New Jersey districts spent an average of $18,047 per pupil in 2011-12, up 4 percent from the year before, the state said Wednesday.

That figure comes from the third annual “Taxpayer’s Guide to Education Spending,” which uses a method devised by the Christie administration to give residents a full picture of the price tag for schools from pre-kindergarten through Grade 12. New Jersey spends more per student than the vast majority of states, and also racks up some of the best test scores.

This guide’s calculation includes costs that were excluded in the past when comparing districts, such as transportation, debt service, capital outlays for equipment, federal aid and employee benefits paid by the state.

Among regular Bergen districts, total per-pupil spending ranged from a high of $25,938 in the small, wealthy and high-achieving district of Alpine to $13,317 in the immigrant, blue-collar community of Fairview. The Bergen County Special Services district, which serves severely disabled children, spends $87,588.

Among Passaic County regular districts, the top spender was Passaic, one of the state’s poorest cities, at $20,374. The lowest spender of all countywide was the Classical Academy Charter of Clifton at $7,924. Charters have long expressed frustration that they don’t get facilities funding from the state.

Bergen County has some of the best municipal websites in New Jersey. It also has others that are closer to the bottom of the heap in terms of content and user-friendliness, according to a recent statewide study.

The survey by Monmouth University ranked four Bergen County towns in the top 20. Franklin Lakes finished second out of 540 towns, followed by Fort Lee (10), Englewood (12), Glen Rock (18) and Bergenfield (20).

At the other end of the spectrum were Rockleigh (523), Moonachie (525), Harrington Park (529) and Alpine (530). Most Passaic County towns were in the middle of the pack, with Ringwood topping out with a ranking of 74.

Ten Bergen County schools are among 57 that New Jersey has deemed to be “Reward Schools,” meaning they were among the highest performing in the state last year, or saw the greatest student gains in passing state tests.

Most of the schools winning the new designation — which the state Department of Education posted online last week with little fanfare — are in affluent communities or are selective magnet schools, such as the Bergen County Academies in Hackensack and Bergen County Technical High School in Teterboro.

The others in the high-performance category include Alpine Elementary School, Lyncrest Elementary School in Fair Lawn, Richard E. Byrd School and Central School in Glen Rock, Charles DeWolf Middle School in Old Tappan and Sicomac Elementary School in Wyckoff. The state said these schools had the highest rates of proficiency on state tests last spring — schoolwide and in various racial and ethnic groups.

Two Bergen schools, Hillside Elementary in Closter and Orchard Elementary in Ridgewood, were deemed to have shown especially high growth for three years.

Adam Kugler, low amateur at this month’s New Jersey Senior Open, heads the cast of North Jerseyans trying to qualify this week for the Ike MGA Stroke Play Championship.

Kugler, who plays out of Alpine Country Club in Demarest and last week qualified for the State Amateur, is among 10 locals teeing off at Tuesday’s Ike qualifier at Paramount in New City, N.Y.

He will be joined by Matt Finger of Darlington, Phil Fabrizio of Knickerbocker and Jeffrey Alecci of Hackensack.

Also competing are Luke Edelman and Justin Link of North Jersey, Alex Navarro of Apple Ridge, Peter Repetto of Ridgewood, Peter Elfers of Hackensack, and Jin Jeon of MGA eClub.

Earlier this month, we reported that three Bergen County towns topped Gov. Chris Christie’s list of municipalities who owed their public workers the most per taxpayer for unused sick time pay.

Alpine Borough, Hackensack and Ridgewood were among the top 10 towns in New Jersey that owed the most for unused sick time — as much as $1,169 per household, in the case of Alpine.

Three Bergen County towns are on Gov. Chris Christie’s short list of municipalities where unused sick time for public workers cost the most per household.

In figures released by the Governor’s office Monday, Alpine Borough ranked 3rd, Hackensack 4th and Ridgewood 9th on the list of towns that paid the most per capita in accumulated sick and vacation time owed to public employees.

According to the Governor’s office, residents of Alpine Borough owe the most per family in Bergen County, with a total of $850,523, or $1,169 per household. Hackensack taxpayers are on the hook for $18,875,368 in unused time, or $1,030 per household. The village of Ridgewood owes its public employees $7,203,566, or $861 per household.

There are simply too many redundant services performed by state, county and local governments. County government has become very expensive for Tax payers who see little or no return for there money. In a county like Bergen in a state like New Jersey were you already have enormous government services of questionable merit coming form both Trenton and many local governments eliminating much of the county government is one way to start to reverse the red tide that engulfs our state and start to restore some fiscal sanity. Todd Caliguire, age 49, is the president of ANW/Crestwood, Inc., a family owned enterprise, and global distributor of stationery.Originally from Alpine, he is a life-long New Jerseyan. Todd graduated with an engineering degree from Princeton University in 1977. Receiving both a law degree and a MBA from New York University in 1981, Todd began his legal career with the New York firm of Dewey Ballantine.In 1982, he was appointed assistant legal counsel to Governor Tom Kean, and later became Counselor to the Governor, where he served as a senior policy advisor. Todd returned to his private practice in 1987.In 1992, Mr. Caliguire was elected to the first of two three-year terms as a Freeholder in Bergen County. As a county official, he received public recognition for his work in reforming Bergen County’s antiquated contract system. In honoring his commitment to term limits, Todd declined to run for a third term.Todd’s spouse, Laurie Gayle Stephenson, is a professional actress who has appeared in several Broadway productions, including the starring role in “The Phantom of the Opera”. Todd and Laurie live in Ridgewood with their daughter, Sarah Kate.
