Mayor John van Keuren has directed Glen Rock police to begin issuing warnings and subsequent summonses to property owners who do not observe the current Stage 2 watering restrictions imposed last month by Ridgewood Water.

The village-owned utility supplies Ridgewood, Midland Park and Wyckoff in addition to Glen Rock. .

In effect since Aug. 6, the restriction prohibits the use of above and below-ground water sprinkler systems at all properties on Mondays, Thursdays and Fridays. Property owners with odd-numbered addresses are permitted to use the systems on Tuesdays and Saturdays only, while those with even-numbered addresses can irrigate lawns on Wednesdays and Sundays.

There is no restriction against the use of hand-held hoses at any time.

GLEN ROCK — Before a closed-door council meeting last week, in which an investigation into “the general culture within the police department” was being discussed, the borough served its top two police officers with written notices that matters related to their jobs would be discussed, officials said.

Glen Rock Mayor John van Keuren and the borough’s attorney, Robert Garibaldi, both confirmed Wednesday that before the Aug. 17 meeting what are known as Rice notices were supplied to Chief of Police Frederick Stahman and his second-in-command, Capt. Jonathan Miller.

The notices, Garibaldi said, were issued “as a matter of practice,” provided “sensitive” discussions were scheduled for the private meeting and the names of both veteran officers “were going to be mentioned.”

A Glen Rock police detective charged with sending sexually explicit text messages to two teenage girls he was supervising as the borough’s juvenile officer, and exchanging nude photos with one of them, on Monday moved a step closer to being released on bail with an electronic ankle bracelet.

During a hearing in Hackensack, Superior Court Judge Susan Steele heard testimony from Jacqueline Gill, a mental health technician who conducts suicide risk assessments on inmates coming into the Bergen County Jail. The judge also heard from Sheriff’s Department Sgt. Daniel Marro, who discussed the county’s enhanced bail program with electronic monitoring.

Gill testified that Sgt. Eric Reamy was placed on suicide watch by a nurse when he entered the jail last week, based solely on “standard protocol,” due to the sexual nature of the charges and his high bail, which was set at $250,000.

RIDGEWOOD, N.J. (CBSNewYork) – A black bear reportedly roaming around Ridgewood, New Jersey, was tranquilized by authorities Saturday.

According to posts on the Ridgewood Police Department’s social media accounts, the 175-pound bear was roaming the community earlier but was removed by the New Jersey Department of Fish and Wildlife.

Ridgewood police tell WCBS 880 a call came in at about 8:10 a.m. about a bear in the area heading into town.

GLEN ROCK — The Borough Council agreed to reinstate police officers Christopher McInerney and Bryan Scott Wednesday evening, moving to return both officers to the force nearly three months after they were suspended.

The decision was made at the Glen Rock council’s meeting Wednesday night, which was attended by some 40 police supporters, including several of Scott and McInerney’s fellow borough officers.

Applause filled the room after the council approved a pair of resolutions, read aloud by Mayor John van Kuren, restoring Scott to his position as a borough police officer and McInerney to his rank as sergeant.

A wave of relief washed over Scott’s face, and he kissed his wife, Ellen. His mother, Pat, smiled at her son.

GLEN ROCK — The wig-wearing woman who authorities say robbed the Glen Rock Savings Bank last month and took the proceeds to a casino has a checkered criminal past that includes jail stints in both Florida and New York, where she was convicted for robbery, burglary and theft.

Michelle Cantatore, 51, of White Plains, N.Y., was detained Thursday in Atlantic City by agents from the Federal Bureau of Investigation on a single bank robbery charge.

But before walking into the Glen Rock bank three weeks ago brandishing a paintball gun, arrest records indicate Cantatore spent more than three years behind bars in a Florida prison following a 1982 conviction on three counts of grand theft and one count of burglary.

Cantatore, who was born in New Mexico, also served more than a year in a New York prison when she was convicted in 1996 of third-degree robbery in Westchester, records show.

According to the FBI’s complaint against her, Cantatore fled Glen Rock with $112,900 in cash and was inside Atlantic City’s bustling Borgata casino just seven hours later.

Investigators used cell phone and vehicle registration records to track Cantatore to the Borgata, the FBI’s complaint states. Surveillance footage recovered by agents showed Cantatore allegedly “handing two large stacks of cash to the Borgata Casino cashier,” according to a news release.

