Classified ad websites, such as Craigslist, can be an easy and convenient way to buy and sell goods. Once a purchase is agreed upon, however, the parties typically have to meet to finish the transaction. That is where the deals can get tricky or even dangerous.

When Park Ridge resident Jodie Delehanty put an ad on Craigslist recently to sell her car, she received a response right away.

“The guy was very interested,” Delehanty said. “I thought it was weird that it was so quick, but it ended up being legit.”

Just in case, though, Delehanty and her husband completed the transaction in an online shopping “safe zone” in the parking lot of the Hillsdale Police Department.

The Hillsdale SafeTrade Station — in the department’s lobby and back parking lot — is one of many safe zones being created by police departments and communities around the country so people can complete transactions with strangers after buying or selling something online. People do not need to be a resident of the town.

Judge affirms Bergen schools’ right to withhold full security-drill reports from NBC-TV

A state Superior Court judge has ruled that a dozen Bergen County school districts were within their rights to redact details of their school security drills before turning drill records over to a TV station probing alleged irregularities.

Superior Court Judge Robert P. Contillo wrote in the decision that the safety and security concerns voiced by the districts outweighed plaintiff WNBC-TV’s interest in receiving un-redacted records. The redactions, he wrote, which varied district-to-district but generally blacked out the date, time, and length of the drills, were “necessary to protect defendants’ interest in maintaining the safety and integrity of the school community.”

“Any other result would risk this information falling into the wrong hands and being of use in an effort to cause harm,” he wrote.

Donald Doherty, attorney for plaintiff WNBC-TV, was disappointed by the June 4 ruling, which he said didn’t make sense given that other districts freely gave the network the information.

“If it was such a security risk, you’d have thought everybody would have thought [so],” he said. “But I’m not the judge.”

Doherty said he doesn’t plan to appeal the decision, but that that “doesn’t mean we think the judge is right.”

Named in the station’s Feb. 20 suit were the boards of education in Allendale, Bergenfield, Englewood Cliffs, Hillsdale, Oakland, Old Tappan, Ramapo-Indian Hills, Ramsey, River Vale, and Tenafly, as well as the Bergen County Technical and Special Services districts. Also named were those districts’ business administrators, who serve as public records custodians.

Drug overdose deaths soar to double the number of N.J. road fatalities in 2014

Drug overdoses from illicit and prescription drugs claimed twice as many lives statewide in 2014 as auto crashes, becoming the leading cause of accidental death in New Jersey, according to a national report and state data released Wednesday.

In Bergen County, heroin overdoses rose sharply, one of the most dramatic increases in New Jersey last year, according to data provided by the state Medical Examiner’s Office.

But there are signs that in North Jersey that trend may be reversing, as more first responders are using the rescue drug Narcan to save people in the throes of an overdose. So far this year, the drug has been used 60 times, resulting in far fewer deaths, said Bergen County Prosecutor John L. Molinelli. Since Narcan was approved for use in 2014, more than 45 towns across North Jersey have deployed it to stop overdoses. The drug, which can reverse an overdose in as little as two minutes, is injected or inhaled.

Last month, Cliffside Park police responded to a call at a Day Avenue home and found a 34-year-old Fairview man lying on his back, a potential overdose victim. They administered two doses of the rescue drug in the form of a nasal spray and took the patient to Palisades Medical Center in North Bergen. Other saves occurred in Hillsdale, Lodi, Oakland and Ramsey in recent weeks.

The results have been a reduction in deaths so far this year, with 11 people dying of heroin overdoses, compared with 42 who died all of last year in Bergen County, according to Molinelli, who has organized task forces to rein in the heroin trade in North Jersey.

“All the community outreach being done by addictive service groups, parent and school organizations and law enforcement has been substantial,” Molinelli said.

The Founders’ Model of Welfare Actually Reduced Poverty

Which approach to welfare policy is better for the poor: that of the Founders or that of today’s welfare state?

The more we spend on the poor, the harder it seems for them to attain decent, productive lives in loving families. The federal government has spent $22 trillion on anti-poverty programs since the beginning of the War on Poverty in 1965, but the poverty rate is nearly the same today as in 1969, fluctuating between roughly 11 and 15 percent over that time period.

As I argue in a new essay on “Poverty and Welfare in the American Founding,” these results are bound to continue unless we rethink welfare policy from the perspective of our Founders. Neither the contemporary left nor right in America properly understands their approach.

The left often claims the Founders were indifferent to the poor—suggesting that New Deal America ended callousness and indifference. Indeed, high school and college textbooks frequently espouse this narrative. Many on the right think the Founders advocated only for charitable donations as the means of poverty relief.

Neither is correct. America always has had laws providing for the poor. The real difference between the Founders’ welfare policies and today’s is over how, not whether, government should help those in need.

