Washington DC, The U.S. Senate has officially departed Washington for its annual August recess without passing President Donald Trump’s key election integrity legislation, the Safeguard American Voter Eligibility (SAVE) America Act.
Despite intense negotiations late into Friday evening, Republican Sens. Ron Johnson (WI), Mike Lee (UT), and Rick Scott (FL) withdrew a planned budget resolution for Reconciliation 3.0 after concluding it lacked the necessary votes.
Instead, Republicans secured a standalone vote on a federal photo ID requirement sponsored by Ohio Sen. Jon Husted. While the proposal gained bipartisan voter support nationwide, it stalled on the Senate floor after receiving 52 votes—short of the 60 required to overcome a Democratic filibuster.

The stalled election integrity provisions were originally slated as part of a $95 billion reconciliation package that also included funding for defense, regional security measures, and agricultural relief.
White House officials criticized the delay, arguing that opposing election integrity reforms runs counter to public consensus. However, conservative lawmakers emphasized that the legislative effort is far from over and pledged to resume negotiations when Congress reconvenes following the summer recess.
