Ridgewood NJ, The State Health Planning Board (the Board) will be holding a public hearing concerning the certificate of need application submitted to the Department of Health by Valley Hospital. Copies of the application are available for review at the Ridgewood Public Library, the New Jersey State Library, and at the New Jersey Department of Health. The Board invites the public to comment on the application. All those wishing to make oral comments to the Board are invited to attend the public hearing on this application on Monday, November 13, 2017.
Comments will be limited to three minutes per person, although written comments may also be submitted at the same time. The Board will take comments from 6:00 p.m. to 7:00 p.m. or close of testimony, whichever is later. The hearing will be held at the Ridgewood High School, 627 East Ridgewood Ave., Campus Center, Ridgewood, NJ. Comments may also be submitted in writing after the hearing. Commenters are urged to make their comments concise. 2C:16-1 Bias intimidation.
2C:16-1. Bias Intimidation.
a.Bias Intimidation. A person is guilty of the crime of bias intimidation if he commits, attempts to commit, conspires with another to commit, or threatens the immediate commission of an offense specified in chapters 11 through 18 of Title 2C of the New Jersey Statutes; N.J.S.2C:33-4; N.J.S.2C:39-3; N.J.S.2C:39-4 or N.J.S.2C:39-5,
(1)with a purpose to intimidate an individual or group of individuals because of race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity; or
(2)knowing that the conduct constituting the offense would cause an individual or group of individuals to be intimidated because of race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity; or
(3)under circumstances that caused any victim of the underlying offense to be intimidated and the victim, considering the manner in which the offense was committed, reasonably believed either that (a) the offense was committed with a purpose to intimidate the victim or any person or entity in whose welfare the victim is interested because of race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity, or (b) the victim or the victim’s property was selected to be the target of the offense because of the victim’s race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity.
b.Permissive inference concerning selection of targeted person or property. Proof that the target of the underlying offense was selected by the defendant, or by another acting in concert with the defendant, because of race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity shall give rise to a permissive inference by the trier of fact that the defendant acted with a purpose to intimidate an individual or group of individuals because of race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity.
c.Grading. Bias intimidation is a crime of the fourth degree if the underlying offense referred to in subsection a. is a disorderly persons offense or petty disorderly persons offense. Otherwise, bias intimidation is a crime one degree higher than the most serious underlying crime referred to in subsection a., except that where the underlying crime is a crime of the first degree, bias intimidation is a first-degree crime and the defendant upon conviction thereof may, notwithstanding the provisions of paragraph (1) of subsection a. of N.J.S.2C:43-6, be sentenced to an ordinary term of imprisonment between 15 years and 30 years, with a presumptive term of 20 years.
d.Gender exemption in sexual offense prosecutions. It shall not be a violation of subsection a. if the underlying criminal offense is a violation of chapter 14 of Title 2C of the New Jersey Statutes and the circumstance specified in paragraph (1), (2) or (3) of subsection a. of this section is based solely upon the gender of the victim.
e.Merger. Notwithstanding the provisions of N.J.S.2C:1-8 or any other provision of law, a conviction for bias intimidation shall not merge with a conviction of any of the underlying offenses referred to in subsection a. of this section, nor shall any conviction for such underlying offense merge with a conviction for bias intimidation. The court shall impose separate sentences upon a conviction for bias intimidation and a conviction of any underlying offense.
f.Additional Penalties. In addition to any fine imposed pursuant to N.J.S.2C:43-3 or any term of imprisonment imposed pursuant to N.J.S.2C:43-6, a court may order a person convicted of bias intimidation to one or more of the following:
(1)complete a class or program on sensitivity to diverse communities, or other similar training in the area of civil rights;
(2)complete a counseling program intended to reduce the tendency toward violent and antisocial behavior; and
(3)make payments or other compensation to a community-based program or local agency that provides services to victims of bias intimidation.
g.As used in this section “gender identity or expression” means having or being perceived as having a gender related identity or expression whether or not stereotypically associated with a person’s assigned sex at birth.
h.It shall not be a defense to a prosecution for a crime under this section that the defendant was mistaken as to the race, color, religion, gender, disability, sexual orientation, gender identity or expression, national origin, or ethnicity of the victim.
Here’s a few questions, presumably germane:
A. If one posseses digitally-stored indecent pictures of an adolescent minor, but that adolescent minor is oneself, is this okay (i.e., does this constitute a legal loophole)?
B. If one **distributes** indecent pictures of an adolescent minor, but that adolescent minor is oneself, is this okay (i.e., does this constitute a legal loophole)?
C. Presuming, solely for the purposes of discussion, that the answer to question B is “yes”, does this additional information change the answer to “no”?: The individuals to whom you distributed the indecent pictures of an adolescent minor are, themselves, minors?
