BOE invites all to review memorandum

To The Editor,

The Board of Education is committed to communicating accurate information related to contract negotiations with the Ridgewood Education Association (REA). Laura Grasso’s letter to the editor last Friday was significantly misleading. Here are the facts.

* The Board has modified its contract proposals several times in the last year and on Jan. 20 and again on Feb. 29 we offered higher salaries, withdrew proposals related to additional time, and modified our healthcare proposal.

* The REA’s latest proposal would reduce their healthcare contributions by over $2.1 million over a new 3-year contract. Accepting such a proposal would require the Board to make significant cuts in other areas of the budget.

* Teachers currently contribute 25.7 percent of the cost of their healthcare premiums and the district pays 74.3 percent. The Board has offered to adjust the individual percentage contribution rates as long as the net contributions continue to equal 25.7 percent of the healthcare premiums.

* In 2012 the Board reduced healthcare costs by changing to the state health insurance plans. The Board shared these savings with the REA by increasing their salary 2.75 percent each year for the last three years.

* The change in the health insurance plan recently proposed by the Board for the new contract compares favorably with plans offered in the private sector with copays of $15 for primary and specialist doctor visits.

* The REA contends that the Board has $3.5 million to fund the contract settlement. This is untrue. The $3.5 million is a number calculated by the REA and the NJEA for their fact-finding submission. We believe that it fails to account for both the revenue and the expense sides in specific budget areas.

* Our teachers are among the highest paid in Bergen County. The Board recognizes the importance of competitive salaries to attract and retain talented and highly qualified teachers.

* NJ law, Chapter 44, limits the Board to annual property tax increases of no more than 2 percent. While the law allows for limited waivers to provide small tax increases above 2 percent, the Board is reluctant to further burden Ridgewood taxpayers.

* The fact that four of the Board members do not have children in our schools does not lessen our commitment to our students and staff. Our children graduated from Ridgewood High School. We are acutely aware of the quality of our schools and grateful for the education they received.

To continue our “tradition of excellence” our district must be financially sound. We cannot commit to salaries and benefit costs that exceed what the district can afford. To clearly understand the Board’s position, the public is invited to review our fact-finding memorandum posted to the district’s website at ridgewood.k12.nj.us.

The Board will continue to conduct our negotiations with genuine respect for our staff. We want to settle the contract with the REA and move forward in a positive manner.

BOE MEETING REGULATIONS

At all regular meetings, two opportunities are provided for citizens to make comments. The public comment periods will be scheduled after presentations and approximately 9:00 p.m. or just prior to the end of the meeting, whichever occurs first.
The first opportunity may be limited by the presiding officer to conclude at about 8:00 p.m. in order for the Board to continue with its scheduled agenda. The second opportunity will occur at about 9:00 p.m. at the discretion of the presiding officer taking into consideration a break point in the agenda.
At every opportunity for public comment, citizens are invited to comment on subjects on the agenda or general topics. At the discretion of the presiding officer, public comments may be permitted at other times. Persons wishing to speak must, upon being recognized, rise, sign in, and state their names and addresses.
Each speaker shall be limited to four minutes. The Board Recorder will note the time. A speaker who has not finished in the allotted time will be directed by the presiding officer to summarize quickly and relinquish the floor within 30 seconds. Comments shall be limited to issues.
If personal remarks or discourteous statements are made, the presiding officer shall require the speaker to stop. No person will be recognized for a second time until all others asking to speak have been heard.

Ridgewood Board of Education Committee explores full-day kindergarten

RIDGEWOOD – An exploratory committee gave a presentation examining the feasibility of full-day kindergarten at the Feb. 22 Board of Education (BOE) meeting.

While a previous report by demographer Ross Haber indicated that the district offering full-day kindergarten was feasible, BOE trustees have said in the past that the district simply does not have the funds to make this option available.

As a result, the committee looked into other options for implementing the change, like offering tuition-based kindergarten or raising taxes to generate funding.

According to Cheryl Best, assistant superintendent for curriculum, instruction and assessment, a number of residents filled out a survey asking their preferences regarding full-day kindergarten.

