The Securities and Exchange Commission would be required to simplify some of the disclosures that public companies must make under a bill sponsored by Rep. Scott Garrett that won unanimous approval in the House.

Garrett, R-Wantage, was one of the sponsors of a 2012 law intended to make it easier for startups to raise funds through financial markets, and the law included a section directing the SEC to study disclosure simplification.

On the House floor Tuesday, Garrett said the SEC produced a study in December 2013 that did not call for any changes but did call for more study.

“I believe we need to stop studying and start taking action,” Garrett said. “Simplifying and streamlining disclosure requirements will enable companies to divert fewer resources to compliance, freeing up additional capital to create American jobs.”

The Disclosure Modernization and Simplification Act, which was approved in a voice vote on Tuesday, directs the SEC to allow public companies to submit a summary page of annual reports on Form 10-K that cross references the contents of the report, Garrett said.

It also directs the SEC to revise Regulation S-K “to better scale disclosure rules for emerging growth companies and smaller issuers.”

Rep. Carolyn Maloney, D-N.Y., said the SEC’s 2013 report showed that the commission had studied ways to streamline disclosure in 1969, 1977, 1992, 1996 and 2007.

“What this history demonstrates is that the process of scaling and streamlining the reporting requirements for smaller companies is something that we all need to focus on in order to keep pace with the ever-evolving marketplace,” she said.

Two top Republicans on the House Financial Services Committee told Securities and Exchange Commission Chairwoman Mary Jo White in a recent letter to reallocate resources to “immediately” boost the number of investment advisor exams because allowing the SEC to collect user fees from advisors to achieve this same goal is too costly.

In their Nov. 24 letter to White, Committee Chairman Jeb Hensarling, R-Texas, and Rep. Scott Garrett, R-N.J., chairman of the committee’s Capital Markets Subcommittee, said that user fees “will impose significant new costs” on RIAs and that those “added costs will be passed along to their customers in the form of higher advisory fees.”

User fees, the two lawmakers say—who both will resume their current positions in the new Congress—could also have a “disproportionate impact on small and mid-sized” RIAs, making it more difficult to compete with larger firms.

“Increasing costs for small businesses and retail investors and curtailing access to investment advice will directly undermine the SEC’s statutory mission to protect investors, maintain fair, orderly, and efficient markets and facilitate capital formation,” the two lawmakers said.

What’s more, the two argue that authorizing the SEC to collect user fees would require the agency to hire “hundreds of additional examiners and enforcement lawyers, with six-figure salaries,” which will also increase costs.

The solution, Hensarling and Garrett write, is for the SEC to reallocate existing agency resources “to immediately increase the amount” of RIA exams. The two cite their Sept. 2013 request that the SEC redirect resources its using to protect “millionaire and billionaire” investors in private funds and to shift “more responsibility” for broker-dealer exams to the Financial Industry Regulatory Authority.

In the weeks leading up to Tuesday’s election, some polls indicated that a couple of longtime New Jersey Republicans in the U.S. House of Representatives may have been at risk for an upset.

In both the 2nd and 5th Districts, the Democratic challengers were running more sophisticated and expensive campaigns than hopefuls usually mount there. And in both cases, the incumbents said they were confident that they would withstand the challenges —though they dug deeper into their campaign coffers to do it.

Not only did Reps. Frank LoBiondo and Scott Garrett retain their seats, they did so by wider margins than two years ago.

That held true across the state. Republicans held onto all six New Jersey congressional seats they won in 2012 and did so by bigger victory margins as measured by percentage points.

Even in the 3rd District, where Democrats thought they had a realistic chance of gaining a seat as Republican Rep. Jon Runyan did not seek re-election, Republican Tom MacArthur not only defeated Democrat Aimee Belgard, but did so with a bigger percentage margin than Runyan had in his re-election last time.

Democrats also won six New Jersey districts. But according to preliminary data returns, they had closer margins than two years ago.

None of the vote counts are final, and two districts had enough precincts not reported by Wednesday afternoon that it was possible that the trend of improved GOP election performance would not ultimately hold everywhere in the state.

