The company behind American Dream, Triple Five of Canada, is detailing its vision for a mall-entertainment destination in the Meadowlands in New Jersey — and the hazards that could derail the project.

Since the concept of a shopping destination on state-owned marshland was first green-lit in 2003, the mall has encountered many problems. Two earlier developers gave up on the project, formerly known as “Xanadu.”

Now, Triple Five is looking to raise $2.8 billion to finance the final phases of construction. More than half of the funding will be arranged privately through  J.P. Morgan Chase. The remaining $1.1 billion is expected to  come from the sale of tax-free, unrated, government bonds.

For that bond sale, two preliminary offering memoranda are now in circulation: one is for an $800 million bond package backed by payments in lieu of taxes (PILOT); the other is for a $300 million bond package backed by sales tax receipts generated after American Dream opens. The bonds are being sold by the Public Finance Authority of Wisconsin, which is serving as a middleman between the New Jersey Sports and Exposition Authority and investors.

The documents — over 1,800 pages of them — disclose a wide array of risks that potential investors will have to consider.

Glen Rock NJ, Early this morning Glen Rock PD patrol officers found several vehicles that had just been burglarized. A perimeter was setup and a K9 track located one suspect hiding in bushes who was arrested by police. Assisting with the arrest were officers from the Ridgewood Police Department and Bergen County Sheriff’s Department.

We are still investigating and believe there were additional actors. As of now, we have about 15 reported vehicle burglaries. The known locations are Kent Road, Greenway Road, Oak Knoll Road, Lowell Road, Hillside Avenue and Rock Road. Four additional vehicle burglaries were reported on the Boulevard over the past weekend. The Hawthorne and Allendale Police Departments are also investigating car burglaries that may or may not be related over the past few weeks. Any victims who had not yet made a report are asked to contact the Glen Rock Police Department at 201-652-3800.

The GRPD Detective Bureau is asking anyone with home vi deo surveillance systems to review footage between 1:00 AM and 3:30 AM this morning to see if they captured any suspects and or vehicles on video. Anyone with possible video or other information on these burglaries is asked to please contact Detective Michael Trover at 201-670-3947 or Detective James Calaski at 201-670-3948.

Bergen County Prosecutor Releases Identities of Deceased in Hackensack Murder/Suicide

Hackensack NJ, Bergen County Prosecutor Gurbir S. Grewal announced today the identities of two deceased males discovered on Sunday, June 4, 2017 at 5 Linden Street, Hackensack, NJ. The investigation was conducted by members of the Hackensack Police Department under the direction of Officer in Charge Captain Francesco Aquila, the Bergen County Prosecutor’s Office Major Crimes Unit under the direction of Chief Robert Anzilotti and the Bergen County Sheriff’s Department under the direction of Sheriff Michael Saudino.

At approximately 9:17 AM on June 4, 2017, the Hackensack Police Department received a 9-1-1 call reporting gunshots and a man down in the lobby area of 5 Linden Street. Police officers arrived and located the body of JAMES BELLAMY (DOB: 9/6/50) next to the building’s elevator. Bellamy had been shot multiple times and was declared deceased at the scene. A building resident directed officers to the rear parking lot of the building and the path taken by the alleged gunman, later identified as ARTHUR HILLMAN (DOB: 9/20/53). The officers located HILLMAN’S deceased body in a 2011 Honda Civic in the rear parking lot; he was the victim of a single, self-inflicted gunshot wound and was found to be in possession of a loaded .40 caliber semi-automatic handgun, which is believed to be the weapon used in the murder/suicide. Detectives also located a loaded .38 caliber weapon on Hillman’s body. The investigation revealed that no one else was involved in this incident.

Subsequent investigation revealed that both men were residents of 5 Linden Street. Bellamy resided in Apartment 4J and Hillman resided in Apartment 3J. Hillman had made repeated complaints to the Hackensack Police Department regarding the noise emanating from Bellamy’s upstairs apartment.

Prosecutor Grewal would like to thank the Hackensack Police Department and the Bergen County Sheriff’s Department for their assistance in this investigation.

Two Former Birdsall Executives Sentenced to Jail Terms for Evading Pay-To-Play Law with Illegal Political Contributions

Trenton NJ,  Attorney General Christopher S. Porrino announced that two former executives of Birdsall Services Group (“BSG”) were sentenced to jail today for participating in a criminal scheme in which more than $1 million in corporate political contributions were illegally made through firm employees to evade New Jersey’s pay-to-play law. Eight former executives, shareholders and managers of BSG have pleaded guilty in the scheme, along with the engineering firm itself, which is no longer in business.