As shown in the presentation, an overwhelming majority (73 percent) were in favor of implementing full-day kindergarten. Additionally, 71.3 percent of those surveyed said that they used a supplemental enrichment program to complement their children’s current half-day kindergarten. Furthermore, 57 percent would support a tax increase.

Information about SAT test center closings for the January SAT administration date will be posted to this page as it becomes available. If a makeup date or alternate test center information has been confirmed, that information will also be included.

SAT Test Center Supervisors are instructed to notify local media outlets when their centers are unable to open due to inclement weather, natural disaster, power failure, or other problems. Please check your local media for test center closings in your area.

If your center is listed as closed:

  • A new center may appear in the listing. In this case, access your online account and print a new, updated ticket with the new center information noted on it. You must bring your updated ticket with you on test day to the reassigned center.
  • If no new center appears, please be patient while we work to arrange a makeup date — you will be contacted as soon as a makeup is scheduled.  Remember: don’t try to test elsewhere on test day — supervisors cannot admit standbys or walk-ins.

Please note: If you had a Waitlist Ticket for a closed center, your original Waitlist request was canceled, and you are not eligible for makeup testing. Please register for the next available date as soon as possible.

Ridgewood NJ , Ridgewood Police and the Ridgewood Board of Ed  took proactive measures Tuesday after Police in nine North Jersey towns received bomb threats on Monday evening and on Tuesday morning, disrupting the school day for thousands of local students . Schools in Bergenfield, Clifton, Englewood, Fair Lawn, Garfield, Hackensack, Leonia, Teaneck, and Tenafly received the threats. Some school systems instituted lockdowns while others evacuated. While threats turned out to be a false alarm Ridgewood  Police and BOE rightfully took no chances .

We have received several inquiries today concerning threats to area schools today. Approximately 9 schools throughout Bergen and Passaic Counties received threats and have taken appropriate measures to address their specific needs. Although our schools have not received any threats, the Ridgewood Board of Education and the Ridgewood Police upon hearing of the regional issues, took proactive measures, conducting school security checks of all schools. This proactive approach is part of our ongoing efforts with Dr. Fishbein and the Board of Education towards enhancing the safety of our schools and community.

Ridgewood Board of Education Continuing contract negotiations with the Ridgewood Education Association Update

September 11, 2015 Dear Parent or Guardian:

In July, the Ridgewood Board of Education (RBOE) announced that contract negotiations with the Ridgewood Education Association (REA), which began in February 2015, were moving from official mediation through the NJ Public Employment Relations Commission (PERC) to the fact-finding stage, also through PERC.
Our first fact-finding session will be held on September 16, 2015. During this time, the teachers and secretaries continue to receive their full salaries and benefits and work under the terms, conditions and protections of the expired contract that began on July 1, 2012, and ended on June 30, 2015. It is important to remember that our teachers and secretaries are working within the contractually specified hours listed below and that drop-off and pick-up times at our schools must be followed:
 Elementary schools: 8 a.m.-3:35 p.m. PLEASE DO NOT DROP YOUR CHILD OFF PRIOR TO 8:35 A.M. AND PICK UP AT 3 P.M.
 Middle schools: 7:45 a.m.-3:20 p.m. PLEASE DO NOT DROP YOUR CHILD OFF PRIOR TO 7:45 A.M. AND PICK UP AT 2:55 P.M.
 Ridgewood High School: 7:40 a.m.-3:15 p.m. DROP OFF AND PICK UP WILL BE THE SAME
In addition, please understand that during this stage in the negotiations, teachers may decline to do some activities that fall outside of the contract. For example, they may decline to chaperone overnight/after school field trips, decline to participate or volunteer in activities that they had in the past, or may adhere to the 7.5 hour daily contract hours by arriving and leaving on time each school day. If any such actions occur that result in changes or cancellation of certain activities, school principals and other administrators will explain the reason why.
Many parents have offered to volunteer and take over these responsibilities. Some activities can be sponsored or supervised by parents, while others can’t for various insurance and personal liability reasons. Please see your principal for guidance. While changes to activities may be an unfortunate reality during this period, it is important to stress that the RBOE and REA are working towards an agreement that satisfies both parties. Throughout the State of New Jersey, negotiations are taking place between teacher associations and Boards of Education.
The vast majority of contract negotiations, almost 80 percent, are not completed prior to the expiration of the preceding contract. Finally, if the fact-finder is unsuccessful in mediating an agreement, both parties will present their “case,” and a written report will be prepared that will be made public 10 days after they receive his non-binding findings. Thank you in advance for your understanding as the RBOE and REA work through this process and complete the negotiations in the shortest time possible.