Boys in today’s society were already facing plenty of pits into which to fall. Now they need to contend with this? Talk about instigating absolute chaos.
Ridgewood NJ, Ridgewood High School “ANTI BULLYING POLICY” was adapted in 2016 , it has very clear rolls for students , parents and staff, While the kids involved in the incident have gotten all the attention , the little public information that is available about the incident and what led up to the incident would lead anyone to suspect the Ridgewood High School anti bullying policy , despite years of finger wagging was not followed and it appears that not only were students documented to be in violation of the policy but clearly so were some staff and parents .
So the question remains ; who knew ,when did they know and why did they not act?
Roll of the Staff
Staff must promote and reinforce the notions that IT IS SAFE TO TELL and IT IS EASY TO TELL because the school finds bullying behaviour harmful and unacceptable – this message is supported by the high value placed on Children’s Rights and the Anti-bullying pledge. Staff must always listen effectively and non-judgementally when children are trying to communicate about a bullying issue, and through training and support, be fully aware of strategies that might be usefully employed in response. Senior staff and pastoral staff, have a particular responsibility to support colleagues in dealing with incidents of bullying. Consideration must also be given to individual needs and circumstances.
Staff are given regular training through whole staff, House and Sharing meetings. This includes updates in policy, curriculum or legislation. Specific training information, findings from surveys and work with children is disseminated to staff on Inset days.
Ridgewood High School will support staff’s needs for in-service training to help ensure that anti-bullying strategies are effective, and raise awareness of possible bullying risks and vulnerable groups/individuals.
Staff should always consider their responsibility as role models and subsequently go about their duties in an anti-oppressive manner.
School staff are on duty around the college before school, during break & lunch and after school. Support and Guidance staff must be informed of bullying incidents or concerns to ensure accurate recording and monitoring. Support and Guidance staff will work together with form tutors and other relevant staff to ensure effective intervention.
Reporting of incidents should be recorded on SIMS as bullying incidents. A log should also be made on the victims Behaviour log. The Support and Guidance team, including Heads of House will ensure that form tutors are informed and able to monitor and support children daily. They may also decide that extra support is needed from Heads of House, Support and Guidance or Peer Mentors. However, form tutors are normally the first line of support and daily contact for children experiencing difficulties.
Parents/carers must be informed of their child’s involvement in any incidents of bullying behaviour and strategies put in place by the member of staff dealing with the incident/s.
Bullying of or by school staff whether by children, parents or staff must be reported to the relevant line manager and Head Teacher. Matters should be dealt in line with relevant discipline policy guidelines.
Roll of the parents or Guardians
The parent/carer is vital in the implementation of this policy. Sometimes a child will not inform school staff if they are being bullied but will inform their parent or other family member. When this is done the parent/carer is expected to contact the form tutor or a member of the Support and Guidance team team to discuss the incident to enable staff to deal with the issue.
A parent/carer may also see changes at home that may possibly indicate that bullying is taking place. It is again vital that the parent communicates with school staff with any concerns.
Anti-bullying information is passed onto parents throughout their child’s time at Ridgewood; general information at induction evening, displays at parent events, newsletter articles and e-safety awareness sessions.
The parent/carer of a student displaying bullying behaviour must be contacted by school staff and then, if necessary invited into the school to discuss the behaviour shown by their child. It is also essential that the

parent/carer of the student doesn’t feel isolated and that they are also getting support in ensuring that the behaviour is not repeated.
Parents/carers must be informed of any bullying issues and informed of any interventions.
Midland Park NJ, Midland Park Police report thay have received reports of a male phone caller representing himself as an employee of PSE&G who is requesting money be sent to avoid a disruption of electrical service. This is a SCAM do not send money to anyone without first contacting PSE&G directly. Verify your account status with a legitimate phone number for PSE&G. The male caller will provide you with a phone number that is related to the SCAM. If you receive this type of phone call simply hang up and contact PSE&G for your account status
Glen Rock NJ, Glen Rock Police ask DO YOU KNOW WHERE YOUR CHILDREN ARE? The Glen Rock Police was called to a home near Coleman School on a report of numerous juveniles in a vacant house. Upon our arrival a large number of juveniles fled the home. The house was in disarray and alcohol was present. If you don’t know where your children are please contact them and have them come home. This is the second such incident Glen Rock Police have reported since the end of September.
Ho Ho Kus NJ, Ho Ho Kus Police are also warning about “key fob” being left in cars, on November 6th Ho Ho Kus Police reported 8 vehicles have been taken over the weekend in surrounding towns!! You may be next on the list. Please remember to lock your vehicles, remove the key fobs and valuables inside and report any suspicious person or activity Ho Ho Kus Police had reported that in early October another vehicle has been stolen from town this weekend !!