The mysterious woman who is suspected of hiding her identity under a bright red wig to hold up the Glen Rock Savings Bank last month was arrested in Atlantic City by the FBI on Thursday, authorities told The Record.

No details of the arrest were provided, and the name of the woman was not revealed, but law enforcement sources confirmed that her crime wave – which also allegedly took her to the scene of a holdup at the Greenwich Bank & Trust Co. in Greenwich, Conn., on Jan. 30 – was at an end.

“Yeah, they got her,” said one law enforcement source who asked not to be identified because the chief investigative agency in the case was the FBI and not local police departments. “It’s a good pinch,” the source said.

The woman got away with more than $100,000 in the Glen Rock holdup after brandishing a large, long-barreled handgun that authorities later said was a paintball gun.

In the earlier stick-up in Greenwich, authorities said security video showed that the woman did not wear a wig at that time, but appeared have dark hair cut in a short style, and appeared to use the same gun. The amount that she took in Greenwich has never been revealed, but was believed to be far less than the haul in Glen Rock, a source said.

Glen Rock police had described the robber as about 5-foot-7, of medium build and wearing a black coat and white boots. As she ran out of the bank, the woman dropped the weapon nearby.

In Greenwich, police said the robber had the same build and had worn a dark coat and light-colored boots.

GLEN ROCK — Several lawsuits and disciplinary actions against police officers have placed the department under a microscope, with some residents calling for a change in leadership.

Since October, Glen Rock and its Police Department have been named in three suits alleging retaliation, intimidation and harassment. Those cases — involving one officer fired last year and two others who were suspended — have continued to play out in public.

Resident Rebecca Coll asked whether changes in the department’s leadership were being considered “in light of these credible claims by respected members of our community,” and if investigations into the suits’ allegations would be conducted.

Borough officials said they would await the outcome of the pending litigation before considering whether to initiate an inquiry.

The council has a “high level of confidence” in the entire Police Department, Borough Attorney Robert Garibaldi said after a meeting last week. He also said the borough will mount “aggressive defenses” against all three civil suits, adding that he believes “the Police Department will be vindicated” in court.

GLEN ROCK — Police are optimistic the wig-wearing, epicene robber who is at large for the hold-up of the Glen Rock Savings Bank won’t be free for long.

Detective James Calaski said Friday the department’s investigation into last Wednesday’s bank robbery continues, and that he’s hopeful there will be a break in the case early next week.

The robber, who wore oversized black sunglasses, white boots, black gloves and a dark coat, made off with more than $100,000 in cash, police said.

The rose-colored wig and the robber’s gun were shed as the suspect fled, authorities said.

Police later said the weapon wielded during the stick-up was a paintball gun.

Late last week, Calaski said detectives were exploring a possible connection between the borough’s robber and a female suspect who pulled off a bank robbery last month in Connecticut.

Calaski said this week that he still isn’t confident about the Glen Rock suspect’s gender, which has been a source for much online speculation over the last week.

GLEN ROCK — A police officer suspended for allegedly deleting photos from the department’s computer server is shown baring his buttocks in both pictures, according to internal affairs documents contained in a lawsuit against the borough.

This latest suit, filed Friday by Officer Christopher McInerney in state Superior Court in Hackensack, features several exhibits, including copies of disciplinary notices that he was served with four months ago by police officials. Those documents provide more detail into the formal charges facing the officer.

The disciplinary notice characterizes the pictures as “explicit” and alleges that the behavior contributed to the harassment of a gay officer who was fired last year.

A Glen Rock cop since 1998, McInerney was demoted from the rank of sergeant on Dec. 6. He was suspended more than 20 days later, along with Officer Bryan Scott, a nine-year member of the Police Department.

According to the suit, the pictures were shot in the Police Department’s locker room before a 2005 retirement bash of a colleague.

GLEN ROCK — Borough detectives are looking into a possible connection between Wednesday’s stick-up at the Glen Rock Savings Bank by an androgynous robber and a similar hold-up reported last month in Connecticut.

Glen Rock Detective James Calaski acknowledged on Friday that investigators “are aware of the similarities between Wednesday’s robbery and a job in Connecticut,” and that they were “looking into those similarities.”

