Request for Proposals

Request for proposals will be received by the Village of Ridgewood’s Department of Parks and Recreation, up to 3:00 p.m. prevailing time on Wednesday, January 28, 2015, at The Stable, 259 North Maple Avenue, Ridgewood, NJ 07450, for the following:

GARDEN MAINTENANCE – PARKS AND RECREATION DEPARTMENT

Proposal instructions may be obtained from the Department of Parks and Recreation, 259 North Maple Avenue, Ridgewood, NJ 07450, Monday through Friday, 8:30 a.m. through 4:30 p.m., telephone 201-670-5560, by

Email request to [email protected]. Prospective professional responders requesting proposal documents be mailed to them shall be responsible for providing their own postage/delivery service remuneration.

Prices quoted must be net and exclusive of all Federal, State and Local Sales and Excise Taxes. Proposals may be submitted prior to the due date in person or by mail, addressed to the Department of Parks and Recreation. The Village assumes no responsibility for loss or non-delivery of any proposal sent to it prior to the proposal opening.

Each proposal must be enclosed in a sealed envelope with the name of the responder thereon and endorsed, “Garden Maintenance – Parks and Recreation Department”.

All professional service responders are required to comply with the requirements of N.J.S.A. 52:32-44 (Business Registration of Public Contractors), N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq. (Contract Compliance and Equal Employment Opportunities in Public Contracts).

The Village of Ridgewood reserves the right to reject any or all proposals, to waive any informalities or to accept a proposal which, in its judgment best serves the interest of the Village. No proposal may be withdrawn for a period of sixty-days (60) after the date and time set for the opening of bids.

The Board may take official action during this Special Public Meeting at which time the Board will continue the public hearing concerning a proposed amendment to the Land Use Plan Element of the Master Plan which would recommend changes in zone district classifications and boundaries within the Central Business District and surrounding area, creating the AH-2, B-3-R, and C-R Zone Districts and amending the existing C Zone District.

All meetings of the Ridgewood Planning Board (i.e., official public meetings, work session meetings, pre-meeting assemblies and special meetings) are public meetings which are always open to members of the general public.

Civility Roundtable – January 20th – All are Welcome!

Mayor Paul Aronsohn will be holding a Roundtable meeting to discuss related to more civility in our public discourse. The meeting will be held on Tuesday, January 20th at 7:30pm in the Senior Lounge at Village Hall.

Rev. Jan Phillips will lead the discussion. We will drill down on ways to take the civility conversation forward.

Leaf removal was better this year

To the Editor:

The leaf removal was very successful this year, thanks to our new village manager.

The only problem is the fact that some residents still placed leaves on the street after the final removal. The removal dates published for each area should have mentioned that the actual removal could be done as early as the first day mentioned. Or simply it may be better not to indicate several days, but only the first day for each area, as was done in prior years.

How to think as a civil society

To the Editor:

According to the dictionary, “civility” means being polite and courteous.

So, really, most everything we know about acting polite and courteous we learned in kindergarten, so to speak, as kids learning how to get along in school and entering the adult world.

In England in the House of Commons, known for its loud unrestrained behavior, recommendations to enforce civility were defeated last year and in years past.

Why? Members of the House believe that uninhibited speech helps to ensure the continuation of a flourishing democracy because it encourages the free expression of ideas.

Yet their society has a much lower incidence of violent crime.

Are we to expand the definition of civility to include illegal acts, or are we going to limit civility to mean acting polite and courteous?

And how about our town meetings? How restrained do we want members of the public to be in their speech?

What is the relationship between civility and a civilized society?

These are questions we have to ask ourselves as we think about civility.

The Ridgewood Parks, Recreation and Conservation Board

Is Seeking Candidates for 3 Year Terms

The mission statement of the Parks, Recreation, and Conservation Board is to serve as an advisory board to the Ridgewood Parks and Recreation Department, serving to preserve open space and provide facilities and year-round recreational activities that meet the needs of all residents.

Currently, three seats are available and resident candidates are sought; each to serve a three-year term. Meetings are held the fourth Thursday of each month (tentative).

Interested individuals are asked to submit a letter of interest, as well as their civic resume and a Citizen Volunteer Leadership Form (located on the Village homepage under forms) to the following:

The village is no longer in the dark about why PSE&G had stopped supplying power to the North Walnut Street parking lot.

Lights in the North Walnut Street parking lot have been turned on again after weeks of confusion as to why the electricity had been shut off in the area.

Village employees replaced the bulbs in four street lights last week, again illuminating the lot after dark, after their billing issues with the energy utility company had been fixed.

