3-20, Decorum, the Village Council meetings shall be conducted in the following manner:
Manner of Addressing Council
Persons other than Councilmembers may be permitted to address the Council in the proper order of business. A person present may, upon recognition by the Chair, be heard either upon ordinances upon second reading or at the time of petitions and oral communications from the public and at such other times as the Council may, by majority vote of those present, specifically permit. No person shall address any remark or question to any specific Councilmember, nor shall any person be permitted to address the Chair while a motion is pending. A Councilmember may, through the Chair, respond to any communication or address received pursuant to this section.
Decorum
Any person who shall disturb the peace of the Council, make impertinent or slanderous remarks or conduct himself in a boisterous manner while addressing the Council shall be forthwith barred by the presiding officer from further audience before the Council, except that if the speaker shall submit to proper order under these rules, permission for him to continue may be granted by a majority vote of the Council.

Like to know what the amended new wording is for the Smart Controllers so the ‘entitled ones’ obey.

How about a new definition of smart.. Allow residents to put manual sprinklers out as necessary any day. Its not fair to those of us that the lazy ones with the sprinkler systems drain the tank

Public Hearing on Smart Controllers Ordinances to be continued to next public council meeting … to get a definitive answer, explanation before taking a vote.
Last month, heard the water dept. say was going to “CODIFY” the use of smart controllers to be the Same as automatic irrigation systems and change the time of use to 3 am to 6 or 7am and ALL auto systems to water on the set 2 day allowances & times only! so that enforcement would be able to be done. Since owners of smart controllers were over riding systems and manually turning them on evenings when they weren’t supposed to if on “their honor”.
Comment from public pointed out the way ordinance is written, smart controllers could still water 7 days a week! and asked what is the point of that, how can they make enforcement . Also pointed out that smart controllers can be set a certain time just like automatic systems.
(Hint — more water they use, more $$money town makes!)
A council person stated, smart controllers are to work the way they’re meant to.
What a joke!
Again, to the mayor and council, you guys are in charge to make sure things are getting done. Again, we are requesting all village vehicles to be lettered and numbered, unless they are unmarked vehicles for the police department .

I think they should have a real big jar sitting on the counter when you walk into the lobby of Village Whole. So everyone can write the grievances down on a piece of paper and put inside the jar. And then the mayor and council when they get time Open it up once a month and read what’s on peoples minds. Just for the shit of it. Why not right. We need some more amusement. I can’t wait for the next council meeting. I have a big bag of popcorn and pretzels and a six pack it’s going to be great .