The Ridgewood blog was founded in March of 2006 by James J Foytlin aka PJ Blogger . Mr. Foytlin was born and raised in Ridgewood ,New Jersey and is a graduate of Ridgewood High School .

Ridgewood NJ, – Oct. 26, 2009 – RIDGEWOOD, N.J. — The Ridgewood blog ( https://theridgewoodblog.blogspot.com/ ) was founded in March of 2006 by James J Foytlin aka PJ Blogger .[1] Mr. Foytlin was born and raised in Ridgewood ,New Jersey and is a graduate of Ridgewood High School .[2] [3]

After many years living in New York City[4] Mr Foytlin returned to Ridgewood after a divorce and the tragic events of 9/11 . Once he settled in he noticed a lack of sufficient news coverage of local events . One day a friend from Brazil[5] showed him her home town on the internet and to Mr. Foytlin’s great surprise when he tried to reciprocate he was utterly dismayed at the absolute lake coverage of his home town. After all Ridgewood is only 18 miles from midtown Manhattan[6] the media capitol of world and there was not a single picture of Ridgewood to be found . How could this be? Ridgewood is a picturesque upper middle class village of around 25,000 located in Bergen county in northern New Jersey[7] . Founded by Dutch settlers before it became an English colony[8] . The town or village as its called is steeped in  rich history and tradition .Known for a large amount of Victorian era housing , a quality school system and a family friendly atmosphere.

Though busy getting reacquainted with his home town the fact that the Village of Ridgewood  was so under represented on the internet  continued to disturb Mr. Foytlin. Mr. Foytlin had been writing news letters for his job in financial services since the mid 1990’s . The popular flip, off beat investment strategy news letters had become email blasts with the advent of readily accessible internet.[9] By 2004 the email blasts were converted into blog format for the One Small Voice blog (https://onesmallvoice.blogspot.com/ ). [10]

Around that time the Village of Ridgewood had finally completed it’s much anticipated and long delayed renovation of the Village hall which has been flooded out due to Hurricane Floyd.[11] The renovation was marred by huge cost over runs and lengthy delays. In 2005 it opened with great fan fare , was once again flooded with the very first rain . Mr. Foytlin was more shocked by the abject lack of responsibility taken by elected officials than the fact that the $9 million dollar renovation had to some extent been a failure . That was the breaking point and Mr. Foytlin had had enough so he decided to give , citizen journalism a go and created the Ridgewood blog in March of 2006. [12]

The birth of PJ Blogger .By this time Blogging its seems had become quite the rage and mainstream news anchors such as Dan Rather had questioned the validity of information from non professionals sitting around in their Pajama’s blogging.[13] Mr. Foytlin not a fan of Dan Rather or any of the mainstream media decided to blog under the name PJ Blogger as a play on words and to plant himself firmly in the camp of the new digital media.

Innovations by the Ridgewood blog to citizen journalism.

