WASHINGTON — The U.S. House on Tuesday passed legislation designed to make annual reports and other disclosures by publicly traded companies easier to read.
The Disclosure Modernization and Simplification Act of 2015, sponsored by U.S. Rep. Scott Garrett (R-5th Dist.) passed on voice vote.
It requires the Securities and Exchange Commission to eliminate requirements for disclosures not needed by investors, and asks the SEC to study how to reduce such paperwork in the future, using technology to improve the delivery and presentation of such disclosures. In addition, annual reports could include summary pages that refer to materials provided in earlier filings.
“You just want to have clarity,” said Garrett, chairman of the House Financial Services subcommittee on capital markets and government sponsored enterprises, said on the House floor. “That’s what our bill does. It just makes it a little bit simpler.

After 45 pedestrian deaths in two years, the Bergen County sheriff, prosecutor and dozens of other public officials gathered in Hackensack on Tuesday to put walkers as well as drivers on notice:
Starting this month, whether on foot or behind the wheel, obey pedestrian laws or expect a ticket.
“I’m asking all police departments to issue summonses even for jaywalking,” Sheriff Michael Saudino announced to a crowd at a news conference on the steps of the county Justice Complex.
The reason: “A week doesn’t go by that I don’t get a phone call about a citizen being struck and killed in our county,” added Prosecutor John Molinelli.
Death counts explain much of this rationale:
A total of 21 lives were lost while crossing county thoroughfares in 2013 (more than double the 2012 count of 9) and 24 more deaths were added in 2014 — the most in at least 16 years, according to state police records. The percentage increases accounted for a higher rate of carnage than the statewide pedestrian death toll, which reached 170 last year, the most since the 2002 count of 176.
“We have to do better,” Saudino said in an interview. “Drivers and pedestrians both need to be better educated, and our engineers have to look closely at some of our roadways to make them safer.”
For two weeks starting now, motorists will begin seeing “Focus here” billboards that picture a family at a crosswalk alongside a photo of a phone that accompanies this slogan — “Not here.”
The top three tolling agencies in the country are all in the New York-New Jersey region, and together account for nearly a third of all tolls collected nationwide, an industry group says.
The top three are: the New Jersey Turnpike Authority, which collected $1.42 billion in tolls on the turnpike and the Garden State Parkway in 2013; the Port Authority of New York and New Jersey, which took in $1.33 billion at its four bridges and two tunnels linking the two states; and the Metropolitan Transportation Authority, which collected $1.23 billion at its New York City bridges and tunnels.
The top ten list was compiled by the International Bridges, Tunnels and Turnpike Association, a group based in Washington, D.C. The $4 billion in tolls the three agencies took in was nearly a third of the $13 billion collected from motorists nationwide, the IBTTA found.
Last year the Village of Ridgewood implemented a pilot program to outsource a portion of our leaf removal service. After reviewing and evaluating input that was provided by you regarding the success of this change, we again will be using the services of a third party contractor in Area B. The combined effort of the Village staff and this contractor will enforce our continuing commitment to improve your Village services.
In accordance with last years’ schedule, residents in Area B will remain the same with the exception of the following streets which will now be considered “Area D” for leaf season only.
Leaves must be placed directly in the street no more than 7 days prior to your scheduled pick up date. Please have your leaves in the street on the first day scheduled for collection. If you employ the services of a landscaper communicate these dates to them. No brush will be collected during leaf season. You may continue to bring leaves as well as brush to the Recycling Center. The hours of operation are Monday through Saturday, 8:00 AM to 3:00 PM. Leaves can also be placed in paper biodegradable bags. Bags will be available at the Recycling Center on a first come, first serve basis. When using bags please place them on the curb area and they will be collected separately.
The most vocal comment heard from residents last year was on properties who did not comply with the schedule. Therefore enforcement will be vital to the Village’s success to improve this service. An enforcement agent will issue a summons to those that violate these guidelines.
As weather is a key component to this operation, if changes become necessary it will be posted on the Village of Ridgewood website. In addition you are encouraged to sign up for e-mail notifications via the Village website and to share this information with your neighbors. As a reminder, use caution when our leaf removal crews are on your block. When possible please take an alternate route to ensure the safety of all. Ridgewood Water has received a number of inquiries about chlorine in the water supply. Equipment that feeds chlorine as the water leaves the
Twinny Treatment Facility pumped a higher amount than usual resulting in concentrations as high as 5 parts per million where 4 parts per million
is the maximum allowed by regulation.
The Twinny Facility was shut down when the problem was found early this morning. Crews have been flushing the system in areas surrounding this site to reduce these concentrations to the normal level.
Although this impacts only a portion of Ridgewood residents, we are notifying all Ridgewood residents. It is anticipated that the system
will be back to normal by 5 pm today. Please flush your pipes by running your faucets and flushing your toilets. Further