The Founders

Thomas Jefferson and Benjamin Franklin believed government has an obligation to help the poor. Both thought welfare policies should support children, the disabled, widows and others who could not work. But any aid policy, they insisted, would include work-requirements for the able-bodied.

Rather than making welfare a generational inheritance, Franklin thought it should assist the poor in overcoming poverty as expediently as possible: “I am for doing good to the poor.…I think the best way of doing good to the poor, is not making them easy in poverty, but leading or driving them out of it.”

Moreover, local, rather than federal, officials administered this welfare, since they were more likely to know the particular needs of recipients and could distinguish between the deserving poor (the disabled and involuntarily unemployed) and the undeserving poor (those capable of work but preferring not to).

The Founders sought to provide aid in a way that would help the deserving poor but minimize incentives for recipients to act irresponsibly. They wanted to protect the rights of taxpayers by preventing corruption and abuses in welfare aid.

Above all, the Founders saw the family and life-long marriage as the primary means of support for everyone, rich and poor alike.

Modern Welfare

By the mid-20th century, intellectual opinion began to peel away the stigma attached to the behavioral aspects of poverty, and progressive politicians increased the benefits and number of welfare recipients.

During the New Deal, despite major expansions of welfare programs, the Founders’ approach remained intact at least to this extent: These programs still distinguished between the deserving and undeserving poor—a distinction based on moral conduct.

Until the mid-1960s, free markets, secure property rights, strong family policy and minimal taxation and regulation supported a culture of work and entrepreneurship. But through the rise of modern liberalism’s redefinition of rights and justice, welfare was officially reconceived as a right that could be demanded by anyone in need, regardless of conduct or circumstances.

Among the most destructive features of the post-1965 welfare regime has been its unintentional dismantling of the family. By making welfare wages higher than working wages, the government essentially replaced fathers with a government check. The state became many families’ primary provider.

Even more perverse, for many single mothers, marrying a working man may actually be a financial burden rather than a support because the marriage can diminish government benefits.

Though modern welfare programs grant more benefits to a greater number of individuals than the Founders ever fathomed, the Founders’ approach to welfare policy was effective in providing for the minimal needs of the poor and dramatically reducing poverty over time. Based on today’s living standards, the poverty rate fell from something like 90 percent in the Founding era to 12 percent by 1969.

If the goal of welfare is to provide for those in need while respecting the rights of all, Americans would do well to ponder the Founders’ outlook on welfare as a limited system, concerned with helping the poor who truly are in need and encouraging those who are able to work to leave their poverty behind as soon as possible.

Rep. Scott Garrett Announces 2015 Congressional Art Competition Winners

NEWTON, NJ – Rep. Scott Garrett (NJ-05) announced the winners of the 2015 Congressional Art Competition.  This year’s top honor went to Norwood resident and Academy of the Holy Angels student Na Young Lee for her piece, “Crammed.”  This year’s competition featured 95 student entries and was hosted at Sussex County Community College in Newton. Meagan Khoury and Sherry Fitzgerald, both of Sussex County Community College, judged the competition.  The winners were announced at a ceremony on Saturday, May 16th.

“Congratulations to the winners and participants of the 2015 Congressional Art Competition,” said Garrett.  “I am amazed at the quality of work produced by these students.  Each student should be very proud of their efforts, and I want to thank their parents and teachers for encouraging and cultivating such exceptional talent.”

The Congressional Art Competition is an annual event held in congressional districts across the country.  The first place winner from each congressional district will have his or her artwork displayed for one year in the U.S. Capitol alongside winning artwork from other high school students across the country.  The second, third, and fourth place winners will have their submissions displayed in Congressman Garrett’s Glen Rock, Newton, and Washington, D.C. offices.  Click here for more information about the nation-wide contest.

The blue-eyed, inspirational Ridgewood boxer, who more and more people have come to know and admire through the lens of two Pascack Valley residents’ multi-award winning documentary film “To Be Strong,” continues to do just that. And not to mention, fighting for his life.

In another effort to aid in the search for a matching bone marrow donor for 23-year-old Anthony Daniels, who is battling Hodgkin lymphoma for the third time, Delete Blood Cancer DKMS will hold a drive for him, and other patients with similar cancers in need of a life-saving donor, on Saturday, April 18 at Hillsdale’s Veterans Park from 10 a.m. to 4 p.m.

Daniels was diagnosed with Hodgkin lymphoma — a type of blood cancer that can compromise one’s ability to fight infection — in 2011 when he was just 20 years old. While genetics, age, and certain viral infections can play a role in developing the disease, the cause is unknown. Since his diagnosis, Daniels beat the disease twice before, but it returned a third time in August 2013. He has since been in search of a bone marrow donor to replace his current marrow, which is diseased from hundreds of hours of chemotherapy and radiation treatments that he underwent in the past four years.

