The state’s massive overhaul of the criminal justice system calls for new technologies and more personnel. The counties want to know where the money will come from.
As New Jersey prepares to implement a major overhaul of its criminal justice system in January, county governments will attempt to block the effort, claiming they will be forced to pay millions of dollars for new prosecutors, sheriff’s officers, and capital improvements with no help from the state.
The New Jersey Association of Counties estimates the reforms will cost each county $1 million to $2 million, an unfunded mandate they view as particularly challenging, given the caps passed in 2011 prohibiting governing bodies from raising their tax levies by more than 2 percent. The association, a nonprofit organization that represents all 21 counties in the state, plans to file a complaint on Friday with the New Jersey Council on Local Mandates, which was established in 1996 to consider laws, rules, and regulations that impose unfunded mandates on counties, municipalities, and school districts.

The most vexing difficulty with water system may be where to find the money to fix wasteful problems
Here’s why it will cost billions of dollars to overhaul the state’s aging drinking-water infrastructure:
At least 20 percent of the system is more than 100 years old. Between 20 percent and 30 percent of treated water leaks from the system before it ever gets to the faucet. At least 137 public schools in New Jersey tested positive for lead in at least one drinking-water outlet this year.
No wonder a legislative task force yesterday began delving into what improvements are needed in the system delivering drinking water to customers. The lawmakers heard plenty about the problems, but few answers on where to get the money to solve them.
“The hardest part is where will the money come from,’’ conceded Sen. Linda Greenstein (D-Mercer), co-chair of the Joint Legislative Task Force on Drinking Water Infrastructure.
Do not pin your hopes on the federal government, warned the other co-chair, Assemblyman John McKeon (D-Essex). The federal government has shaved funding for drinking water projects by 75 percent in recent years, he said.

Ridgewood NJ, As previously reported the PSEG planned final paving of W. Glen Ave will be delayed until the Spring due to the late completion of the project and curbing required by Bergen County. W. Glen Ave is a county road and for that reason their regulations must be followed.
A reader pointed out that, “There is no reason why they can’t start the curbing now and finish the paving. If not, then PSE&G should be required to make W Glen safe for the winter by temporarily repaving where necessary. Not only will the Village not be unable to plow the street properly when it snows, it is literally tearing cars apart on daily commutes. Can someone post the address of PSE&G so we may send our car repair bills to them for reimbursement!”

President-elect Donald Trump’s planned nomination of west Michigan philanthropist Betsy DeVos for education secretary has ignited a debate about how the country delivers a high-quality education for every child.
DeVos, 58, supports increasing school choices, which she has called an attempt to “empower” parents to find good schools for their children, whether they be traditional public schools, alternative public academies known as charters, virtual schools or private and religious institutions.
“Betsy DeVos is a brilliant and passionate education advocate,” Trump said Wednesday in a statement. “Under her leadership, we will reform the U.S. education system and break the bureaucracy that is holding our children back so that we can deliver world-class education and school choice to all families.”

Amazon has a growing role in the U.S. economy that extends far beyond its retail business,according to a new report.
“Behind the packages on the doorstep, and behind the inviting interface and seamless service that has consistently put the company at the top of corporate reputation rankings, Amazon has quietly positioned itself at the center of a growing share of our daily activities and transactions , extending its tentacles across our economy, and with it, our lives,” says the report by the Institute for Local Self-Reliance.
According to ISLR:
Today, half of all U.S. households are subscribed to the membership program Amazon Prime, half of all online shopping searches start directly on Amazon, and Amazon captures nearly one in every two dollars that Americans spend online. Amazon sells more books, toys, and by next year, apparel and consumer electronics than any retailer online or off, and is investing heavily in its grocery business.
As a retailer, its market power now rivals or exceeds that of Walmart, and it stands only to grow: Within five years, one-fifth of the U.S.’s $3.6 trillion retail market will have shifted online, and Amazon is on track to capture two-thirds of that share.
And the numbers grow with every new product and sales event.
Black Friday weekend was Amazon’s best-ever, according to the company.

Looking for the perfect tree this year? The Ridgewood YMCA’s annual Christmas Tree lot will open at 6pm on Friday, November 25 with a selection of Fraser trees in sizes to fit any home.
All proceeds from tree sales benefit the Ridgewood YMCA Good Works Programs.
Through its Good Works Programs, the Ridgewood Y addresses community needs and strives to serve everyone, regardless of ability to pay. “Buying a tree from the Y is a great way to make a difference in the community and get a wonderful tree at the same time”, says Gary Imhoff, Marketing and Membership Director at the Y.
The Christmas tree lot also sells wreaths, roping and other holiday items.

N.J. relaxes rule barring convicted drug users from getting welfare

TRENTON — A drug possession conviction is no longer a barrier to receiving welfare benefits in New Jersey under a compromise bill Gov. Chris Christie signed into law Wednesday.
Childless adults who undergo outpatient drug treatment may qualify for public assistance, despite a conviction for drug possession in their backgrounds. Previously, inpatient treatment was the requirement.
The bill’s sponsors say the old restrictions inhibited a person’s ability to become self-sufficient. The legislation is among others aimed at reducing poverty in the state, which has remained stubbornly high in the post-recession era.
“It can be tremendously hard to turn one’s life around after a drug conviction because of all the doors that close in their face due to legal constraints, especially for those who don’t have family or friends to rely on for assistance,” said state Assemblywoman Liz Muoio (D-Mercer), one of the bill’s prime sponsors. “Financial assistance, job training, and education — all of these things provide hope and a chance at a new start.”
