New Apartment Complex Proposed Near Garden State Parkway as Paramus Sees Surge in Highway District Development

Paramus NJ , a new apartment complex is on the horizon for Paramus, adding to the growing wave of development proposals targeting the borough’s highway district. Property Observer LLC has submitted an application to the Paramus Board of Adjustment for a three-story complex featuring 23 residential units. The proposal includes 14 one-bedroom apartments, eight two-bedroom units, and one three-bedroom unit. The board is set to review the application on September 12.

If approved, this development will be located at 66 S. Paramus Road and 29 Arcadian Way, in a mixed residential and commercial area near the Garden State Parkway and Route 4. The developer is seeking variances to deviate from existing borough zoning regulations, including those governing front yard setbacks, maximum building height, impervious coverage, driveway curb cut width, and buffer and planted areas surrounding the property. The proposed building would stand at 35½ feet, exceeding the borough’s zoning code limit of 20 feet.

This proposal is part of a broader trend in Paramus, where new housing projects are increasingly concentrated around major highways. Notably, construction is expected to begin next year on the first phase of a major redevelopment at Westfield Garden State Plaza. This project will transform part of the mall’s western parking lot into a mixed-use residential complex, complete with a public park, seasonal hockey rink, and upscale hotel. If fully approved, the development could add 1,400 housing units to the area.

Nearby, a mixed-use apartment complex with 456 units is planned for the Bergen Town Center mall on Route 4. This development will feature two buildings with ground-floor retail spaces and residential units, complete with private courtyards, pools, fitness areas, and game rooms. Additionally, R&O Paramus is moving forward with plans to build approximately 360 apartments next to Paramus Park shopping center, west of the Garden State Parkway.

The surge in housing development in Paramus, particularly along its highway corridors, can be traced back to zoning changes made in the borough’s master plan in 2016 and an affordable housing agreement reached with the nonprofit Fair Share Housing Center in 2021. While these projects address housing demand, they have also prompted concerns about overdevelopment.

Mayor Chris DiPiazza has indicated that the Borough Council may explore placing limits on further multifamily housing developments, particularly as they update the town’s master plan. However, any new regulations will need to balance these concerns with the borough’s commitments under the affordable housing agreement.

As Paramus continues to evolve, these developments underscore the ongoing transformation of the borough’s landscape, with its highway district playing a central role in shaping the future of local housing.
