The Atlantic County Board of Chosen Freeholders voted Tuesday to urge the state to withdraw from the Regional Greenhouse Gas Initiative, or RGGI – a multistate “cap and trade” emissions-reduction program that opponents claim is a burden on businesses and rate-payers and supporters claim is a revenue-generating way of slowing climate change.
