Franklin Lakes Nj, the borough of Franklin Lakes Planning Board approved an amendment declaring that an ordinance proposing the rezoning of the Cigna property is consistent with its master plan.
The approval is expected to weigh heavily at the Oct. 3 public hearing on the ordinance before the mayor and council. The amendment was introduced on Sept. 5 and will allow for the rezoning of the 89-acre former Cigna/IBM/Express Scripts site to create a new MU-1 mixed-use district with multiple housing, including “affordable housing”, retail and possible federal uses.
The ordinance is worded in a way that either plan submitted by developer S. Hekemian Group for the site will be in compliance and subject to review by the boroughs Planning Board. It will not require the more stringent review of its Zoning Board of Adjustment.

“Master Plan” is code for someone is gonna get the shaft…more ratables!
They used the oldest trick in the book threatening industrial and warehouse uses. Big trucks and activity throughout the day and night. Now a kinder and gentler mixed-use with affordable (and unaffordable) housing and governmental use (read lighted turf fields). Well done Hekemian (eastern Bergen County resident).
