Complaints spur parking restrictions in Midland Park

MIDLAND PARK — The Borough Council will hold a public hearing tonight, Sept. 25, on an ordinance that would restrict parking on Maltbie Avenue and Busteed Drive.

The ordinance, which was introduced Sept. 11 in response to residents’ complaints about parking by parents dropping off and picking up their children from Ridge Elementary School in Ridgewood, would prohibit parking between 7:30 and 9:30 a.m. and 2:30 and 4:30 p.m.

The restrictions on Maltbie would apply to both sides of the road north of Franklin Avenue to Busteed Drive. Restricted parking on Busteed would be from the eastern and western curbs of Maltbie.

Maltbie begins at Godwin Avenue and continues north, crossing Franklin Avenue, which becomes West Ridgewood Avenue, before ending at Busteed. Ridge Elementary School is at 325 W. Ridgewood Ave.

“I am happy the council has taken action to resolve the issue and make it safer for residents and school children,” said Lorraine DeLuca of Franklin Avenue.

A resident for 30 years, DeLuca said she has seen an increase in traffic in the last five years.

“It has been unbearable to get in or out of my driveway,” said DeLuca. “I avoid West Ridgewood Avenue from 2:45 to 3:15 p.m. It is dangerous. “

Residents of Maltbie, many of whom live north of Franklin Avenue, attended the March 27 council meeting to share their experiences and frustrations with blocked driveways, illegal parking near stop signs and unsafe road conditions that had been occurring on a regular basis.

Resident Arthur “Skip” Marchetti brought the matter to the attention of Mayor Patrick “Bud” O’Hagan during a monthly “Coffee With the Mayor.”

“Maltbie Avenue is a danger zone,” Marchetti.

“I am concerned about our children and Ridgewood students,” Joan Skudera said. “Someone is going to get hurt.”

“There are no sidewalks and people have to walk in the road,” said James Canellas. “Children are running up and down the road.”

Resident Mark Schaefer said his biggest concern was parking too close to intersections.

“They are parking at the stop sign on all four corners,” Schaefer said. “This is a safety issue.”

Police Chief Michael Marra said signs would be installed to advise motorists of the parking restrictions and violators would be fined up to $100.

Ridgewood NJ, Ridgewood Village Manager Roberta Sonenfeld announced publicly on Wednesday, 09/17 that no official deal had yet been reached regarding the provision of 911 call answering and radio dispatch services to the Borough of Midland Park by Northwest Bergen Central Dispatch (NWBCD). NWBCD is jointly owed by the Borough of Glen Rock and the Village of Ridgewood.

It is rumored that neither Sonenfeld nor Lenora Benjamin, Glen Rock’s Borough Administrator, were kept completely “in the loop” regarding discussions with Midland Park.  Pricing, staffing levels, and the possibility of radio frequency congestion are rumored to be open issues.

Governing bodies of both Glen Rock and Ridgewood are now reviewing the proposal and will have their respective municipal attorneys draft a contract for review and signature by Midland Park officials once all open issues have been satisfactorily resolved.

MIDLAND PARK – The Borough Council introduced an ordinance to enter into an interlocal agreement with Northwest Bergen Central Dispatch to provide emergency dispatch services at its Sept. 11 meeting.

The agreement, set to begin Jan. 1, signals the end of a 15-year relationship with Wyckoff for those services.

“It is a simple and straightforward financial decision,” said Mayor Patrick “Bud” O’Hagan.

Borough Clerk Administrator Adeline Hanna said the contract between the Ridgewood-based dispatch service is being prepared by legal counsel.

“The contract details have not been finalized,” she said.

Information contained in the proposal dated June 27 and submitted by Central Dispatch Director Jack F. Tancos lists the annual fee for the dispatch service at $235,000.

The proposal calls for a five-year agreement with annual increases “not to exceed 5 percent in any give year, to offset increases in operating costs.”

Although the annual fee is less than the $260,000 proposal from Wyckoff, the change in service comes with additional costs.

Ridgewood NJ, An elderly Midland Park resident was transported to The Valley Hospital in Ridgewood after driving her vehicle directly into a parked Ford Escape on West Ridgewood Avenue in Ridgewood on Monday afternoon, 08/25.

The crash impact resulted in the Ford Escape mounting an adjacent sidewalk.  Ridgewood PD, EMS, and FD all responded to the scene.  The woman’s injuries appeared to be non-life threatening.

The crash occurred near the intersection of West Ridgewood and Maltbie Avenues.  The driver was heading eastbound on West Ridgewood Avenue at the time of the accident. Both vehicles were removed from the scene by a flatbed tow truck.

RIDGEWOOD — An historic softball season in The Ridgewood News All-Suburban area had it roots in the Big North Freedom Division.