Incumbent’s favorables and challenger’s unfavorables grow In what looked to be a potential surprise in New Jersey’s 5th House district contest, GOP incumbent Scott Garrett has extended his lead to a more comfortable 11 points over Democrat Roy Cho. A Monmouth University Poll conducted earlier this month showed the race to be a closer 5 point margin.
Garrett’s renewed engagement in the campaign since then has built his advantage to a level the six-term incumbent is more accustomed to seeing.
Among voters likely to cast their ballot in next week’s congressional race, 53% say they will support Scott Garrett and 42% will vote for first-time candidate Roy Cho. Another 2% say they will vote for the third party candidate and just 3% are undecided. Garrett’s support has grown over the past few weeks while Cho’s has remained stable. Two weeks ago, Garrett led Cho by 48% to 43%. Independents have shifted more decisively for Garrett, now supporting the incumbent 51% to 42% for Cho. Monmouth’s earlier poll had Garrett’s edge among this group at a more narrow 45% to
42%.
The poll also finds that Cho has lost the advantage he held in the Bergen County portion of the district. He trails Garrett there by 48% to 46%. Two weeks ago, Cho actually led in Bergen by 51% to 39% for Garrett. Garrett continues to maintain a large lead in the more conservative western portion of the district – 65% to 31%.
“This race was flying under the radar just one month ago. Garrett was running a phone-it-in campaign that was compounded by a misstep around Sandy recovery. The incumbent is now much more engaged in the race,” said Patrick Murray, director of the independent Monmouth University Polling Institute. “While Cho has run a strong campaign, the national environment, as well as the underlying fundamentals of this district, are too favorable to Republicans for him to overcome a full Garrett offensive without outside help from national Democrats. That help never materialized, but it may not have been enough this year once Garrett swung into campaign mode.”The race seemed to turn on a Garrett campaign flyer touting his actions after Superstorm Sandy hit in 2012. Two weeks ago, 5th district voters were divided on Garrett’s assistance to New Jersey residents, but they were more positive about his actions for his own constituents. That distinction has evaporated. Nearly half of voters (44%) now say he did a good job helping people in New Jersey recover from Sandy while 28% say he did a bad job. Two weeks ago, 38% said he did a good job and 35% said he did a bad job statewide. Turning to his own district, 46% say Garrett did a good job helping his own constituents and 27% say he did a bad job. These findings are nearly identical to the Monmouth poll conducted two weeks ago.

The Monmouth University Poll found that positive views of the incumbent have increased over the past two weeks while there has been a similar increase in negative views of the challenger. Currently,46% of voters have a favorable view of Scott Garrett – which is up from 40% – while 30% have an unfavorable view – similar to 29% from two weeks ago. A smaller number of voters (29%) have a favorable view of Roy Cho – which is basically unchanged from 30% – while 16% have an unfavorable opinion – up from 7% two weeks ago. Fully half (54%) of likely voters in New Jersey’s 5th district have no opinion of Cho and 24% have no opinion of Garrett.

Garrett has a very slight edge on the issue of voter trust. When asked which candidate is honest and trustworthy, 26% of 5th district voters say only Garrett is, 19% say only Cho is, and 15% say both are. Another 24% of likely voters say that neither candidate is honest and trustworthy and 16% have no opinion.

The Monmouth University Poll was conducted by telephone from October 27 to 29, 2014 with 427 New Jersey voters likely to vote in New Jersey’s 5th Congressional District November general election. This sample has a margin of error of + 4.8 percent. The poll was conducted by the Monmouth University Polling Institute.

With help of the local media NJ politicians have waged a carefully orchestrated plot to capture as much cash as possible form the federal government in the form of Hurricane Sandy Aid.  Sandy Aid is viewed as a treasure chest of goodie for politicians to hand out to their favorite sponsors .

Sounding almost jealous on Monday New Jersey Senate President Stephen Sweeney (D-Gloucester) said that Gov. Chris Christie might have “prayed” for Superstorm Sandy, because it has provided cover for what Sweeney said are the governor’s failed economic policies.