These defendants were sentenced today by Superior Court Judge James Den Uyl in Ocean County. Each man was sentenced to 270 days in the county jail as a condition of a term of two years of probation:

Robert Gerard, 56, of Wall, N.J., former Chief Marketing Officer for BSG, and
James Johnston, 55, of New Brunswick, N.J., former President of the Environmental Services Group within BSG.

Gerard and Johnston pleaded guilty on April 12 to fourth-degree charges of making prohibited corporate political contributions through employees. Gerard was required to forfeit $86,200 to the state, and Johnston, $93,720. Each man is debarred for 10 years from personally bidding on public contracts in New Jersey or holding an interest of 5 percent or more in any company that bids for such contracts.

Deputy Attorney General Anthony A. Picione, Chief of the Corruption Bureau, and Deputy Attorneys General Mallory Shanahan and Brian Faulk prosecuted Gerard and Johnston and handled the sentencing hearings for the Division of Criminal Justice.  The charge was contained in a March 26, 2013 indictment, which also charged BSG and six other executives and shareholders. The indictment stemmed from an investigation by the Division of Criminal Justice Corruption Bureau, which found that the defendants allegedly conspired to avoid the restrictions of New Jersey’s Pay-to-Play Act by disguising illegal corporate political contributions as personal contributions of employees.

“The many guilty pleas we have secured in this case hammer home an important message that criminal schemes aimed at evading New Jersey’s pay-to-play law will be met with stern punishment,” said Attorney General Porrino.  “Our law prevents politically connected firms from garnering public contracts based on campaign contributions, but Birdsall’s executives gamed the system and secured millions of dollars in contracts for which they should have been disqualified.”

“My office recently announced two anti-corruption programs – a reward program offering up to $25,000 for tips about public corruption, as well as a whistleblower program that allows lower-level participants in a corruption scheme to potentially avoid prosecution by self-reporting,” Attorney General Porrino added.  “I urge people to help us and help themselves by taking advantage of these programs, which expire on August 1.”

“New Jersey’s pay-to-play law seeks to ensure fair and open public contracting, free of the sway of political interests,” said Director Elie Honig of the Division of Criminal Justice.  “By criminally prosecuting this firm and its executives, we have given the law real teeth.”

BSG pleaded guilty on June 13, 2013 to charges of first-degree money laundering and second-degree making false representations for government contracts. As a result of its plea, BSG paid two major criminal penalties: a $500,000 public corruption profiteering penalty and a $500,000 anti-money laundering profiteering penalty. In each instance, the penalty was the maximum amount authorized by law. BSG also paid the state $2.6 million to settle a civil forfeiture action filed by the Attorney General’s Office in connection with the criminal case.

Six other executives, shareholders and managers of the Birdsall firm previously pleaded guilty:

On April 22, 2016, Howard Birdsall, formerly CEO and largest shareholder of BSG, was sentenced to four years in prison on a charge of second-degree misconduct by a corporate official. He paid $49,808 to the state in forfeiture of his illegal political contributions.

On June 10, 2016, Thomas Rospos, formerly executive vice president of BSG and its second largest shareholder, was sentenced to three years in prison on a charge of third-degree tampering with public records or information. He paid $150,000 in forfeiture of his illegal contributions.

On July 11, 2016, William Birdsall, formerly senior vice president and a large shareholder of BSG, was sentenced to 270 days in the county jail and two years of probation on a charge of third-degree misconduct by a corporate official.  He paid $129,115 in forfeiture of his illegal contributions, as well as a $75,000 public corruption profiteering penalty.

On Jan. 6, 2016, Scott MacFadden, former chief administrative officer of BSG, pleaded guilty to third-degree misconduct by a corporate official.  He faces a recommended sentence of up to 364 days in jail and a term of probation.  He must pay $30,000 in forfeiture of his contributions.

On Nov. 30, 2012, Philip Angarone, the former marketing director for BSG, pleaded guilty to third-degree tampering with public records or information and fourth-degree making prohibited corporate political contributions through employees. He is awaiting sentencing and faces a sentence of up to 364 days in jail and a term of probation. He must forfeit $26,775.

On Feb. 12, 2013, Eileen Kufahl, a former marketing manager for Birdsall, pleaded guilty to a fourth-degree charge of making prohibited corporate contributions through employees. She forfeited $17,119 and was admitted into the Pre-Trial Intervention Program.

