The question: “was he/she asked to retire?“ will be a question that is routinely asked when somebody retires within the next few months. A legitimate question given the way this counsel operates for sure.

I can’t say that I blame our Chief. Anyone following can see how they’ve reduced the Chief to a point of no return. Last Council meeting had her sitting there till almost midnight to discuss old meter poles and redesigning parking signs.

They don’t need civil service to fill a. Management position.
The mayor and council can adopt a resolution to put an individual in at a acting role position without civil service. Hopefully they hire someone from the outside because there’s no employee that can step into that position , and do a fair job. There’s just too much toxicity running through the village. We need to have someone neutral in that position.
Social service also says if you’re sick, please stay home. Don’t come to work and get everybody else sick. But the village doesn’t follow that. Today.

POLICE CHIEF
DEFINITION
Under direction, has charge of the police department; does other
related duties as required.
NOTE: The examples of work for this title are for illustrative

EXAMPLES OF WORK:
Analyzes police problems of the municipality, determines internal
organization of the police department, and formulates police
rules/regulations.
Plans police work so as to make the best use of available funds,
personnel, equipment, and supplies.
Gives assignments/instructions to other members of the police
department, provides them with advice and assistance when
difficult/unusual problems arise, and checks their work to see
that proper procedures are followed, that reasonable standards
of workmanship, conduct, and output are maintained, and that
desired police objectives are achieved.
Sees that communication facilities are properly used.
Takes the lead in establishing/maintaining helpful, cooperative
relations with civic, recreation, and business organizations,
school/court officers and other groups, police authorities in
other jurisdictions, and others interested in maintenance of law
and order.
Provides police protection/assistance to large gatherings,
children and other pedestrians in crossing streets, those engaged
in extinguishing fires, those handling large sums of money and
other valuables in transit, and to vacant/unused dwellings and
business properties.
Makes provisions for police protection/assistance at the times
and places where traffic is heavy.
Directs detection/apprehension of lawbreakers, preparation of
charges against them, and collection and presentation of evidence
of their misdeeds.
Supervises investigation and disposal of complaints.
Gives testimony in court
Prepares and supervises the preparation of reports.
Directs the establishment and maintenance of records and files.
Will be required to learn to utilize various types of electronic
and/or manual recording and information systems used by
the agency, office, or related units.
REQUIREMENTS:
EDUCATION:
Graduation from high school, vocational high school, or possession of an
approved high school equivalency certificate.
AGE:
Not less than 18 nor more than 35 years of age at the announced
closing date for filing applications for the position. In determining
maximum age eligibility of veterans, the time spent in active
military service during periods specified in Department of
Personnel law and rules will be deducted from the attained age.
NOTE: When applicants have reached their 35th birthday they
are considered to be over 35 years old. Age limits are based on
the announced closing date for filing Department of Personnel
applications.
EXPERIENCE:
Five (5) years of supervisory police experience providing assistance
and protection to persons, safeguarding of property, observance of
the law, and apprehension of lawbreakers.
LICENSE:
Appointees will be required to possess a driver’s license
valid in New Jersey only if the operation of a vehicle, rather
than employee mobility, is necessary to perform essential duties
of the position.
SPECIAL QUALIFICATIONS:
NOTE: Appointees to this position must successfully qualify
semi-annually in the use of firearms.
CITIZENSHIP
Appointee must be a citizen of the United States.
MEDICAL EXAMINATION
After conditional appointment, appointees may be required to pass
a thorough medical/psychiatric examination to be administered by
the appointing authority. Any medical, psychological, or physical
condition or defect which would prevent efficient performance of
duties of the position, cause the appointee to be a hazard to
himself/herself or others, or become aggravated as a result of
performance of these duties will be cause for rejection.
KNOWLEDGE AND ABILITIES:
Knowledge of laws/ordinances which are significant from the
police point of view.
Knowledge of problems/procedures involved in working out the
internal organization and formulating rules/regulations for the
police department.
Knowledge of methods used in providing citizens and others
with proper police information, service, and protection.

That the maximum age is 35 sounds stupid.
I’d rather have an experienced 50 year old than a 35 year test taker

It is a sworn law enforcement position.
A police director is a CIVILIAN whop can do basically nothing in the day to day running of a police department. Cannot wear a uniform, has no authority, cannot carry a firearm, cannot operate a police vehicle. The day to day ops of the department would still require on officer in charge except they wouldn’t call him or her Chief.
Maybe Jackie just had enough of the bull$hit with the council, just like Frank Milliken did.

since the village loves (stipends) maybe they can give an officer that has experience and give him or her a stipend.
How is that or is that against the law to which is it because there’s always a problem it’s good that the police and fire are following civil service .laws.
Because in some of the other departments, they look the other way, don’t they.
There’s a few residents talking at the local coffee house in town, and they came up with a pretty good, pretty, smart thought. Why don’t they just hire a village manager/police chief all in one. They could save a lot of money. It’s a no-brainer right. We had a village manager/clerk, so why not a Police and Village manager all in one, you don’t need to have a title of chief. There’s no law that you have to have a police chief. There are other law enforcement titles for top brass. You never know if this just might work out wonderful for the village. Give it a try for six months .

No way can the 35 age pertain to the Police chief. That is the maximum age that you can be hired as a Police Officer. the way that is written is ridiculous.

A Director does not have the authority for day to day running of the Police Dept. But they do have the authority to control the budget hiring and firing and much more.
Well, maybe they need to rewrite the law book. That’s because the people that are writing the laws are probably ex police officials.
Well, I will say it’s not working. Is it. They are still allowed to hire a retired, ex chief from another agency and put them in that position on a temporary basis. What is the problem? Is someone crying? I want to be the next chief. It’s my turn. I’m next in line I have seniority. Many other police departments have hired retired police chiefs, as acting, which they should do get somebody that has a lot experience makes sense doesn’t it.
OK who’s next in line I’m sure they have a list of a few people that would love to go to that position.
I could just imagine who’s knees are buckling right now, who is grinding their teeth, who is sweating, who has a nervous stomach, who’s losing sleep, all the chitchatting, and what about all the ass kissing to the top. Yeah you know who they are.
The village is so toxic. What a bunch of back stabbers. And troublemakers. There’s no crew across-the-board is nothing more than a bunch of immature kids. I feel so bad for the older crew that has to work with these little babies. It’s so sickening. they should hand out diapers.
The Police Department has at least two well trained and well qualified to be the next Chief. It should be a well thought out decision as it certainly won’t be an easy one!
I’m betting that neither captain is knighted. This Council has their own way of doing business.
The next chief has to be a political puppet. The police chief is not the boss, the mayor and council are in the end.
Just hire someone from the outside as acting. By law they can do that. Bring someone from the county or the state police. That’s been done before in another municipalities .