Led by undefeated Bergen County and State Group 3 champion Indian Hills (34-0), four teams from the division combined to produce nine of the 18 players on this year’s first team. The Braves supplied four, Northern Highlands three, and Ridgewood and Paramus one each.

Bergen County runner-up Immaculate Heart (31-2) leads all schools with five representatives, and its Big North United Division rival Paramus Catholic placed one among the 13 seniors, three juniors, a sophomore and a freshman. Ramsey, Midland Park and Hawthorne garnered one spot apiece.

A whopping eight players repeat on the top squad, led by Steph Thomas of IHA, who completed the All-Suburban “cycle” with her fourth first-team bid. The three-time overall honorees are IHA’s Rachel Pollard (2012-14 first team) and Daniella Ibarra (2012 Sophomore of Year, 2013-14 first team) and Ridgewood’s Nicole Parks (2012 second team, 2013-14 first team).

So deep was the talent pool this spring that four others repeat on the second team: Ridgewood’s Kelly Skettini, Ramsey’s Jess Juhlin and Fair Lawn’s Sam Colca (2013-14) and Paramus’ Kelsey Settecasi (2012 and ’14).

Hallie Donofrio of Waldwick is the Sophomore of the Year, while Northern Highlands’ Chris Broking is the Coach of the Year…..

NICOLE PARKS, Ridgewood — This senior right-hander finally was able to put her full pitching arsenal on display and led the Maroons (20-7) to an eight-win improvement over last season. A first-team outfielder in 2013, she showed no signs of the ankle injury that kept her out of the circle and came back with an 18-6 record, 0.86 ERA and .155 opponent’s batting average. She struck out 249 in 150 innings and threw four no-hitters (including a perfect game against Bergenfield), upping her career mark to 24-9 with five no-hitters. Bound for the University of Albany, she hit .375 with three home runs, 22 RBI and had a .648 slugging percentage.

MIDLAND PARK — The New Jersey Department of Transportation will be working on improvements to three borough grade-level railroad crossings for three to four weeks starting July 7.

Mayor Patrick “Bud” O’Hagan announced the scope of the project at the May 22 Borough Council meeting and offered his advice to residents.

“If you can take a vacation during this time, I advise you to do so and get out of town,” O’Hagan said. “This is going to be a nightmare.”

The DOT Rail-Highway Grade Crossing rehabilitation project will require 24-hour, multiple-day road closures at the Newtown Road, Sicomac Avenue and Goffle Road/Lake Avenue railroad crossings on the following schedule:

• Newtown Road crossing south of the Wortendyke train station on the Wyckoff border beginning July 7. The complete road closure also will prohibit access to Cedar Hill Avenue at the Newtown Road intersection. Cedar Hill Avenue allows motorists to access Route 208 in Wyckoff.

• Sicomac Avenue crossing near the Kentshire apartment complex at 187 Paterson Ave. beginning July 14.

MIDLAND PARK – The Borough Council will be reaching out to Ridgewood officials to rectify unsafe parking conditions along Maltbie Avenue when parents pick up their children at nearby Ridge Elementary School.

Parking near any school is out of control in the village and just seems to get worse while on the rare occasion that a police officer is there he or she does nothing.

It is about driving and safety. Buying near a school does not mean that parents can ignore parking/standing rules, blocking driveways and oncoming traffic. They are clogging the road because they are the laziest and most selfish pack of parents in the area. The council had an opportunity to address this last year and they did nothing. We need Midland Park to step in and enforce the law.

Many could benefit from a brisk WALK to Ridge. Try setting an example for the kids.

I just noticed today for the first time that Somerville parents are now parking on Spring Avenue, east and west of South Pleasant, making that street a nightmare to drive on during afternoon dismissal time.

MIDLAND PARK – Maltbie Avenue residents whose driveways are being blocked by cars of parents picking up their children from nearby Ridge Elementary School in Ridgewood will be given the chance to decide what option the governing body will take to remedy the situation.

Mayor Patrick “Bud” O’Hagan told the Borough Council at its Feb. 20 meeting that he was made aware of the situation when Maltbie Avenue residents Arthur and Abbey Marchetti attended a recent Saturday morning “Coffee With the Mayor.”

“These residents told me how frustrated they are that they are not able to get in or out of their own driveways,” O’Hagan said. “It is a narrow street and cars double-park to pick up their children.”

Maltbie intersects Franklin Avenue where it becomes West Ridgewood Avenue, perpendicular to Ridge Elementary School at 325 W. Ridgewood Ave.

Council members said they had discussed the predicament and suggest two options: striping the road to designate parking areas or restricting parking to one side of the road.

“Let’s hear what is acceptable to the residents,” said Councilwoman Nancy Cronk Peet.

