EXCLUSIVE: Property taxes up $537 million
HOLD ONTO YOUR WALLETS: PROPERTY TAXES IN NEW JERSEY INCREASED BY THEIR FASTEST RATE IN FOUR YEARS IN 2015.
Michael Symons,
Hold onto your wallets: Property taxes in New Jersey increased by their fastest rate in four years in 2015, with landowners shelling out an extra $537 million.
The hike pushed the average local tax bill to $8,354 for homeowners, up $193 from the prior year, according to data compiled exclusively by the Asbury Park Press. That’s an increase of 2.4 percent, despite a supposed 2 percent cap enacted in 2010.
The jump marks the second straight year New Jersey’s property tax hike has gotten bigger, after three years of slowing growth in Gov. Chris Christie’s first term. Monmouth and Ocean counties fared worse most of the state with tax boosts of 2.6 percent and 3.3 percent, respectively.
The trend undercuts one of Christie’s selling points as he touts his gubernatorial record on the GOP presidential campaign trail. On his campaign website, Christie says property taxes are rising at their slowest pace “in more than two decades.” Growth has grown since dipping to 1.3 percent in 2013.
The new accounting tells a costly different story — in a state where homeowners already pay the highest-in-the-nation property taxes. That burden helped drive nearly 14,000 to sign an Asbury Park Press petition urging elected officials to cut property taxes. The petition came in tandem with Asbury Park Press’s investigation of the tax crisis last fall.
Stay or leave?
Adrienne DiPietro’s property taxes have tripled in the 20 years she has lived in Eatontown. She remains optimistic elected officials will do something about the problem but says “I’m not holding my breath.” She is considering whether she and her husband, Paul, will stay in New Jersey. Both are retirees.
“All of our retirement income, we have to start thinking about this in the next five years or so: Do we want to stay here and keep coughing up that much taxes?” DiPietro said. “Do we want to stay here, because the taxes are only going up and up?”

THE RECORD
The housing industry is on track to build the largest number of homes in New Jersey this year since 2006, with multifamily construction making up a record share of activity.
According to the U.S. Census, builders took out permits for 28,114 New Jersey housing units through November, up 10.5 percent from 2014’s pace and heading toward about 30,000 units with December’s figures yet to come. That’s a big rise from the 13,000 average annual pace from 2009 to 2011, but still below the long-term average of about 37,000 a year.
Multifamily construction has accounted for two thirds of home building through November. That’s the highest share ever seen, on records that date to 1960, according to Patrick O’Keefe, an economist with CohnReznick, an accounting firm with offices in Roseland.
Apartment construction has driven the homebuilding recovery for several years in the state, a dramatic shift away from the suburban, single-family development patterns that shaped New Jersey in the post-World War II period.
Builders are responding to the growing demand for apartments, as homeownership rates fell to their lowest in decades after the housing bust. More households are renting because getting a mortgage has become more difficult since the go-go years of the housing boom, when many unqualified buyers got loans, but ended up losing their homes.
And many young households want to be flexible in case they need to move for a job. Moreover, they are not convinced that buying a home is always a winning investment.
The video evidence is a BIG eye opener, ear opening exposure of the unsafe location for a kids sports ball field to exist. A big strong crash resistant wall would have to be built along that stretch of route 17, and the responsible parties pushing for this ball field location should pay for that wall. A sound barrier wall would not be strong enough. How could anyone think of putting kids in potential harms way so closely adjacent to busy death highway route 17 heavily traveled by tracter trailer trucks? Are they out of their minds? One big accident lawsuit waiting in the wings. It would be like a ball park adjacent to an airport runway. I agree its not only dumb, its downright irresponsible!
Dead people get $2M in N.J. property tax credits while home sellers lose $10M
Thousands of New Jerseyans who sold their homes in the year and a half it took the state to issue the most recent Homestead Benefit missed out on $10 million in property tax credits, according to an audit released Tuesday. Samantha Marcus, NJ.com Read more

Ridgewood NJ, On Wednesday November 4, the agenda for the Village Council’s Public Workshop Agenda included a single line item: Public Hearing – Change in Use of 1057 Hillcrest Road (The Gate House) at Irene Habernickel Family Park. No one in the neighborhood of the park had been informed via any official channels. A small, almost unreadable sign posted at the park informed of the meeting, but few saw it and many who might have would not have read such an insignificant posting. Many found out about the meeting through a grapevine of neighbors. One was told, off the record, by a police officer. Another heard about it from a contractor working at her home. Some learned as they were arriving home from work that night.
