New Brunswick NJ, the U.S. Department of Education has found that Rutgers University likely failed to adequately protect Jewish, Israeli, and pro-Palestinian students from hostile environments following Hamas’ attack on Oct. 7, 2023, and the subsequent war in Gaza. This conclusion was outlined in a Title VI resolution agreement between Rutgers and the Department of Education.

What Is the Title VI Agreement?

The agreement mandates that Rutgers review its anti-discrimination policies to ensure compliance with federal standards. This resolution is part of a larger wave of Title VI cases related to allegations of antisemitism on U.S. campuses, with the Biden administration addressing dozens of such cases in 2023.

Investigative Findings at Rutgers

Federal investigators reviewed more than 400 cases of alleged hostile environments during the 2023–24 academic year. Notably:

  • Antisemitic Allegations: These included threats against members of the Jewish fraternity AEPi, egging incidents, and reports of a professor supporting Hamas on social media.
  • Anti-Palestinian Allegations: Incidents included the doxxing of pro-Palestinian students by a Jewish law student group and the removal of a Palestinian memorial by university staff.

Investigators criticized Rutgers leadership for failing to evaluate whether these incidents created a broader hostile environment and for addressing reports individually rather than examining their cumulative impact.

Rutgers’ Commitment to Change

As part of the agreement, Rutgers committed to:

  1. Title VI Training: Additional training for staff and campus police.
  2. Policy Review: Analyzing student conduct violations from the previous year.
  3. Campus Climate Initiatives: Conducting listening sessions and developing a campus climate assessment.

Rutgers President Jonathan Holloway, who has faced criticism for his handling of antisemitism on campus, plans to step down at the end of the academic year. Congress has also launched an investigation into the university’s response to campus hostility.

Rutgers’ Diverse Student Body

Rutgers’ New Brunswick campus is home to the second-largest Jewish student population among public U.S. universities, with over 6,400 Jewish undergraduates, according to Hillel International. This highlights the importance of fostering an inclusive and safe environment for all students.

Looking Ahead

With additional measures being implemented, Rutgers aims to address these challenges and create a more supportive campus for students of all backgrounds.