Under the alleged scheme, instead of Birdsall Services Group making corporate political contributions to campaigns and political organizations that would disqualify it from public contracts awarded by certain government agencies, shareholders and employees of the firm made personal political contributions of $300 or less, which are deemed unreportable. Multiple personal checks were bundled together at Birdsall Services Group and sent to the appropriate campaign or political organization. The shareholders and employees were then illegally reimbursed by Birdsall Services Group, directly or indirectly, through added bonus payments, and the firm falsely omitted the illegally reimbursed contributions in documents filed with the Election Law Enforcement Commission (ELEC) and with government agencies that awarded the firm engineering services contracts. The scheme continued for more than six years and involved more than $1 million in contributions.

Ho Ho Kus NJ,  No injuries were reported in a Monday morning, 06/05, crash on Route 17 southbound at Hollywood Avenue, Ho-Ho-Kus involving a white colored Toyota Camry and a tractor trailer. The Toyota became partially wedged under the trailer and had to be freed by a flatbed tow truck. Ho-Ho-Kus PD investigated the crash and provided traffic control while the tow truck operator worked to free the passenger vehicle and remove it from the scene.

VOTE : Today is the NJ Primary Election

Ridgewood NJ, According to the NJ Department of Homeland Security the election infrastructure subsector is complex and includes both physical and cyber assets, including voter registration databases, voting machines, and other systems to manage elections and report results, as well as storage facilities, polling places, and centralized vote tabulation locations.

In advance of the New Jersey primary on June 6, Erin Henry, Principal Planner in the Preparedness Bureau at NJOHSP, sat down with Michael Geraghty, State Chief Information Security Officer, and Robert Giles, Director of the State Division of Elections, to discuss New Jersey election systems security and efforts in New Jersey to keep these election assets secure and the voting process free from interference.

Although there are no specific or credible threats to election systems in New Jersey, the FBI confirmed cyber attacks on voter registration systems in Arizona and Illinois in 2016.

New Jersey’s primary elections will be held on Tuesday, June 6, from 6 a.m. to 8 p.m.

Your polling location is listed on the front of your sample ballot, which you will receive by mail prior to each election. Only registered voters are issued a sample ballot.

Primary elections, held in New Jersey each June, are the only elections where party affiliation affects the candidates for which someone can vote. In all other elections, a voter’s party affiliation is not even listed in the poll book.

New Jersey has “closed” primaries. This means that only Republican voters can nominate Republican candidates, and only Democratic voters can nominate Democratic candidates. Voters registered with any of the other political groups recognized by the State of New Jersey (Libertarian, Green Party, etc.) cannot vote in either the Republican or Democratic primary.

Unlike some other states with closed primaries, voters in New Jersey who are unaffiliated with any political party or group can declare either Republican or Democrat at the polls on the day of the primary and vote in that party’s primary.

The 20 towns where cop salaries have risen the most this decade

New Jersey municipal cops now earn about 16 percent more than they did seven years ago, public employee salary data shows.

That hike of about $14,400 bumped the median cop salary to more than six figures.

However, experts say that spike is actually much slower than in years past due to police salary caps that were set in 2011.

Still, the median police officer salary in some towns increased more dramatically in the past six years than others.

NJ Advance Media compared each town’s most current active pension data from the end of 2016 to active pension data from March 2010 gathered by The Star-Ledger.

The towns with the biggest median cop salary increases have smaller, more experienced police forces with little turnover. The more veteran cops employed in a department, the more it drives up the median salary.

For example, in 2010, only two officers in Saddle River had more than 25 years of experience as public servant. As of 2016, there were five.

Below, we ranked the top 20 towns with the largest spike in median cop salaries.

These public workers, including teachers, city clerks, and public figures, have been accused of stealing and scamming state money. In many cases, that feat became possible when individuals obtained sole access to accounts holding public funds.

Some have been sentenced to probation or time behind bars, while others’ cases remain active. Below are 15 incidents in which workers were accused of theft.

The Ridgewood Blog Says Drain the Swamp and Supports Joseph Rudy Rullo for Governor

Ridgewood NJ,  With the primary this week and all the articles about the massive amounts of money being spent on New Jersey Political races the one thing we have noticed is no one seems to really be paying any attention. Perhaps it graduation month or the reality of New Jersey coming demise , the constant calls for cutting taxes and fixing school funding all of which ring hollow or just the fact that no matter who you vote for ;criminality is rampant, corruption is king ,the state is run by Unions and special interests ,taxes will go up and all the problems will get much worse .

