Teaneck Moves Forward With Accessory Dwelling Unit (ADU) Ordinance Amid Affordable Housing Push

Teaneck NJ, following the unanimous approval of a new master plan by the Planning Board on Jan. 30, the Township Council will take the next step in formalizing Accessory Dwelling Units (ADUs) by reviewing an ordinance at its second reading on Tuesday.

What Are Accessory Dwelling Units (ADUs)?

An ADU is a self-contained apartment with a separate kitchen and bathroom, located within a single-family dwelling or on the same property. These units are intended to provide income, security, and companionship for homeowners while also addressing the growing need for affordable housing in Teaneck.

ADU Ordinance Details & Regulations

The proposed seven-page ordinance (available on Pages 177-183 of the Jan. 30 Planning Board agenda) aims to expand housing options by allowing ADUs in designated single-family (R-S), multifamily (R-S), and business-residential (B-R) zones.

Key Restrictions for ADUs in Teaneck

  • Homeowners must submit an application to the township.
  • ADU size is limited to 40% of the primary unit’s floor area, with a maximum of 800 square feet.
  • Units are for residential use only (no short-term rentals).
  • One off-street parking spot is required per ADU.
  • External entrances facing the street are prohibited, ensuring they blend with neighborhood aesthetics.

Resident Support & Concerns

During a resident workshop, 85.7% of participants expressed support for ADUs, provided that neighborhood character is maintained. However, critics point out that neither the master plan nor the ordinance defines clear criteria for what constitutes “neighborhood character” in these applications.

Affordable Housing Quota & Impact on Teaneck

Teaneck is currently facing a state-mandated affordable housing quota of 431 new units, the sixth-highest in Bergen County, according to the Department of Community Affairs (DCA). In response, the township has filed revisions to lower this projection to 384 units, citing errors in developable space inventories, said Mayor Mark Schwartz.

It remains unclear how ADUs will be factored into Teaneck’s affordable housing obligations.

What’s Next?

The Township Council will vote on the ADU ordinance in its second reading on Tuesday. If approved, it could pave the way for increased housing options while raising new discussions on how Teaneck will balance development with community concerns.