Since November, the metered municipal parking lot has been without street lights, which PSE&G said was due to an error in their account information.

“The electric service to the meter box that serves the parking lot on North Walnut Street was originally disconnected because the account for the meter was listed as an ‘unknown account,’ which would make billing difficult,” said Deann Muzikar, a spokeswoman for PSE&G. Muzikar said the meter has since been put in the village’s name and electric service has been restored.

Village of Ridgewood New Parking Regulations and Options 

Effective January 1, 2015, the Village of Ridgewood will be implementing several new parking options and regulations all aimed at achieving the most efficient use of parking resources for residents, commuters, central business district employees and visitors to our downtown.

These changes represent months of public discussion of our parking challenges and opportunities.

Metered parking on all streets and lots will now allow up to 3 hours from 10am to 6pm, Monday through Saturday at a rate of $.50 per hour. Repeat parking – in the same space — is prohibited and will be enforced.

Ridgewood Parking Permits (RPP) for Ridgewood Residents are available at an annual rate of $750 to provide unlimited parking in all parking lots. A Ridgewood Resident Sticker is required and available for free when purchasing the RPP.
Ridgewood Parking Permits (RPP) for Non Residents are available at an annual rate of $1,500 to provide unlimited parking in the Cottage Place lot or the Rt. 17 Park and Ride lot.

Central Business District Employee Permits are available on a monthly basis for $80 to provide unlimited parking from 6AM to 2AM at the Ken Smith property or Cottage Place lot.
Important Notes:All permits can be purchased at the Village Hall Reception Desk (Monday through Friday from 8:30AM to 4:30PM) by cash, check or credit card.The cost of the parking permits (outlined above) will be prorated as appropriate.

Similar to the situation prior to 2011, extended parking – beyond 3 hours – generally requires one of the permits outlined above. (Several 12-hour coin-operated meters, however, remain at the train station for Ridgewood resident commuters.)

Ridgewood NJ, Readers all agree on one thing this holiday season , they all love the Village Christmas tree  ,but many have noticed something missing from the holiday decorations in the Central Business District , the Christmas lights hung from the lamp posts throughout the down town.
Speculation has run rampant as to the whereabouts of the Christmas balls so nice hung from Village lamp posts year after year . What gives ,where are they , and why none?
Some have mentioned budget constraints , or technical difficulties , but insiders in the Village hall wont confirm .

Readers say ,”As I have posted 0 %tax increase = No Lamp posted Decoration. I really don’t know. signal usually puts them up and they can’t be that busy because they didn’t put the light on the tree this year Downs did. So I guess they are trying to scale down.  ”

As flags flew at half-staff last week, the community remembered the side-by-side relationship it shared with Jack Lorenz, who for years was entrusted with the education of perhaps Ridgewood’s most impressionable citizens.

Written and spoken tributes to Lorenz, 69, who served as Ridgewood High School principal from 2006 to 2011, quickly emerged soon after the brief details of his passing surfaced during the latter half of this past Thanksgiving weekend.

Elements of the Village Gas Service Upgrade Project :

• Ferreira Construction will again use Village Police Officers for traffic control, like they did for the work in the East Glen Avenue area earlier this year.

• There will be no steel road plates used. All parties agreed to this.

• Trenches will be topped with hot mix I-5 asphalt mix, followed by final restoration later.

• The contractor’s crews would like to work 6 days per week, weather and Village permitting. No work on Sunday.

• Trenches will be generally 18-inches wide.

• House services will be done after the main work is complete, but coordinated to minimize natural gas service interruptions during the winter heating days.

• Ferreira will continue to use their current staging area. Some equipment will be left on streets overnight in the Lawns area.

• Work will not occurred during inclement weather periods.

RIDGEWOOD – A sculpture that was crafted by the hands of renowned Paterson artist Gaetano Federici in 1927 could soon be back on display in the village – after being left forgotten for some 40 years.

Ridgewood officials are looking into how much it would cost to have some restoration done to the cast stone piece before having it displayed permanently and prominently outside Village Hall.

No official action was taken on the sculpture at the council’s meeting last week. But Councilwoman Susan Knudsen argued that the Federici piece was worth saving.

“It belongs to the people of Ridgewood,” Knudsen said. “It is priceless and deserves to be brought back and preserved.”

The statue depicts an earlier version of New Jersey’s state seal, with two female figures – Liberty and Ceres – and three plows, representing agriculture’s importance to the state.

As with the state seal, the head of a horse – New Jersey’s official animal – tops the sculpture.