And after all failed policies over the last 3 decades have left New Jersey with little more than hope for handouts to get this economic basket case of an economy going . The New Jersey legislator with help from their colleagues  in the media recently wasted over 3 months pushing  a bill that would have  forced dogs to wear seat belts while New Jersey suffered the worst recession since the 1930′s.

We are told the New Jersey’s economic growth in 2013 hinges to an unprecedented extent on what the federal government does — or doesn’t — do. It isn’t just a question of whether Congress eventually authorizes the full $60 billion in Hurricane Sandy relief, economists and tax experts agree . (

Why Christie is fighting with Congress and his own party to help pay for it supported by New Jersey ‘s media like the Ledger’s Tom Moran who published a scathing column today on Republican Congressman Scott Garrett, who cast the lone vote in the New Jersey delegation against the fiscal cliff compromise ,that raised taxes on almost everyone in New Jersey .

Ridgewood NJ , According to the Bergen Record , “The ideological differences between Rep. Scott Garrett, R-Wantage, and his Democrat challenger Roy Cho were on display during their first debate Friday morning hosted by a Hackettstown radio station.”

Basically a Reagan style conservative versus and Obamabot , socialist.

Scott Garrett is seeking his seventh term as representative from the 5th Congressional District against a well financed challenger Roy Cho with some polls showing the race closer than many expected.

Friday’s debate was hosted by WRNJ radio, and moderated by Morning Show host Mike Galley. Topics ranged from health care to education but largely focused on the candidate’s on the role of government spending..

Cho a newbie is considered a proponent of “Obamanomics” by many and a socialist by his critics . Cho seemed to take the view that more government and more government spending , like the president was the answer for everything .

The Record reported , “Cho charged that Garrett’s position on cutting government spending does not protect the interests of his constituents – their tax dollars end up elsewhere if their representative in Washington is not fighting for their needs. He said the 5th Congressional District needs a representative who will spend tax dollars wisely in areas like infrastructure, education and clean energy.

Garrett a six term congressmen sits on the House Committee on Financial Services, he is Chairman, Subcommittee on Capital Markets and Government Sponsored Enterprises and a member of the, Subcommittee on Housing and Insurance. Garrett also sits so the House Committee on the Budget amd Scott is also founder and Chairman of the Congressional Constitution Caucus .

Garret not surprisingly said the biggest problem in Washington is wasteful spending, especially for failed federal programs. It is the taxpayers who earn their money and should be the ones who not only keep it but decide where it goes, Garrett said.

Garrett also said the federal government should stay out of how children are educated. Garrett said he opposed federal standards like the No Child Left Behind Act and Common Core.

Cho is a big proponent the wildly unpopular “common core” which even the very partisan Bergen County Freeholders all joined forces and in what amounted to mostly a ceremonial vote resoundingly rejected common core. Most critics agree that common core will be a disaster for Bergen high achieving school districts

Garrett, whose daughters were homeschooled, said states, parents and local boards of education should have not only a say in but full control over how their children are educated because they care about them the most – not a Washington bureaucrat.

“As a father, as a parent, I believe the control rests at home,” Garrett said.

Even with education Cho argued though that a “delicate balance” between national standards and local input is necessary for ensuring bright futures for children. Communities should have a say in what works best for their kids, but all students need to be ready to start college or a job with the same set of skills — the federal government should help ensure that.

Then the debate also touched on the candidate’s stances on the Affordable Care Act, also known as Obamacare which has been highly controversial and so far lived up to the worst exceptions of the critics.

Garrett said he bought an insurance policy through the system and experienced the opposite of what President Obama had promised — his rates went up by $2,500 and he lost his doctor.

A provision in the Affordable Care Act — sponsored by a Republican senator from Iowa — did require members of Congress and their staffs to enroll in in a Washington, D.C., insurance exchange set up for small businesses and their employees. Lawmakers and aides do receive subsidies from the government, their employer, but depending on the plan chosen and the age of family members covered, rates and deductibles could be higher. That’s because the subsidies are capped and they previously had been part of an insurance pool made up of millions of federal employees nationwide.