“The Fly” is a column on the Ridgewood blog the originates from the expression ,”I’d like to be a fly on the wall “ . The idea is that every citizen has both a unique perspective and experience and these two factors can be used to gather news and opinions about local issues. Originally only of handful of people in town participated but with time the Ridgewood blog can now count on 20–40 semi regular contributors. These post are both anonymous and signed and are largely opinion as well a breaking news.[14]

The Ridgewood blog brings a free market lassie fare point of view to local issues . Mr. Foytlin aka PJ Blogger has stated that for local issues there are only two kinds of people ;the ones who say spend what every you want because I will not be around to pay the bill and the second group which are more focused on the ,”be careful this is my money your spending” . The Ridgewood blog is dedicated to the interplay of there two groups.[15]

Ridgewood NJ, Since the Ridgewood blog had come up more than once in the last few civility meetings Mayor Aronsohn and Jan Philips  reached out to us for an invite so we updated our Last Will and Testaments and graciously accepted .The meetings of the Civility Round Table  are held on  Tuesday’s, once a month at 7:30 PM in the Ridgewood Village Hall Senior’s Lounge. Residents are encouraged to attend .

The meeting started promptly at 7:30 and was to my mind well attended given the time of the year . Jan Phelps hosted the meeting , with Mayor Aronsohn and Councilwomen Hauck . Everyone introduced themselves representing various groups and organizations in the Village , from the BOE , the Planing Board , the Ridgewood Library ,several local clergy , the HSA’s , RBSA and may other fine organizations that serve Ridgewood as well as a few residents . The purpose as stated by the Mayor is to create a more civil discourse in the Village .

Civility is about more than just politeness, although politeness is a necessary first step. It is about disagreeing without disrespect, seeking common ground as a starting point for dialogue about differences, listening past one’s preconceptions, and teaching others to do the same. Civility is the hard work of staying present even with those with whom we have deep-rooted and fierce disagreements. It is political in the sense that it is a necessary prerequisite for civic action. The group seemed to agree that Ridgewood is a town where people like to excel , and that drive and those expectations create a very passionate , as you can see from blog comments and opinionated populace . People care about their community and thats a good thing , but many felt that sometimes we all go a bit to far .

We looked at the causes of incivility , the when and why .Sheila Brogan long time BOE member , felt that todays parents had a lot of additional pressure and  worried that in todays world their kids would have a hard time doing as well as they have done . She went on to speak about the changing times and how one could expect to have several careers over a life time  ,all this she  though made being a parent a lot harder than it was in the past  and a lot more pressure .

We managed to go till 8:08 be for someone mentioned the elephant in the room, “I want to talk about the blog”…….

I learned a lot , mostly that I am glad  I can sit in my PJ’s drinking coffee writing a blog getting yelled at by anonymous commenters ,and don’t have a tuff job like the RBSA people who are pulled in many directions ,by so many demands all at once .

There were interestingly a surprising large amount of blog enthusiasts there some open and some secret admirers .

While I could see there were some sore spots , like turf fields , PSEG ,sports issues , Valley Hospital , the Village Hall renovation and alas Marty Brooks the daggers were lowered for the night .

While anonymity of blog posters took a hit as expected some pointed out that even on facebook were you know who everyone is  the comments can be even nastier . A resident put it down to a type of “keyboard bravado.”

Habernickel horse barn renovation scrapped for now – prefab building maybe

Ridgewood NJ, Based on the recommendation of Village Manager Roberta Sonenfeld, Village Council members have seemingly nixed plans to undertake an expensive renovation of the Irene Habernickel Family Park’s horse barn.  The renovation project was being considered to satisfy a need for permanent restrooms and shelter from inclement weather at the expansive park located on Hillcrest Road.

Sonenfeld suggested that a prefabricated restroom may be a less expensive alternative, with preliminary estimates in the $60K – $90K price range.  A $60K grant may help offset costs.

Many of you may remember that the restroom project at Vets Field wound up costing taxpayers almost $400K, and those commodes were constructed in an existing building.

Overnight Milling Project at Garber Square

Ridgewood NJ, Garber Square, Ridgewood was closed in both directions (eastbound and westbound) to all vehicular traffic from 2000 hours on Monday, 10/20/2014, through 0600 hours on Tuesday, 10/21/2014 to allow for milling of the road surface in preparation for paving.  This work was performed in connection with a major streetscape project approved by the Ridgewood Village Council.  In addition to paving, the project will include the addition of bike lanes in both directions, the reduction of traffic lanes from two lanes to one lane, and a median island.