With any luck, that miracle will come April 18, when another donor drive will be held in Hillsdale, aimed at finding possible matches for the 23-year-old Ridgewood man, who has been battling an aggressive form of Hodgkin’s lymphoma for several years.

The drive is being organized by Delete Blood Cancer — the U.S. unit of the German Bone Marrow Donor Center.

During the drive, which runs from 10 a.m. to 4 p.m. at Hillsdale’s Veterans Park, healthy people ages 18 to 44 will undergo a cheek swab. Volunteers must be willing to donate to any patient.

A match could mean a lifesaving bone marrow stem cell transplant for Daniels, a former Fordham University business student and onetime Ridgewood High School hockey player who was 20 when he was diagnosed with the immune system cancer.

A number of drives were held last year to help find Daniels a donor. His search for a match continues, since less than 1 percent of the population has his same DNA markers.

Inexplicably, Daniels’ two brothers are a match for each other but not for him.

A Bergen County task force has solved more than 40 burglaries in Bergen and Monmouth counties after a six-month investigation, according to the Bergen County Prosecutor’s Office.

Authorities said three different groups of suspects are responsible for the crimes. Five men were arrested in February and officials recovered hundreds of suspected stolen proceeds, including guns, jewelry, electronics, collectables, antique coins, cellphones and a safe.

“This is one of the largest recoveries of stolen proceeds in recent years,” Prosecutor John L. Molinelli said in a news release.

So far, the men have been linked to 42 residential burglaries, including ones in Allendale, Englewood, Franklin Lakes, Fairfield, Fair Lawn, Hillsdale, Mahwah, Nutley, Oakland, Oceanport, Old Tappan, Parsippany, Pearl River, N.Y., Ridgewood, River Edge, Saddle River, Upper Saddle River, Tinton Falls, Totowa, Verona, Waldwick, Washington Township and Woodcliff Lake.

More charges are anticipated as detectives try to find the owners of the recovered items, the release said.

* How it began: Marcelo Czernizer is no stranger to the Ridgewood restaurant scene. In addition to having owned The Stable, Finca’s prior incarnation, the Hillsdale resident owns Cravings Tapas Bistro, which is just across the railroad tracks on Wilsey Square. He closed The Stable in October and remodeled for three months before reopening two weeks ago as Finca, which means “estate” in Spanish.

For Finca, Czernizer jettisoned The Stable’s rodizio-style menu in favor of a selection of small-plate “global tapas,” which run the gamut from crab cakes and charred octopus to skirt steaks and shrimp tempura.

The two restaurants are differentiated by their size (Cravings has about 60 seats; Finca more than 100) and their décor (Cravings is modern and upbeat; Finca a calmer, statelier spot).

It looks like a scene from Google headquarters. A group of young inventors darts around the room, tackling a new experiment each week: build a flying machine, print a 3D object, design a new instrument, make an explosion with Popsicle sticks. The energetic buzz is punctuated by the occasional exclamation, “That’s so cool!”

But this is no Google headquarters. This is the Hillsdale Public Library, and its dedication to hands-on collaborative learning exemplifies a movement by libraries nationwide to redefine themselves in the digital age.

“Rather than it being a solitary place to come on your own, we’re seeing it now as a place for people to come together and share their expertise,” said Dave Franz, the library director. While libraries were created to give people access to information, he added, now they are being expanded to include access to tools.

Franz was among the first in the state to dedicate a section of the library to do-it-yourself endeavors — what he calls a “makerspace.” In 2011, he cleared out an unused office — about the size of a walk-in closet — and jampacked it with the most modern, sexiest gadgets he could find: an iMac video-editing station, a stop-motion camera, a digital fabric-cutter, a 3D printer, robotics kits, soldering tools, and a dizzying array of craft supplies.

After working at a slew of high-end hotels in New York City and Los Angeles, John Halligan, who grew up in Hillsdale, moved back to New Jersey – River Vale – and, 11 years ago, opened Park Steakhouse in Park Ridge.

“It is something I thought the neighborhood needed,” Halligan says. “I’m a big meat eater.”

Three years ago, the Culinary Institute of America grad opened Park West Tavern in Ridgewood. The “corporate” chef for both restaurants (he has chefs de cuisine at each) is now poised to open Park West Loft, a special-events venue and banquet above the Tavern.

Most challenging dish: Roasted suckling pig with crispy skin at Park Steakhouse. It is a very difficult dish to prepare. Very complex. We confit it, press it, braise it. It takes two to three days [$29].

Dish I’m most proud of: Our steaks. We age them all here for 21 days.

Most essential kitchen tool: Vitamix blender. I use it for everything — stocks, purées, sauces.