Cho once again embraced the presidents plan but acknowledged that there are issues with the act that need to be fixed. Manalapan is not in Bergen County.But you are correct, there are plenty of other problems.
My specific problem is very unique. The article states he used his Manalapan address for voting and taxes.

Roy Cho said that after he graduated from law school in 2009, he considered his parents’ home in Manalapan his primary residence even as he lived in an apartment in New York City and then rented an apartment in Hackensack. Does that mean he filed a tax return using a NJ address and avoided paying NYC resident taxes? If you rent an apartment in NYC, even if Manalapan is your domicile, you are liable for NYC resident taxes.

Please before we get into the “young guy just made a mistake , he is a lawyer working for the Port Authority of New York New Jersey .

(Reuters) – The top 113 earners among staff at the Federal Reserve’s Washington headquarters make an average of $246,506 per year, excluding bonuses and other benefits – more than Fed Chair Janet Yellen and nearly double the normal top government rate.

Yellen, whose salary is set by Congress, earns $201,700 a year.

The details on Fed pay were provided to Reuters in response to a Freedom of Information Act request for data on all employees of the U.S. central bank’s board whose salaries outstrip $130,810, which is the top of the government’s pay scale in most areas.

However, the central bank only provided salaries for staff who make at least $225,000 a year, with some exceptions. It is the first time the list has been made public.

Republicans in the U.S. House of Representatives have sponsored a bill that would require the Fed to divulge that information publicly.

Supporters of the Fed say the world’s leading central bank needs top talent, and note that its expenses are not covered by taxpayers, but by the income it earns on securities it holds. Critics, however, think the Fed has too much discretion.

Since most of New Jersey media only offers a one sided caricature of Scott Garret and refuses to cover Scott. We decided it was time to get to know Scott though a short Bio and a few highlights of what he has been doing in Washington. 

Scott opposes President Obama’s “too big to fail”  policy and any expansion of it.

Scott has been at the forefront of  reforming the the banking industry always looking to balance consumer and corporate interests and decrease redundant expansive unnecessary regulation .

Scott has pushed the IRS to answer questions on targeting US citizens based on their first amendment rights .

Scott has been a very strong proponent of Religious freedom and a staunch supporter of Israel unlike his his opponent and most democrats .

Scott opposed the Present’s military plan on ISIS which has now proven to significantly lacking and some would say candidate Obama also did.

In 2006, Scott helped make the  Musconetcong river a part of the National Wild and Scenic River System.

Scott has continually pushed for more oversight , transparency and accountability from the Federal Reserve and government-sponsored enterprises known as GSE’s ( Freddie Mac , Fannie Mae )

Since his election to Congress in 2002, Scott has become a leading advocate of tax relief and pro-growth economic policies, earning him awards and accolades from a number of national taxpayer and small business groups.

As a senior member of the House Budget Committee, Scott is on the frontline of efforts to rein in runaway government spending and shrink our country’s ballooning national debt.

A member of the House Financial Services Committee since his election to Congress , Scott has been at the forefront of public policy deliberations dealing with issues related to the financial services industry. Over the years Scoot has developed a considerable expertise in areas ranging from securities and finance to insurance and regulatory oversight, un like many of his critics .

At the beginning of the 112th Congress, Scott was selected to serve as the Chairman of the Financial Services Subcommittee on Capital Market and Government-Sponsored Enterprises.  In this role, Scott presides over the subcommittee with jurisdiction over the Securities and Exchange Commission (SEC) and government-sponsored enterprises (GSEs) Fannie Mae and Freddie Mac.  In addition, the subcommittee also handles all matters related to capital markets activities such as business capital formation and venture capital, as well as derivative instruments.

As founder and Chairman of the Congressional Constitution Caucus, Scott is highly respected among his House colleagues as an authority on constitutional issues.  Founded in 2005, the Constitution Caucus provides an effective forum for education on constitutional principles and discussion on the appropriate limitations of congressional action.

Ridgewood NJ, Here they go again , less  than a month after getting spanked with the silly “fake bridge-gate scandal ” . New Jersey’s mainstream media groups are back at it again looking to demonize Republican Scott Garrett  over a pro-ported embellished  flier on Garrets work on Sandy relief..

