Trump team seeks agency records on border barriers, surveillance

In a wide-ranging request for documents and analysis, President-elect Donald Trump’s transition team asked the Department of Homeland Security last month to assess all assets available for border wall and barrier construction.

The team also asked about the department’s capacity for expanding immigrant detention and about an aerial surveillance program that was scaled back by the Obama administration but remains popular with immigration hardliners. And it asked whether federal workers have altered biographic information kept by the department about immigrants out of concern for their civil liberties.

The requests were made in a Dec. 5 meeting between Trump’s transition team and Department of Homeland Security officials, according to an internal agency memo reviewed by Reuters. The document offers a glimpse into the president-elect’s strategy for securing the U.S. borders and reversing polices put in place by the Obama administration.

Trump’s transition team did not comment in response to Reuters inquiries. A spokeswoman for the Department of Homeland Security and U.S. Customs and Border Protection declined to comment.

In response to the transition team request, U.S. Customs and Border Protection staffers identified more than 400 miles along the U.S.-Mexico border, and about the same distance along the U.S.-Canada border, where new fencing could be erected, according to a document seen by Reuters.

Reuters could not determine whether the Trump team is considering a northern border barrier. During the campaign, Trump pledged to build a wall and expand fencing on parts of the U.S.-Mexico border but said he sees no need to build a wall on the border with Canada.

One program the transition team asked about, according to the email summary, was Operation Phalanx, an aerial surveillance program that authorizes 1,200 Army National Guard airmen to monitor the southern border for drug trafficking and illegal migration.

The program once deployed 6,000 airmen under President George W. Bush but was downsized by Barack Obama, a move blasted by some conservatives who argue the surveillance is vital to border security.

President-Elect Donald J. Trump Nominates Former Reagan Advisor Robert Lighthizer as United States Trade Representative

Ridgewood NJ,  President-elect Donald J. Trump today announced that he intends to nominate Robert Lighthizer as U.S. Trade Representative.

Ambassador Lighthizer served under President Ronald Reagan as Deputy United States Trade Representative, playing a major role in developing trade policy for the Reagan Administration and negotiating roughly two dozen bilateral international agreements on a variety of topics from steel to grain. These agreements were uniformly tough and frequently resulted in significant reductions in the shipment of unfairly traded imports into the United States.

In his new role, Ambassador Lighthizer will work in close coordination with Secretary of Commerce-designate Wilbur Ross and Peter Navarro, head of the newly created White House National Trade Council, to develop and implement policies that shrink our trade deficit, expand economic growth, strengthen our manufacturing base and help stop the exodus of jobs from our shores.

“Ambassador Lighthizer is going to do an outstanding job representing the United States as we fight for good trade deals that put the American worker first,” said President-elect Donald J. Trump. “He has extensive experience striking agreements that protect some of the most important sectors of our economy, and has repeatedly fought in the private sector to prevent bad deals from hurting Americans. He will do an amazing job helping turn around the failed trade policies which have robbed so many Americans of prosperity.”

“It is a very high honor to represent our nation and to serve in President-elect Trump’s administration as the U.S. Trade Representative,” said Ambassador Robert Lighthizer. “I am fully committed to President-elect Trump’s mission to level the playing field for American workers and forge better trade policies which will benefit all Americans.”

Ambassador Lighthizer has long been a leader in U.S. trade policy, and has extensive experience in the legislative branch, the executive branch, and the private sector. Aside from his service in the Reagan Administration, he was Chief of Staff of the United States Senate Committee of Finance when Congress passed the Reagan program of tax cuts and spending reductions, and also aided in the passage of legislation which implemented the Tokyo Round of trade negotiations.  He has also represented the United States at meetings of the Organization for Economic Cooperation and Development and meetings related to the General Agreement on Tariffs and Trade (the precursor to the World Trade Organization).

Ambassador Lighthizer headed up the international trade law practice at Skadden, Arps Slate, Meagher and Flom for over three decades. He has represented American manufacturers in many of the largest and most significant trade cases of the last 25 years, such as the steel safeguard case of the early 2000s – the last time any president granted global safeguard relief. He has worked on scores of successful cases that resulted in reducing unfair imports and helping thousands of American workers and numerous businesses.

