Lodi NJ, Bergen County Prosecutor Mark Musella announced the arrests of KENNETH REGAN (DOB:12/15/1998) of 139 Eastwood Boulevard, Centerreach, NY and DOUGLAS COUDREY (DOB: 11/18/1997) of 510 Montauk Highway, Eastport, NY on charges of Murder, Attempted Murder, and weapons offenses. The arrests are the result of an investigation conducted by the New Jersey State Police under the direction of Superintendent Patrick J. Callahan and the Bergen County Prosecutor’s Office under the direction of Chief Robert Anzilotti.
On Saturday, January 18, 2020 at 12:16 a.m., the New Jersey State Police received a 9-1-1 call reporting shots fired on Interstate 80 West in the area of Lodi, NJ. Responding officers found a black 2019 Honda Civic in the middle lane. The driver, later identified as 27-year-old Luis Perez of the Bronx, NY, was shot in the neck and chest and pronounced dead at the scene. The front seat passenger, identified as 24-year-old Jose Mercado also of the Bronx, NY, was shot once in the chest and taken by ambulance to Hackensack University Medical Center where he remains in critical but stable condition. A third male in the rear passenger seat was uninjured.
A joint investigation by the New Jersey State Police and the Bergen County Prosecutor’s Office led detectives to the Eastport, NY residence of DOUGLAS COUDREY. On Wednesday, January 22, 2020 while conducting a surveillance of the residence, detectives observed KENNETH REGAN, DOUGLAS COUDREY, and a third male leave the residence, enter a car, and leave. Detectives attempted a motor vehicle stop but the vehicle fled the scene and crashed a short distance later into a fence. All three individuals were taken into custody without incident.
During a court ordered search of the vehicle and DOUGLAS COUDREY’s residence, a loaded, defaced .22 caliber rifle modified to be used as a submachine gun and a sawed-off shotgun were seized.
KENNETH REGAN and DOUGLAS COUDREY were both charged in Lodi, New Jersey with the following: one count of Murder in violation of N.J.S.A. 2C:11-3a(2), a 1st degree crime, two counts of Attempted Murder in violation of N.J.S.A. 2C:5-1a(1)/2C:113a(2), 1st degree crimes, and one count of Possession Of A Firearm For An Unlawful Purpose in violation of N.J.S.A. 2C:39-4a(1), a 2nd degree crime. In addition, KENNETH REGAN was charged in Suffolk County, NY with Criminal Possession Of A Loaded Firearm. DOUGLAS COUDREY was charged in Suffolk County, NY with Criminal Possession Of A Loaded Firearm, Possession of A Controlled Dangerous Substance, and Felony Escape.
KENNETH REGAN and DOUGLAS COUDREY are scheduled to appear today in Suffolk County Central Islip Court. KENNETH REGAN and DOUGLAS COUDREY will be extradited to Bergen County at a later date.
“The arrests announced today are the result of the outstanding investigative work of the New Jersey State Police, the Bergen County Prosecutor’s Office, and Suffolk County law enforcement agencies and represents the true partnerships we have established between law enforcement agencies,” said Attorney General Gurbir S. Grewal. “The swift resolution of this case reassures the community that there is no ongoing threat. I commend the dedication and skill of our law enforcement officers who work tirelessly to build safe communities and bring closure to the families of victims of violence.”
“I commend the impressive work of State Police detectives and those from our partnering agencies who used a combination of investigative techniques, pairing old-fashioned police work with technologically-advanced strategies, to swiftly bring Regan and Coudrey to justice,” said Colonel Patrick Callahan of the New Jersey State Police.
Prosecutor Musella states that the charges are merely accusations and that the defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt, and he would also like to commend the cooperation of the Suffolk County Police Department and the Suffolk County District Attorney’s Office who aided in the investigation of the homicide and apprehension of the defendants.