The basic gist of what is going on is as follows. For many years, the Gate House had been rented to a family, who opted not to renew their lease. An ad placed for a new renter yielded no interested parties. A business, however, had indicated an interest in acquiring the property. Late in the summer, on September 16, an ordinance was introduced to change the use of 1057 Hillcrest Road to “recreational/educational purposes.” Health Barn USA won the bid, and soon thereafter the business website indicated the new address in Ridgewood. The website, should you care to read further, is https://www.healthbarnusa.com/
Some reached out to one of our elected officials, Councilwoman Susan Knudsen in advance of Wednesday’s meeting. Responding appropriately and promptly, Councilwoman Knudsen explained to those who inquired how to speak their concerns at a Council Meeting, and who to speak with at the New Jersey Department of Environmental Protection regarding the regulations involved using a property that was purchased with Green Acres Funding for business purposes.
Many residents of the neighborhood arrived at the November 4 meeting, not sure what to expect, but certain that they wanted to speak their opposition to this plan. For most, this was the first Village Council meeting they had attended. They waited patiently while other business items were discussed and presented.
When the Public Hearing began, the owner of Health Barn USA, Ms. Stacey Antine, explained the mission and purpose of her business. She also denied some allegations that had been swirling prior to this meeting, stating that she was not involved in any litigation with her former landlord (Abmas Farm in Wyckoff) and that no children from inner cities would be bused in for the programs. Following her presentation, several clients of Health Barn USA gave testimonials, and employees of the Village of Ridgewood spoke about safety and other concerns surrounding the changed use of the property.
When the residents finally got their chance to speak, they were amazing. Twenty one individuals spoke, ranging in age from 18 to “retired.” One after the next they voiced valid objections to the change in use, to the way the matter has been handled by The Village Council, and to the legality of defying the NJ-DEP Green Acres guidelines. They were all clear, determined, insistent, polite, even while frustrated. Many expressed a sense of wonder that their elected officials had actually changed the use and drafted (although not finalized) a lease on a business BEFORE the Public Hearing. You can hear their excellent comments on the Village of Ridgewood website U-Stream.
Here are a few highlights, in no particular order:
1. One resident was reprimanded sarcastically and loudly by Councilwoman Gwenn Hauck. Yes, you read that correctly, a member of the public, a taxpayer, was publicly humiliated by one of our elected officials.
2. Results of a traffic study conducted by the Ridgewood Police Department seemed to greatly differ from the neighbors’ observations of traffic at the site.
3. While the original presentation by the Health Barn USA owner indicated that busses would not be coming in and out of the park, later in the evening it was revealed that mini-busses and full-size school busses could be expected on a regular basis.
4. The business has been granted permission by the Village to use a large plot on the park property for gardening; this is separate from the home and its immediate surrounds.
5. Assistant to the Village Manager, Ms. Janet Fricke, expressed frustration that one of our elected officials assisted residents in navigating the process without including her in the discussion. Likewise, Village Manager Ms. Roberta Sonenfeld indicated that no such communications between a councilmember and the public should take place without everyone being cc’ed. SINCE WHEN DO EMPLOYEES TELL ELECTED OFFICIALS WHAT THEY CAN OR CANNOT DO? Does anyone actually believe that an elected official should not assist residents who ask for assistance?
6. No resident, not one, criticized the business in any way or maligned Ms. Antine for having sought this location. Their argument was not with Health Barn USA; it is with the proposed presence of any business in their quiet residential neighborhood.
7. In summary, Mayor Aronsohn, Deputy Mayor Pucciarelli, and Councilwoman Hauck all indicated that with some minor adjustments to satisfy the NJ-DEP, they will be looking forward to welcoming this wonderful new business, thereby completely ignoring the impassioned pleas of these residents.
So, are the Habernickel Park neighbors getting the shaft just like the Schedler Park residents? Sure looks like it. Once again, the Council Majority is running a steam roller right over the taxpayers.
The portion of U.S. homebuyers making their first residential purchase fell for a third straight year, and is now at the lowest level since 1987.
The share of first-time buyers dropped to 32 percent from 33 percent last year, according to a National Association of Realtors survey that covered transactions in the 12 months through June. That’s below the long-term average of almost 40 percent, the group said in its report, released Thursday.
Rising home prices are holding back many young would-be buyers who can’t easily save for a down payment because of student-loan burdens and soaring apartment rents. The median amount of student debt for all buyers was $25,000, according to the survey. And the prices of the least-expensive previously owned homes — those most likely to be bought by first-time buyers — are rising faster than those of costlier residences.