Losing your lawn for the greater good was the theme at an event organized by the Bergen Passaic Native Plant Chapter and the Ridgewood Environmental Advisory Committee (REAC).
The event featured a speaker who specializes in landscaping that aligns nature with function and design.
Christina Chrobokowa, a noted landscape architect, gave a presentation regarding alternative ground covers, which require less maintenance and resources in addition to being more environmentally-friendly.
Additionally, ground covers often use less water, which made the presentation timely as the village is currently under Stage 4 water restrictions. Ironically, the event was held on Tuesday, which was the first rainy night in weeks.
In the United States, there is almost 50,000 square miles of lawn, said Chrobokowa, almost three times more than the space occupied by corn. Lawns are still considered a coveted aspect of homeownership, even by millennials, she said, reporting that 83 percent in that age group said having a yard is important.
With the desire for a lawn still high, the aim is to strike a balance between meeting the needs of homeowners and the natural environment. While lawns serve as a place for active and passive recreation, relaxation and a place for pets to play, what currently exists on many properties is often not necessary.
“It’s not an easy road to travel when it comes to changing perspectives and a mindset that has been ingrained in people for many generations,” said Chrobokowa, referring to the lawn as “America’s most wanted and useless crop.”

President Barack Obama will travel to Oregon this week to visit privately with families of the victims of last week’s shooting at a community college.
However the trip has angered locals in Roseburg who say Obama is ‘not welcome’ in the town because the visit will be nothing but a ‘grandstand for political purposes’.
Leading the chorus is David Jaques, the publisher of conservative newspaper the Roseburg Beacon.
‘I think that’s very inappropriate, and I think it’s disrespectful to the families,’ Jaques told Breitbart News.
A major scandal is erupting in the multibillion-dollar industry of fantasy sports, the online and unregulated business in which players assemble their fantasy teams with real athletes. On Monday, the two major fantasy companies were forced to release statements defending their businesses’ integrity after what amounted to allegations of insider trading, that employees were placing bets using information not generally available to the public.
The statements were released after an employee at DraftKings, one of the two major companies, admitted last week to inadvertently releasing data before the start of the third week of N.F.L. games. The employee, a midlevel content manager, won $350,000 at a rival site, FanDuel, that same week.
“It is absolutely akin to insider trading,” said Daniel Wallach, a sports and gambling lawyer at Becker & Poliakoff in Fort Lauderdale, Fla. “It gives that person a distinct edge in a contest.”
The episode has raised questions about who at daily fantasy companies has access to valuable data, such as which players a majority of the money is being bet on; how it is protected; and whether the industry can — or wants — to police itself.

When I explained that the The Board of Chosen Freeholders acts as the legislature for Bergen County and controls what county government can spend, things became a bit clearer…and certainly the commuters were happy to hear that my running mates and I have specific plans on how to reel in the ever burdensome property taxes hoisted on the backs of our hard working citizens.
…The Oradell train station also accommodates surrounding towns including the great town of New Milford. I was joined by New Milford Council Candidate Matt Seymour along with Oradell Council President Donna Alonso. Our tag teaming of commuters from the various towns was very productive indeed

A federal lawsuit filed against David Kushner, the prominent Cresskill businessman charged with stalking and harassing his son’s basketball coach, accuses him and others of racketeering and conspiring to defraud investors in a mortgage business.
An attorney representing Kushner and others named in the suit dismissed the allegations Monday as “utterly without merit.”
The suit, filed by a Suffolk County, N.Y., investor, claims that Kushner, several businesses of which he is part-owner, and two other owners engaged in “a widespread criminal enterprise” and a “pattern of racketeering activity” in a business that solicited investments to be lent as mortgages.
The investor, Arnold Rosenshein, says in the suit filed in U.S. District Court in Manhattan that he invested just over $4 million with the Kushner companies after he was assured that the deals would be “conservative” and short term, and that his money would be just a small part of the mortgage granted. Rosenshein also said he was told that in the event of a default, the properties would be foreclosed upon and sold at a profit.
But several of the mortgages soon went into default, and the properties remained unforeclosed upon for years, because company executives wanted to wait until the property gained in value, Rosenshein alleges. Meanwhile, Kushner and two other company principals, Jeffrey Meshel and Wayne Sturdman, both of New York, made millions from the loans by taking “origination” and “servicing” fees, the suit alleges.

Patreon, the website that allows people to maintain regular donations to a website, an artist, or project, announced late Wednesday that it had sustained a security breach.
The site said some registered names, e-mail addresses, and mailing addresses were accessed after someone managed to access a “debug version of our website” that at the time was accessible to the public.
Jack Conte, the co-founder and CEO, wrote in a statement:
We do not store full credit card numbers on our servers and no credit card numbers were compromised. Although accessed, all passwords, social security numbers and tax form information remain safely encrypted with a 2048-bit RSA key.
Conte specified that user passwords are hashed with bcrypt and salted as well, but he encouraged patrons to change their password anyway as a precaution.
