to announce memberships are now on sale for the upcoming summer season and all are invited to join the Graydon Pool facility as season members for the 2014 summer season. Come enjoy fun in the sun so close to home! Opening day is Saturday, May 31st.
Pool features include a shaded playground, water play fountains, shade kites, Adirondack chairs, picnic area, sheltered pavilion, charcoal grills, and The Water’s Edge Café. Additional amenities include a lending library of reading books, volleyball, basketball, ping-pong tables, shuffleboard, four-squares and hop-scotch. Special programs include “Storytime Under a Tree” for the little ones and swim instruction for children and adults, as well as an adaptive swim class. All Ridgewood residents, church groups, local social service agencies, students, scouts, and those with or without green thumbs, are invited to join the leaders of Project Pride in a community effort to beautify our Village. Volunteers are to meet on Saturday, May 17th, at 9:30 a.m. near the Clock Tower (corner of Oak Street and Ridgewood Avenue).
Located throughout the Central Business District of Ridgewood are many large containers that are filled with blooming flowers and foliage which line East and West Ridgewood Avenue and the side streets of Oak, Walnut, Chestnut, Broad and Franklin Avenue. This beautification project is accomplished with the assistance of volunteers each year, and the enhancement of our local parks, business district and downtown brings about a true sense of community and pride. This community building effort also provides ownership, accountability and respect.
The Project Pride Committee is responsible for the summertime floral hanging baskets, the winter’s illuminated kissing balls, presentation of the HomeScape Awards, and maintenance of local pocket parks and seasonal garden plantings.

FREE DOG RABIES CLINIC AND DOG LICENSE INFORMATION
The Ridgewood Health Department would like to remind residents of the annual FREE dog rabies clinic on Wednesday, May 14, 2014 from 6pm until 7 pm at the Recycling Center on Glen Avenue. All dogs must be accompanied by an adult and leashed or contained in a carrying case.
2014 dog license renewals are due during the month of June. A $20 late fee will be charged for all renewals received after June 30, 2014.
The health department will be sending renewals via email. If you do not have an email address please call our office and request a renewal to be mailed to you. Renewal applications may also be obtained by visiting our website at www.ridgewoodnj.net or coming in person to the Ridgewood Health Department, 131 North Maple Ave. The office hours are Monday to Friday from 8:30 am until 4:30 pm. Please call 201 670-5500 ext. 503 with questions.
New Jersey law requires owners of all dogs seven months of age or older to be registered with the town they live in. In order for the license to be issued, the owner must present proof that a licensed veterinarian has vaccinated the dog
against rabies and that the duration of immunity from that vaccination does not expire before May 1, 2015. To receive the discount for a spayed or neutered pet, proof must also be provided.
In conjunction with the rabies clinic, the Responsible Pet Ownership Committee will also be facilitating free micro-chip implantations and registration to the first 75 dogs at the clinic. Please direct any questions regarding the micro-chipping to Jeffrey Ball at [email protected]

A number of factors are considered when Ridgewood constructs its annual street paving plan, and the impact of harsh winter conditions is typically represented in the final list of roads slated for repairs. This year, the village intends to resurface several main arteries that were battered by Mother Nature and snowplows just a few months ago.
There are more than 30 jobs listed on the 2014 proposed street paving list, but many residents have expressed disappointment, both publicly and privately, that other roadways in need of repair failed to make the cut. In addition, some homeowners have been irked by the selection process, saying their streets have not been properly treated in nearly 20 years.
Officials contend that the municipality does not have adequate funding and manpower to repave every street in need of repair at once. As a result, the village uses a multi-tiered method to determine which roads wind up on the repaving list.
A list of streets slated for paving is available on the Village of Ridgewood website (ridgewoodnj.net) and is current as of last Wednesday.
In response to the abundance of questions and emails that her office has received, Village Manager Roberta Sonenfeld explained how Ridgewood targets streets for its repaving program. The municipality’s first step, she said, is to seek funding from the state.
“We look at the Department of Transportation (DOT), because we get grants from them every year. Those grants are based on certain criteria and they’re based on certain roads,” she said.
For this spring, Ridgewood has received approximately $270,000 in DOT grants to repave South Van Dien Avenue and the Garber Square area.

It’s a family business.
Vincent Barbuto, a shoemaker, came from Italy and opened a shoe repair shop in Paterson, Parker Shoe Repair, 92 years ago. Today, his grandson, Vinnie, owns Quality Shoe Repair in Ridgewood.
“My grandfather owned that Paterson store and the family worked there,” says Vinnie. “My father, two uncles and an aunt. My aunt used to deliver shoes on her bicycle.”
His Uncle Tony, 72, opened stores in Montclair, Cliffside Park, then Paterson on Ellison Street about 30 years ago and is still there.
Vinnie’s father, Frank Barbuto, was 4 years old when he came here from Italy. While growing up, he worked and honed his skills with his father. Drafted into the Korean War, he lost a leg when he was 18 and spent 16 months at Walter Reed Hospital in Washington D.C. Soon after he came home, he opened his first shop in Ridgewood at the corner of Franklin and Maple avenues.
“It’s where Corday Cleaners used to be,” says Vinnie. It was two years later that he moved with his brother, Tony, to 18 Oak St., the shop’s location ever since. That was in 1954.
In 1957, he married his wife, Margaret. They had two children, Theresa and Vinnie. A homemaker, Margaret sometimes took Frank his dinner when he worked late.
Margaret took over the bookkeeping and, as the children grew, she worked when needed. She worked first with her husband, Frank, then with her son, dealing with customers at the counter, until she died at 86.