“It’s just a lack of affordable homes, especially in the starter range,” Lawrence Yun, chief economist at the National Association of Realtors, said in a telephone interview. “At a time when housing wealth is growing, we have fewer people participating in this recovery, and that worsens wealth inequality in the U.S.”
The typical first-time buyer was 31 years old and purchased a 1,620-square-foot (150-square-meter) home costing $170,000, while repeat buyers were more than two decades older and bought a median 2,020-square-foot house costing $246,400.
Rep. Garrett Says Freddie Mac’s Third Quarter Losses is back to business as usual
Nov 3, 2015
the staff of the Ridgewood blog
WASHINGTON, D.C. – Rep. Scott Garrett, Chairman of the Financial Services Subcommittee on Capital Markets and Government-Sponsored Enterprises, issued the following statement after Freddie Mac posted a third quarter loss of nearly half a billion dollars:
“We’re back to business as usual at mortgage giant Freddie Mac. Its third quarter losses are a harsh reminder of the not so distant past where its monumental failures cost hardworking American taxpayers untold billions of dollars. It’s not fair to expose American families to Fannie and Freddie’s liabilities, and it’s not fair to reward executives at these government-sponsored enterprises with huge salaries while taxpayers are on the hook for more bailouts. We need to stop the bailouts and limit executive pay as long as Fannie and Freddie’s misguided leadership continues to cost Americans money.”

THE RECORD
What do you do with a big, isolated office building that no one wants anymore?
It’s a question being asked around New Jersey as giant office parks — built along highways when the suburbs boomed in the second half of the 20th century — sit empty or half-empty while corporations shrink their footprints and younger workers look for a more urban, transit-friendly buzz.
In northern Bergen County, for example, A&P, Mercedes-Benz USA, Hertz and Pearson have left or soon will leave offices built in the 1970s and 1980s, when corporations headed out of the cities for greener suburbs.
“There was a whole movement toward beautiful, idyllic campuses, but the workforce today wants to be in an urban hub,” said Andrew Merin, vice chairman with Cushman & Wakefield, a real estate firm with offices in East Rutherford.
As a result, “each of these properties is going to have to invent its own future,” said James Hughes, dean of the Edward J. Bloustein School of Planning and Public Policy at Rutgers.
Some of these properties are destined for the wrecking ball — including the former Pearson building in Upper Saddle River, owned by Mack-Cali, New Jersey’s largest office landlord, which is fighting to build housing on the site.
Others will be redeveloped. The most striking example is the ambitious, multimillion-dollar renovation of the old Bell Labs in Holmdel into Bell Works, a mixed-use property that aims to turn the landmark building’s giant atrium into an indoor Main Street with an “urban” vibe.
Whatever their fates, it’s clear that many of the state’s large, 30- or 40-year-old buildings will no longer function as home to a single corporate user. And, experts say, municipal officials who depended on those corporations — and their big property-tax payments — need to make another plan.

THE RECORD
A busy open house can be a real estate agent’s dream. But for some people who turned out for two open houses at a majestic Victorian home in Midland Park, it wasn’t the prospect of buying the home that piqued their curiosity.
Instead, they were there as ghost hunters.
As Halloween approaches, real estate agents say rumors of ghosts can attract the curious but also scare off prospective buyers and silence owners, who are trying to sell their home or tamp down rumors about their house. But in other cases, an opportunity to rub elbows with a ghost can be a draw (think “The Amityville Horror”).
Over the years, Internet lore had grown about the Midland Park home, with rumors of apparitions, including those of a former owner and a cat. Stories about the home, known as the Crayhay Mansion, abound with tales of the uninvited. It’s unclear how or when the accounts began. What is clear is that neither previous nor current owners want to talk about them, as was the case for several of North Jersey’s alleged “haunted” properties.
The Crayhay Mansion, which sold in August, had been on the market since April 2014. The home, built in 1864, had an urban myth, which the sellers knew about when they moved in, said Patti Crawford of Keller Williams Village Square Realty in Ridgewood, a co-listing agent on the house. Curiosity seekers drawn to the open houses would head for the third floor of the house, where the cat is rumored to appear, but would leave “a little disappointed,” Crawford said.
The sellers had bought the home in 2006 for $955,000 and said they never experienced anything unusual in the house, said Nena Colligan, the home’s other co-listing agent. The house’s price was reduced several times before it was sold in August at $710,000.