Ridgewood NJ, Our Lady of Mount Carmel’s Youth Group would like to thank the parishioners and the greater Ridgewood Community for supporting our Emergency Food Collection for the the Fr. English Center Food Pantry. We were able to collect a TRUCK LOAD of non-perishable food items, 204 turkeys, 2 hams and $583 in cash donations for the food pantry! Special thanks to RIDGEWOOD SOCIAL SERVICES for the four car loads of food they gave the collection to give the Fr. English Center a new start following their fire! Because of ALL OF YOU our brothers and sisters in Paterson will have a HAPPY THANKSGIVING!
Every senior in town is subsidizing the residents with children in school.
Without exception, every time a senior sells their home it’s purchased by new residents with children in schools.
If the historic trend accelerates (due to expected tax increases because of Governor elect Murphy’s promises ) then our taxes will go up exponentially as seniors move away.
The best way to keep our property taxes to a minimum is to keep our seniors , empty nesters , and those residents without children in the schools.
For the tax dollars the seniors pay they get virtually nothing in return. And do so cheerfully and willingly.
These questions from a commenter to an earlier post still seem important:
what if a girl texted naked photos of herself to 2 freshman? What if one of the freshmen was bi-racial and the other was small for his age? What if the girl who texted these naked pictures had a boyfriend in 11th grade, that was REALLY mad that someone had pics of his gal? What if the girls boyfriend, a Junior born and bred in Ridgewood, challenged the small freshman to a fight and taunted him via social media. What if the other freshman, who also received the naked pics from this girl, came to his smaller friends defense because of the disparity in size between the two boys? What if the Junior then called him a Nigger. Over and over again, called him a Nigger and challenged him to a fight, on social media with everyone standing by. What if this freshman accepted, who had been called a Nigger on social media over and over again, accepted the challenge to fight and met the Junior? And what if, when the freshman showed up, not only was the Junior there and ready to fight, but 40 of his closest friends armed with their phones video taping? What if the wrestling team wasn’t there? What if there was a fight and the freshman, the “Nigger” punched twice, and the second punch knocked the Junior flat on his back? What if the Juniors friends were cheering and videotaping? What if the Junior’s friends chased the “nigger” off the field instead of calling 911? What if the Junior came home and was unable to share the truth with his family, because he was ashamed and embarrassed? And what if, he embellished the truth to save face? What if an enraged and upset Aunt posted the Juniors embellished story on Facebook? What if we all believed the “story” because the media picked it up and what if there was a modern day lynching of this so called “brutal animal” on social media because we believe anything that’s posted, must be true? What if the Juniors grandfather misspoke at the BOE meeting indicating the “victim” didn’t know the attacker, but yet a simple Facebook search could indicate otherwise? What if we blamed the BOE for not expelling the brutal animal immediately when quite possibly he could be the victim? What if it were your kid?

All vehicles that are being stolen have the KEY FOBS LEFT INSIDE making it extremely easy for thieves to steal them. Please remember to remove your key fobs from your vehicles and lock the doors.
Ridgewood NJ, If you get an email from Netflix telling you that your account is suspended due to a problem validating your credit card, don’t believe it.
It’s most likely a very sophisticated phishing scam that first made its appearance this year and has since gone out to tens of millions of people.
Wired reports that the cybercriminals behind the scam have continued to send it out with almost no alterations, a likely sign that it’s proving effective as a way to fool people into revealing their Netflix username and password, and even credit card numbers, home address, and date of birth, which they can sell this data on the dark web.
This phishing scheme is good enough to fool even the most sophisticated users. For instance, Netflix always advises users that “Netflix will never ask for any personal information to be sent to us over email.” That may be a great safety tip, but it won’t help you here because this scheme doesn’t do that. Instead, it asks users to click on an official-looking link to “Restart your membership.”
Click on the link and it will take you to what looks for all the world like a Netflix page there are even a still from the hit Netflix series The Crown in the background. The page prompts you to log in, or sign in with Facebook. If you do, of course, the hackers now have your Netflix (and maybe Facebook) credentials.
Once that’s done, the system takes you to a second screen with the Netflix logo, where you’re asked to “validate your payment information” by entering your credit card number and security code, and possibly your home address. Then the hackers will have those, too.
The hackers have created sophisticated techniques to avoid being recognized by any security system. The fake Netflix pages won’t work for users whose IP addresses belong to known security companies, making it hard for security experts to test out and examine them. In some cases, the HTML for the pages is actually encrypted so that it can’t even be scanned .
