Affordable housing contentious Issue in Bergen County

Ridgewood Nj, Ridgewood is not the only town have both concerns and difficulties with the both the placement and quantity of court mandated affordable housing in the Village. The ongoing battle over how much court-ordered housing should be built in each municipality has grown particularly contentious in Bergen County, where the main issue is: Where does it go ?

While housing advocates, developers and even some local officials like our council majority in Ridgewood have what they think is an answer ; sites of all those aged, often vacant storefronts and corporate buildings that didn’t make it. Developers often call these “stranded assets”.

The answer in Ridgewood is derelict sites in the Central Business District that can hold multi purpose development . This site the old “Town Garage” , Brogan  and Ken smith as well as 599 South Maple offer developers and opportunity to meet affordable housing requirements along with other development needs .

While hundreds of municipalities are in court fighting proposed housing quotas which officials claim ignore the realities of the housing market and the pressing lack of vacant land as well as the quality of life and character of the town effected.

Gas prices in North Jersey Continue to Surge

Ridgewood Nj, after bottoming out in February gas prices have continued to raise with the arrival of spring. The average price of regular gasoline per gallon in the Bergen-Passaic market rose 2 cents Friday to $1.81, according to data from the daily fuel gauge report by the American Automobile Association or  AAA. The data also showed the average has surged  in recent weeks: one week ago the average was $1.73, and a month prior it was $1.58.

Prices historically start to rise in the springtime, when the refining industry transitions from winter heating oil  to summer gasoline and just ahead of the traditional summer driving season.

Tom Kloza, co-founder of Oil Price Information Service in Wall Township, said in a tweet on Thursday that the average price of gasoline in the United States rose above $2 per gallon for the first time since Dec. 31. He also predicted that the average would continue to creep higher in the next five months.

In New Jersey gas is still a bargain . By Friday, the national average for regular gasoline was $2.03, compared with New Jersey’s average of $1.81. Though the state average is significantly lower than the national rate, gas prices at both levels appear to rise and fall at a parallel rate. Both averages bottomed out in February – the national average at slightly below $1.73, and the state average near $1.63 – and have been steadily rising since.

Though the Bergen-Passaic average for regular gasoline was $1.81 on Friday, retail pumps offered gas at a wide range of prices.

According to GasBuddy.com, an online source for gasoline data, the lowest reported price in the Bergen-Passaic market on Friday was at a Power Fuel station in Woodland Park that sold regular gasoline for $1.57 a gallon. On the higher end, a Lukoil station in Wyckoff sold gas for $2.59, the highest in the state, according to GasBuddy.com.

Though gas prices are on the rise, AAA data showed that prices Friday were still significantly lower from one year ago, when the regular price of gasoline in the Bergen-Passaic market averaged $2.19. Last year’s average is still well below the highest recorded average of $4 a gallon on July 6, 2008.

Battle is brewing over law enforcement salaries in Bergen County

A battle is brewing in Bergen County over law enforcement salaries, with a police union claiming that its contract was violated when a controversial plan to combine the Sheriff’s Office and County Police was enacted.

The gambit, if successful, could lead to higher raises and back pay for its members.

At stake is a chunk of the $3 million that County Executive James Tedesco says has been saved thus far by folding the county force into the Sheriff’s Office last year.

At issue is a clause in the current agreement between PBA Local 49 and the county — a so-called “poison pill” — which calls for the contract to revert to earlier terms if the county police are merged into the Sheriff’s Office.

In recent weeks the union, which represents the former County Police, filed three grievances that were released following an Open Public Records request: one of them saying officers had been merged and earlier salary provisions should be activated.

The county says the grievance is without merit, maintaining that there has been a “realignment” of services. The former Bergen County Police Department now operates as the Bureau of Police Services under the Sheriff’s Office. Tedesco noted in a statement that the department remains “a distinct operating unit, which now reports to the Bergen County sheriff rather than the county executive.”

Tap water at risk closer to home; many pipes in North Jersey made of lead

Some parts of North Jersey are a lot like Flint, Mich.: old, industrial and poor, with many people living in houses built before World War II, drinking tap water that streams through pipes and fixtures made of lead.

Flint’s belated discovery of dangerously high levels of lead in tap water prompted a health emergency that has made national headlines. Lead in water has long been a problem in North Jersey and elsewhere, but aside from precautions utilities take to guard the water, they most often urge people to live with it by flushing their lines.

That may be changing. The U.S. Environmental Protection Agency is considering requiring the removal of lead service lines — the pipes that deliver drinking water leading into peoples’ homes. The lines are considered the main culprit in depositing lead sediment in the drinking glass.

Removing these old lead lines and replacing them with copper or plastic was one of the recommendations made by the National Drinking Water Advisory Council to the EPA in December. The council has also recommended expanding lead testing to include a broader cross-section of homes.

Now it’s up to the environmental agency, which is fashioning a new lead and copper rule, with an eye toward adoption by 2018.

Lynn Thorp, the national campaigns director for Clean Water Action, said removing service lines is expensive and complicated. But it’s the surest way to keep drinking water safe from lead, she said.

“If there’s no safe level of lead, and our efforts to control and monitor lead in the water will never be perfect, then there’s only one solution,” she said. “And that’s to get the lead out of contact with the drinking water.”