The well funded state Democrats have all tried to out bid each other for who can get the biggest and best tax increase, protect illegals with free stuff, harbor and promote terrorism , chase out the last bit of “free enterprise” ,further deplete the tax base and pay off all their special interest supporters

While the Ridgewood blog is still unsure if the New Jersey GOP is actually trying win or not a couple of upstarts have caught our eye.

First a 31-year-old Indian-American entrepreneur Harsh Vardhan Singh entered the governor’s race with little political background and a promise to cut property taxes and make New Jersey a national technology leader. Singh seems to be getting his feet wet for further political ambition ,but he comes off a bit naive to New Jersey’s down and dirty political landscape . He is some to keep an eye on for the future.

So that leaves us Joseph Rudy Rullo. If you say who ,you obviously don’t use social media much. Rullo an actor and small business owner who has run an off beat campaign patterned after the Trump campaign.

He has waged a one man crusade against the New Jersey establishment . Even going as far as to channel Trump’s drain the swamp line and apply it to Trenton .  Rullo has managed to get into screaming matches with political opponents, tap into New Jersey Trump voters anger, use social media very effectively and offer some common sense ideas to fix some on New Jersey’s most pressing issues.

In his own words ,”As Governor I will reduce property taxes, repeal the $.23 gas tax, dissolve the transportation SLUSH fund, Veto all tax increases, cut billions in political earmarked jobs and contracts, eliminate state income taxes on pensions for retirees and add 1 billion in new revenue sources to further lower taxes. I Will dissolve the Transportation Trust Fund and consolidate all highway authorities eliminating redundant high level management positions, eliminate high cost earmark & specialty contracts tied to contributors.. It will produce millions in savings with shared services and purchases.

I will eliminate tolls and repeal the gas tax with the savings from the new efficient transparent highway entity. I will also eliminate 1.3 billion in pension fees to NYC politically connected brokerage houses and replace with licensed brokers in the state investors division to pay towards pension payment.

Superintendents and business administrators need to be reduced drastically. Instead of having one superintendent and business administrator per school district, we need to cut the number to one per county. By consolidating superintendents & business administrators, we can save $50 million per year by eliminating superintendents alone. And will work to also eliminate municipal tax assessors to one per county. I will fire hundreds of high-salary patronage jobs like indicted Port Authority’s David Wildstein, as an example, saving hundreds of millions of dollars to cut taxes. ”

Rullo is : Pro life , Pro Second Amendment  and supports marijuana legalization. He wants to make NJ Veterans a priority . On school funding and education he has a lot to say ,”The Abott school districts need to be held accountable for wasteful spending and all districts need to work together to reduce cost. This will reduce the impact of inevitable changes in funding formulas with state aid. After all school districts cut wasteful spending, we need to implement fair funding formulas for property tax relief.  One example is all school districts can drastically reduce costs by combined purchasing power. Another example is drastically reducing the number of Superintendents and redundant assistant Superintendents.  High cost business administrators should also be reduced.

Since the start of No Child Left Behind and continued under Race to the Top, NJ parents and students have been saddled with the Common Core Standards. Parents feel like they can’t help their children with their homework because it is something they have never learned before and the children are left floundering in schools with too many children and not enough teachers to explain things to them. The State then decided to force the PARCC (Partnership for Readiness for College and Careers) test on our children. This has resulted in schools and teachers focusing their teaching efforts, not on learning, but on test results. This is wrong and only hurts our children who deserve a comprehensive learning program not a regimen of tests.

As Governor I will end PARCC testing completely and direct the Department of Education to draw up new, independent education standards that will return NJ to the top of the best educated Students in the Country.

I support school choice and home schooling.

Students come out of High School and don’t know how to balance a checkbook, write a resume or know anything about personal credit. Common Core needs to become Common Sense. Teachers need to be allowed to teach and not recite facts mandated from Washington, or some Corporation making money from our tax dollars. We need to provide better opportunities for students who decide to enter the workforce directly from high school with expanded vocational schools. The future of New Jersey depends on it! ”

On illegal immigration  Rullo says the “police are overburdened with hands virtually tied because NJ is a sanctuary state. Out of state license plates and DMV fraud are the law of the land. As Governor I will implement E- Verify for all employees working in New Jersey and work with President Donald Trump to eliminate sanctuary cities across NJ. Everyone must follow the same rules in business and follow the law. Our veterans will of NJ will be first priority in NJ hospitals not illegal immigrants.”

