Teaneck NJ Submits Fourth-Round “Affordable Housing” Plan with Six Proposed Development Sites

TEANECK, NJ — July 5, 2025 — The Township of Teaneck has officially submitted its Fourth-Round Affordable Housing Plan, identifying six potential development sites as part of its strategy to meet the state-mandated affordable housing obligation of 431 units.

Assigned in October 2024 by the New Jersey Department of Community Affairs (DCA), Teaneck’s affordable housing requirement is the sixth highest in Bergen County, trailing behind Paramus (1,000 units), Mahwah (629), Ramsey (503), Franklin Lakes (497), and Carlstadt (486).

🏘️ Affordable Housing Breakdown: Realistic Development vs. Vacant Land

Teaneck’s official Housing Element and Fair Share Plan (HEFSP) outlines the township’s:

  • Realistic Development Potential (RDP): 11 units

  • Unmet Obligation: 420 units

After applying a Vacant Land Adjustment (VLA), the township was able to reduce its direct development burden by 315 units (75%), leaving 105 units that must be addressed through redevelopment strategies.

📍 Six Proposed Sites for Redevelopment

The Township has designated the following six redevelopment sites likely to generate affordable units over the next 10 years:

  • Cedar Lane/American Legion Drive – 48 units

  • 54 W. Englewood Ave. – 11 units

  • 143 State St. – 9 units

  • 827 Teaneck Road – 6 units

  • 140 State St. – 5 units

  • 1387 Hill St. – 4 units

These 83 units are projected to yield 124.5 affordable housing credits due to applicable bonus mechanisms for certain site qualifications.

Mayor Mark Schwartz praised the township’s proactive approach, stating:

“Unlike other towns, Teaneck recognizes the need for affordable housing, understands our obligations, and immediately approved a plan. We look forward to working with our community stakeholders on the execution of this plan.”

⏳ Next Steps & Legal Timeline

Municipalities that failed to submit a compliant plan by June 30 risk exposure to “builder’s remedy” lawsuits, allowing developers to build four market-rate units for every one affordable unit.

Teaneck has preserved its legal immunity by submitting on time. Interested parties have until August 31 to file formal challenges to any municipality’s plan. If contested, all parties must mediate and reach an agreement by December 31.