The wig-sporting suspect from the Glen Rock heist, who made off with $100,000 in cash, wore women’s sunglasses, a black coat, white boots, and black gloves while brandishing a paintball gun, authorities said.

The robber tossed the gun and rose-colored wig as he or she fled, police said.

On Jan. 30, police claim a woman with short dark hair in a black coat with white boots and wearing sunglasses robbed the Greenwich Bank and Trust Co. in Greenwich, Conn., wielding a large handgun.

An article in the Greenwich Times quotes a police spokesman in that city who said detectives there were also actively looking into Glen Rock’s caper and a possible link.

GLEN ROCK — As detectives continue to pursue the wigged robber behind Wednesday’s mid-morning holdup of the Glen Rock Savings Bank, one question remains: Are police on a manhunt or a ladyhunt?

Questions concerning the gender of the stick-up suspect — who wore women’s sunglasses, a rose-colored wig, and carried a handbag to the heist — continue to go unanswered as speculation grows that the robber is in fact a sir.

Early information from officers suggested the robber was female, but police later clarified the sex of the suspect wasn’t entirely clear.

As the robber fled the bank Wednesday with more than $100,0000 in cash, he or she shed the wig and ditched the gun that was used in the crime’s commission.

Police Chief Fred Stahman commented Wednesday that the robber’s gun may have been designed to fire paintballs.

Soon after photos were released of the suspect, Facebook users commented that the robber couldn’t be a woman with that rugged jawline and seemingly receding hairline.

GLEN ROCK — Two suspended policemen have had their salaries and medical benefits restored while they face disciplinary action for allegedly deleting photo files from a police department computer.

Officer Christopher McInerney confirmed Friday morning that the Glen Rock council informed his lawyers on Thursday that he was returned to the borough’s payroll with his benefits back in effect. Officer Bryan Scott also started receiving pay again from Thursday on, and he and his family’s benefits are active once more.

Both officers received checks from the borough on Thursday. The suspensions remain in effect, McInerney said, but with pay.

A statement issued by the borough Friday said the council agreed to restore the officers’ benefits and salaries “based upon the prior habit, custom and practice of the borough.”

The move, the statement added, in no way “questions or challenges the decision by Chief [Fred] Stahman to file disciplinary charges against the two officers.”

Glen Rock retroactively paid McInerney and Scott from the date of their suspensions in late December, McInerney said.

GLEN ROCK — The Borough Council voted Wednesday night to hire two police officers to fill vacancies, but continued this week to resist residents’ calls to reinstate two policemen suspended for deleting two photos from a department computer.

Only a handful of the more than 40 residents in attendance for Wednesday night’s meeting addressed the council, but all chided them for keeping longtime officers Christopher McInerney and Bryan Scott off of the borough’s payroll.

“I am asking you to get [the two officers] back as part of our community,” said resident Michael Donahue, eliciting applause from the audience; he called the suspensions “de facto” punishments.

“Let’s get these gentlemen back on  the  payroll until it is adjudicated,” Donahue insisted.

McInerney and Scott also had their health benefits cut in late December when they were suspended.

“You should be ashamed of yourselves; I am ashamed of you,” Dan McInerney, the brother of one of the officers, told the council.

GLEN ROCK — Two borough police officers — suspended without pay pending a departmental hearing — are accused of deleting two photos from the police department’s server, their attorneys said in a statement on Wednesday.

The photos were shot during a retirement party at police headquarters in 2005, said attorneys John McAusland and Merick Limsky, who called the charges levied against their clients “specious.” The statement does not describe what the photographs depicted in any detail.

“Many members of the Glen Rock Police Department, including many of the present leadership of the department, witnessed what was depicted in these photographs when that event actually occurred,” the statement reads. “No charges were brought in 2005 and no charges should have been brought now.”

Officers Christopher McInerney and Bryan Scott were both suspended by Police Chief Fred Stahman late last month without pay or benefits. The statement does not include information on the specific charges filed against McInerney and Scott by the borough, which also has not made the charges public.

Hundreds of residents and area police officers turned out for Glen Rock council’s meeting Jan. 14 to support both men, and insist they be reinstated. Since that meeting, a crowd-funding campaign for the officers has raised more than $8,000 in donations.

The chief, mayor and council did not reveal at the time what led to the suspensions.