Ambassador Lighthizer has also been an outspoken commentator on trade issues, giving speeches and writing articles for the New York Times and other publications, as well as providing testimony to key Congressional committees, the U.S. China Economic and Security Review Commission, and other government agencies with responsibility for trade policy. He graduated from Georgetown University and the Georgetown University Law Center.

REPUBLICANS PRIMED FOR PUSH TO DISMANTLE OBAMA’S POLICIES

WASHINGTON (AP) — Members of the 115th Congress will be sworn in at noon Tuesday, setting off an aggressive campaign by Republicans who control the House and Senate to dismantle eight years of President Barack Obama’s Democratic policies.

The first and biggest target is Obama’s signature health care law, which Republicans have long sought to gut and blamed as a primary cause for a lackluster economic recovery. President-elect Donald Trump on Tuesday encouraged a wholesale overhaul of the system, tweeting hours before the new Congress convenes “Obamacare just doesn’t work,” is unaffordable “and, it is lousy health care.”

Majority Republicans also are targeting decades-old programs that millions of Americans rely on every day, such as Social Security and Medicare as they seek to shrink both the size of the federal budget and the bureaucracy in Washington.

“We have a lot to do – and a lot to undo,” House Majority Leader Kevin McCarthy, R-Calif., said in a letter to fellow Republicans.

There were signs of Republican-on-Republican drama even before the new Congress officially opened on Tuesday. House Republicans on Monday night voted to defy their leaders and gut the chamber’s independent ethics panel created in 2008 to probe charges of lawmaker misconduct after several corruption scandals sent members to prison.

What was missing from all of those statements? The word WikiLeaks. It’s very strange.

National Organization Awards YWCA Bergen County Summer Camps Official Endorsement

Ridgewood NJ, YWCA Bergen County’s CEO Helen Archontou announced this week that YWCA Bergen County’s two summer camps, Camp Ma-Kee-Ya at Mahwah’s Darlington County Park and Camp Orinda in Dumont, have received American Camp Association (ACA) Accreditation, the nationally recognized “gold standard,” in camp certification.

According to the ACA, “ACA Accreditation means that your child’s camp cares enough to undergo a thorough (up to 300 standards) review of its operation — from staff qualifications and training to emergency management. American Camp Association collaborates with experts from the American Academy of Pediatrics, the American Red Cross, and other youth-serving agencies to assure that current practices at your child’s camp reflect the most up-to-date, research-based standards in camp operation. The ACA Accreditation is the YW’s latest high-level accolade. 8 New Jersey Law Changes for 2017 that May Impact You

 Ridgewood NJ, the new year ushers in some changes in New Jersey laws that might affect you. From a slight bump in the minimum wage, and an opportunity for adopted people to obtain their original birth certificates. Bergen residents and retirees will be most affected by a phasing out the estate tax and expanding tax deductions on retirement income which help to soften the state’s anti-business and anti-work reputation and may even begin to stem the flight of people out of the state.

The big news for most is the 23-cent per-gallon rise in the gasoline tax that took effect on Nov. 1 to replenish a depleted Transportation Trust Fund, known by some critics as the Transportation Slush Fund.

Here are eight major changes for 2017:

1. Phasing out the estate tax

About 3,500 estates, worth at least $675,000, are subject to the estate tax each year. But starting this month, the state will impose the tax on estates worth $2 million or more. The entire tax would end after Jan. 1, 2018.

2. Expanding the Earned Income Tax Credit

The Earned Income Tax Credit for low-income workers get a boost from 30 percent of the federal level to 35 percent. The expansion will benefit about 600,000 New Jerseyans, who will pocket about $200 more from the tax return, Whiten said.

Eligibility depends on income and number of qualifying children. The income limit is about $14,800 for a single, childless adult, and $53,000 for a married couple with three or more children.