Flint plans to remove all 15,000 of its lead service lines, estimated to cost $55 million. But as a poor city, it needs to find a funding source and is looking for help from both Congress and the Michigan state legislature.

Service lines connect the home to the water main at the curb and generally are the homeowners’ responsibility. In structures that were built before 1940, these pipes were made of lead. Since then, these service lines have been made of copper or plastic, but in many older neighborhoods, the lead lines are still being used.

United Water, which serves much of Bergen County, estimates there are 9,500 lead service lines still in use, about 5 percent of the utility’s 202,000 customers.

Ridgewood Nj, The fact is a BCIA garage is a county owned and operated parking garage , that is paid for by Village of Ridgewood taxpayers .The Village gives up all control of the garage and Village residents have no priority.

From the Bergen Record October 13th, 2014 , “The village has been in talks with the Bergen County Improvement Authority (BCIA) for more than a year about a partnership that would ideally result in the county building a 450-space parking garage at the site of the Hudson Street lot, where there are currently only a couple dozen 12-hour metered parking spots.

The county would own and operate the garage, which the village would pay for over the course of 20-30 years from the revenue from the garage.

HACKENSACK — Bergen County Executive James Tedesco on Tuesday delivered his state of the county address, using the annual recounting of his administration’s accomplishments and plans to signal that the 2016 budget cycle will be tougher than its predecessor and that a tax increase is possible for 2016.

Employee health-care cost increases of $12 million and $3.4 million more for debt service on the largest construction project in county history will drive decisions on how to maintain services that Tedesco praised in his hour-long speech to a crowd of more than 100 mostly county employees and political office holders at the Bergen County Administration Building.

The combined $15.4 million increase for those two items alone is more than two thirds of the $22.6 million spending hike in the 2015 budget, which resulted in a 4.3 percent tax increase for property owners. Last year’s county budget totaled $530 million.

Please remove BCIA funding for Ridgewood garage from 2/24 meeting agenda

To the Bergen County Freeholders:

As you may be aware, many Ridgewood residents are opposed to bonding a parking garage in our Central Business District through the county.

A petition has been circulating widely around town to make this issue a referendum on the ballot of the May 10, 2016, election.

A large number of signatures has been obtained. These will be counted and validated shortly–but not bytomorrow.

We urge the Freeholders to refrain from acting on this matter until the referendum issue has been determined. We wish to handle our own project with internal funding.

Should a judge allow the referendum, any decision that you might make tomorrow would be nullified, and you would have wasted your time.

As a Ridgewood resident for 44 years and counting, I want only the best for my town. Self-funding of the parking garage would be far preferable to bringing in the county. I am also concerned about possible ramifications in the future.

Please consider removing from tomorrow’s meeting agenda the item regarding Ridgewood parking garage bond funding.

The Village of Ridgewood the Largest Municipal Government in Bergen County

Ridgewood NJ, While we looked away village expenses are now up 181%. We also now have the largest municipal government in Bergen County .  Our village manager has hired a director of finance, a director of human resources and there are other hirings of part-time employees to fill in positions. Our village manager has not only a secretary but a full-time assistant. Some of the other positions also have assistants. Things must be good. We should expect a major tax increase down the line.

Future’s on the line for Bergen Regional Medical Center

With a year to go before the contract with the operators of Bergen Regional Medical Center expires, county officials are weighing several options for the institution. That decision will affect tens of thousands of patients, renew scrutiny of the for-profit company that runs the hospital, and affect regional health care for decades.

The 19-year contract between the company that runs the Paramus hospital, Bergen Regional Medical Center LP, and the Bergen County Improvement Authority, is set to expire in March 2017.

Lawmakers, several county officials and others say it’s time for a change.

Critics complain the agreement has shortchanged patients and taxpayers and allowed a for-profit company to skirt millions in repairs while reaping substantial profits from the county-owned hospital.

“This was never a good deal for the people of Bergen County,” said state Sen. Loretta Weinberg, D-Teaneck.

There’s much more at stake than drafting a new agreement.

Experts say it’s essential to preserve Bergen Regional — a linchpin in New Jersey’s fragile mental health system as more psychiatric facilities close and other hospitals cut or eliminate unprofitable mental health units. The hospital’s services are needed more than ever for seniors, addicts and even children.

“Although it’s a county facility, Bergen Regional is crucial to the entire state mental health system,” said Phil Lubitz, associate director of the National Alliance on Mental Health of New Jersey.

In the next several months, county officials will consider fundamental questions: Should the hospital continue providing psychiatric, long-term and acute services? Is it wise to have a for-profit operator continue to manage the county’s facility? Are staffing and equipment adequate? Should Bergen County invest capital in a hospital that serves so many patients who don’t live in the county?

BCIA Financing Gives County position of power over the Village of Ridgewood decisions

Ridgewood Nj, If you read the Ridgewood Chamber of Commerce’s ad in TRN, one of the big bullet points is that the bond would not count against Ridgewood’s bond rating. This is horrible for several reasons: 1) It’s similar to a child using their parent’s credit card. That lets the child run up more credit on their own. 2) The BCIA has a position of power over the Village’s decisions 3) The bonding through the BCIA is a political nod to Aronsohn’s Democrat buddies for future personal political advancement. 4) The actual cost to own the building outright is significantly higher. This deal stinks to the high heavens. Mr. Vagianos, please go back to being a restaurateur and serve all the people – not just the ones who’ll build you a garage a block from your business.