Borough Clerk and Administrator Adeline Hanna was instructed by the governing body to send certified letters to the residents with homes on Maltbie.

MIDLAND PARK — The conversion of a 100-year-old barn on Godwin Avenue into an energy-efficient, state-of-art headquarters for the Midland Park Volunteer Ambulance Corps courtesy of the Bolger Foundation has begun.

“We are excited that a building of that age can be renovated and made green,” said J.T. Bolger, a Bolger Foundation trustee and project manager and son of Ridgewood philanthropist David Bolger.

Dr. Alan Kooreman, a 32-year member of the corps who serves as its liaison to the project, said the new facility will provide a newer and larger space for the volunteer responders, who will move from their headquarters on residential Pierce Avenue.

“We respond to about 600 calls per year and this gift of a new facility means everything to us,” Kooreman said.

The Bolger Foundation purchased the barn and its 1.5 acres from Marlow Park LLC for $800,000. The foundation will spend an additional $1.5 million to renovate the building before donating it to the Ambulance Corps. The property was originally part of Marlow Park office and warehouse complex, so it was subdivided at the time of purchase and its address is listed as 471 Godwin Ave.

Municipal officials of Midland Park, Wyckoff and Glen Rock are being deposed in the class-action lawsuit the towns filed against the Village of Ridgewood on May 11, 2012, claiming it was using water utility fees to shore up its municipal budget.

The lawsuit states that rate payers of the water utility of each town has been “saddled with the burden of increased costs to pay for things such as health insurance for village employees, police expenses, fire expenses, municipal attorney’s fees and engineering costs, none of which relate to the operation of the water utility, but, rather, directly benefit only the Village of Ridgewood.”

The Ridgewood Public Schools district will not enter into a sending/receiving arrangement with the Midland Park Board of Education, officials said last week.

Midland Park school officials approached Ridgewood about the possibility of sending Midland Park High School students to be educated at Ridgewood High School (RHS) for a per-pupil fee. But the district has no room, Ridgewood Superintendent Dan Fishbein said.

“There is no interest in entering into a send/receive agreement. They have 340 [high school] students, and we do not have room,” he said. “We simply met with a neighbor who is in the extreme preliminary stages of exploring if this is a direction they want to contemplate heading.

“We did not even get into details,” Fishbein added when asked for more information about the number of students that might have been sent to RHS. “We simply don’t have the room.”

MIDLAND PARK – The Board of Education is in the early stages of exploring a sending-receiving arrangement with a neighboring school district, officials announced this week.

At the Feb 26 school board meeting, board president William Sullivan said he and Superintendent Dr. Marie C. Cirasella would be meeting informally on March 8 with the Ridgewood School District’s board president and superintendent to discuss the feasibility of a sending arrangement.

In such an arrangement, the sending district pays the receiving district a fee to educate its students.

“We’re just gathering information at this point to share with the board, so I don’t want anyone to view this as a consensus by the board on moving forward with anything,” Sullivan said. “If the board has any interest in this type of arrangement in the future, we will have some preliminary information available to us.”

Facing backlash and negative feedback from residents and others who patronize Ridgewood’s Central Business District, the village has suspended parking enforcement, particularly ticketing for expired meters, for today and Saturday.

During Hurricane Sandy and in the immediate days after the storm, the village permitted residents and shoppers to park in metered spots within downtown, including streets and lots, for free. Officials initially put enforcement back into effect Thursday morning.

Several village departments and officials advised residents about enforcement through local and social media, but those announcements were greeted with unfriendly responses. A reminder about parking enforcement posted Thursday on the Ridgewood Police Department’s Facebook page has already been removed.

“I just figured that there were no meters today,” Marcus DiNallo, a Midland Park resident, said Friday morning after parking his Toyota in the Chestnut Street lot. “I don’t know why [Ridgewood] would ticket people who probably are going through enough stress.”

MIDLAND PARK — The Midland Park High School and a disabled children’s school were ordered locked down Friday afternoon when a man wearing a red vest fired a rifle behind a church and then disappeared into the woods on Friday, officials said.

The lockdown was called off a little more than an hour later after Bergen County police K-9 units were unable to find the man and authorities determined there was no threat, said Acting Chief Michael Marra of the Midland Park police.

The driver of a school bus for the Children’s Therapy Center, for children with disabilities, located at the Church of the Nativity, heard a bang and then saw a man holding what appeared to be a rifle just off an access road at 2:40 p.m., Marra said. Two other bus drivers also heard a bang and saw a cloud of smoke.

Marra said the man may have been hunting but added that it’s not shotgun- or rifle-hunting season. Hunters are prohibited from carrying loaded firearms within 450 feet of any building, even if it is unoccupied, unless they have the permission of the owner, according to state law.