Yes Garret Voted against “Sandy Relief” just like he voted No over Katrina relief. The Heritage Foundation noted that “While Hurricane Sandy was a major disaster, the majority of the funds originally requested by the Obama Administration and in the subsequent Senate passed Sandy bill were to be spent beyond FY 2014.  Furthermore, far too much of the funding goes toward superfluous programs that are not related to Hurricane Sandy relief, from repairs to the Smithsonian Institution to upgrades to National Oceanic and Atmospheric Administration airplanes to more funding for the federal government’s epic educational failure known as Head Start, among myriad other extraneous items.  The inclusion of $16 billion in wasteful community development funds is also concerning, especially because the Department of Housing and Urban Development estimated it would need a comparatively much smaller $5.2 billion for its “unmet needs.”  These non-emergency measures prove how irresponsible Washington has grown, unabashedly using a natural disaster to spend more taxpayer money.

Some people take their fiduciary responsibility very serious  Garrett said in April,  “Our fiscal situation is dire.  Each of our children and grandchildren are on the hook for nearly $56,000 of our $17.5 trillion dollar debt.  It’s time for us to put an end to the overspending and borrowing of more and more money each year.  Today, the House Budget Committee puts forth a budget that recognizes that the status quo is unacceptable and unsustainable.  Rather than continuing on the road to debt and decline, we instead offer a path forward that focuses on economic growth, expands opportunity, and restores fairness.  Years of foolish overspending have brought us to this point, but America’s current economic path is no laughing matter.”

Some people even politicians care about their Kids and the future and Scott Garrett is one of them . Meanwhile Garret helped out with the Post Sandy clean up even taking time to hand out Turkeys for Thanksgiving at Lowe’s in Paramus . In Ridgewood Our Lady of Mount Carmel church  made a massive effort to reach out to the community offering food and shelter with little or no help from “sandy aid” .

The funny thing is now the New Jersey “media”like the Bergen Record or NJ .Com , the Star ledger and a few others , organizations that never covers Scott Garret, never attend his press briefings , never reports or bills or policy debates in Washington hosted by Garret , suddenly are experts on everything Scott Garret was up to during the post Sandy cleanup ?  We seem to have heard all this before

NJ-05 Challenger Roy Cho apparently hopes you’re willing to give it a try. He’s a committed liberal, no doubt about it, but I’ve also said that he’s a “false choice” because he either (1) stakes out positions to make himself seem more palatable – like backing Israel and demonstrating it with a visit – but his rhetoric won’t amount to anything given his party’s growing anti-Israel orientation, or (2) he goes radio silent altogether.

WASHINGTON, D.C. – Rep. Scott Garrett (R-NJ), Chairman of the Congressional Constitution Caucus, along with eight of his colleagues sent a letter to IRS Commissioner John Koskinen today.  The letter outlines the deep concerns the Members have about news of the recent IRS dismissal agreement with the Freedom from Religion Foundation.  Additionally, the Members request answers to the following questions:

Provide a copy of any agreement between the IRS and the Freedom from Religion Foundation.
Provide any communications between the IRS and the Freedom from Religion Foundation regarding dismissal of the case.
Why did the IRS agree to dismiss this case without prejudice when it recently won a nearly identical case, and who was the highest ranking official to sign off on the settlement?
How have the IRS regulations in this area changed since the 2009 ruling in U.S. v Living Word Christian Ctr., which deemed them unlawful?
How is the IRS going to enforce the Johnson Amendment without impinging on the First Amendment freedoms of religious leaders?
Other than self-referral by leaders opposed to the Johnson Amendment, how did the IRS find the 99 religious organizations currently under investigation by the “Political Activities Referral Committee,” and how did they decide these organizations merited the use of precious investigative resources?
How much money has been spent by the Political Activities Referral Committee in each of the last fiscal years since 2009?
How much has been spent in total investigating the 99 organizations currently under investigation?
What safeguards are in place to make sure that the IRS does not stifle protected First Amendment speech?