3. Reducing the sales tax

The sales tax will decrease from 7 percent to 6.875 percent on Jan. 1, and then from 6.875 percent to 6.625 percent on Jan. 1, 2018. Legislative leaders said Christie was adamant about enacting a sales tax cut when he agreed to raise the gas tax but it may not be noticed by most consumers unless you are making a major purchase.

4. Expanding tax deduction for retirees

A married couple filing their taxes jointly can currently exclude their first $20,000 in retirement income from state income taxes. But beginning in 2017 and phased in over four years, that amount will ultimately increase to $100,000 for joint filers, $75,000 for individuals and $50,000 for married couples.

5. Tax deduction for veterans

The tax deal introduced a $3,000 tax deduction for veterans. The law defines veterans as those who are “honorable discharged or released under honorable circumstances from active duty in the Armed Forces of the United states, a reserve component thereof, or the National Guard of New Jersey in a federal active duty status.”

6. Opening birth certificates sealed at adoption

The state Health Department will begin fulfilling requests from adopted people to obtain their original birth certificates containing information about their parents.

Birth parents could have requested to have their named blacked-out if they filed a redaction form before Dec. 31. At any time, they may submit a contact preference form stating whether they wish to have no contact with their child, contact through an intermediary, or unfettered contact. Birth parents who request no contact must also must complete a family history form seeking medical, cultural and social history information about the birth parent.

7. Eliminating bail for some non-violent offenders

One in 12 defendants remains in jail because a bail of $2,500 is too high.

Starting in January, fewer people who commit minor offenses will be held on bail and detained. And if a person is held in jail, prosecutors will have 90 days to seek an indictment from a grand jury, and must bring a person to trial with 120 days.

8. Raising the minimum wage, nominally

New Jersey’s minimum wage will go up six cents on Jan. 1 to $8.44 an hour, according to the state Department of Labor and Workforce Development.

It will be New Jerseyans’ first increase since January 2015, when it rose from $8.25 an hour to the current $8.38. The minimum wage did not increase this year because there was no rise in the state’s cost of living.

TEANECK, N. J.—The group gathered around a conference table at Holy Name Medical Center and flipped through binders until they found the music for Chloe Fernandez’s favorite song. Taking deep breaths, they raised their harmonicas to their lips and blew the first notes of Beethoven’s “Ode to Joy.”

Chloe, 9 years old, of Ridgewood, N.J., is one of the youngest participants in the hospital’s “Harmonicare” weekly classes. The year-old program provides free harmonica instruction to people suffering from chronic obstructive pulmonary disease, or COPD, and other lung ailments.

“We don’t judge when somebody messes up,” said Chloe. “It’s supportive.”

The advent of ‘the internet of things’ in which more devices are connected together in a world of ‘smart working’ could in future provide important clues for the police.

Detectives are currently being trained to look for gadgets and white goods which could provide a ‘digital footprint’ of victims or criminals.

Journalists Exposed By WikiLeaks Will Now Cover Trump White House

WikiLeaks’ publication of emails from the Democratic National Committee and Hillary Clinton campaign chair John Podesta revealed the close ties between prominent journalists and the Clinton campaign. Many of those same journalists will now be covering the Trump White House.

CNBC chief political correspondent and New York Times political writer John Harwood demonstrated clear partisanship in his many email exchanges with Podesta.

Harwood told Podesta to “watch out” for Dr. Ben Carson during the Republican primary. “Ben Carson could give you real trouble in a general,” Harwood warned, including video clips of Carson’s political positions.

Get out of jail free, or criminal justice reform?

The criminal justice system is in for a big change in New Jersey on Jan. 1. That’s when  the state will embark on a completely new way of dealing with people charged with crimes, allowing the vast majority to remain free without having to pay bail.

At the same time, new “speedy trial” rules will take effect with the goal of making sure that prisoners who are kept in jail don’t languish there for longer than six months before they’re tried.

The application by Glen Park Village LLC is on the agenda for discussion at the board’s Jan. 4 work session, and the company is scheduled to present its project to the board at its regular meeting on Jan. 12, commencing a new phase in a three-year effort by the developer to build on the property.