On the Heroin epidemic Rullo wants stricter sentencing for drug dealers , “to make it a living hell for heroin dealers in NJ. With that being said they should be charged for attempt of murder for distribution and automatic manslaughter if someone dies from their distribution. ”

Rullo suports Assemblywoman Holly Schepisi efforts on Forced Overdevelopment in Bergen County, and is the one candidate for that has promised to dissolve COAH  altogether while other candidates have only spoken in vague generalities or ignored the subject all together.

And finally the pervasive pension mess, Rullo says Eliminate 700 million in pension fees to NYC politically connected brokerage houses and replace with licensed brokers in the state investors division to pay savings towards pension payment.  The pension fees went from 125M to 700M per year in the last 7 years.

*Open up state employee health insurance bids across America to create competition to lower premiums and get better coverage for employees.

* Dedicate a portion of recreational marijuana revenues to pay towards pension payment.

* Open up a formal investigation and audit the pension fund for the last several decades to hold politicians in both parties accountable for their actions.

Phil Murphy, the front-runner in New Jersey’s Democratic gubernatorial primary, faces new questions about his tenure at Wall Street giant Goldman Sachs with the election just days away.

The campaign of attorney Jim Johnson, Murphy’s closest competitor in the race, criticized Murphy for serving as president of Goldman Sachs Asia at a time when the division profited from an investment in Yue Yuen Industrial, a Taiwan-based shoemaker. Human rights groups claim to have documented widespread labor abuses by Yue Yuen, including the company docking workers’ already modest pay for mistakes and running factories where machines sometimes severed workers’ hands and fingers, according to an NJ Advance Media report.

“Murphy’s record at Goldman Sachs undercuts what he says on the campaign trail to working families, and it shows that he should not be trusted when he promises to disavow money in politics,” Johnson campaign manager Jocelyn Steinberg said in a Friday statement. “Voters in New Jersey don’t need any more political gimmicks ― they deserve an explanation from Phil Murphy about his time at Goldman Sachs before they head to the polls on June 6.”

WESTWOOD NJ,  Assemblywoman Holly Schepisi will initiate a series of statewide legislative hearings to address New Jersey’s affordable housing crisis. The first will be held on June 15 from 5:30 to 8:30 p.m. at Bergen Community College’s Technology Education Center room 128.

One candidate for New Jersey Governor GOP Joseph Rudy Rullo  has promised to dissolve COAH  altogether while other candidates have only spoken in vague generalities or ignored the subject all together.

“The tough job of finding a solution cannot wait another day,” said Schepisi (R-Bergen). “If the state Legislature won’t hold meetings on court-forced overdevelopment, I will.”

Schepisi will be joined by other invited guests, including fellow legislators, mayors, town officials and planners, engineers, traffic experts, board of education members, environmental groups and other interested parties.

She said the hearings will examine ways to provide a better way toward affordability for the residents of this state while protecting towns from a recent state Supreme Court ruling that could force the construction of up to 1.5 million unneeded housing units to satisfy a fictitious population increase of 3.35 million in the next nine years – while Rutgers projects a population increase of only 219,000.

“We have reached a critical juncture in the State of New Jersey. We are the most costly, the most densely populated with the highest number of outmigration because people can no longer afford to live here. Instead of smart discussions regarding how to implement change to reduce living costs for all of our residents, the legislature’s inaction is forcing communities to potentially double their housing population in just the next nine years, destroying all existing housing prices while increasing property taxes,” said Schepisi. “We need to stop the court’s action and fix this issue while we still can.”

Schepisi recently introduced two bills to freeze municipal affordable housing obligations through the end of the year, and establish a commission to study the issue and determine each town’s obligations. As a result of the failure of the legislature to move any of these initiatives forward, Schepisi has decided to hold her own hearings and provide the transcripts and testimony to the NJ Legislature.

Over forty-five municipalities in Bergen, Gloucester, Morris, Essex, Union, Somerset, Mercer, Passaic and Hudson counties have passed a resolution urging action by the legislature to stop such discrepancy. The resolution also supports Schepisi’s bills to temporarily halt affordable housing litigation and create a special commission.

Washington Twp NJ, A red colored 4-door Toyota was totaled and its adult female driver injured during a crash into a utility pole at the intersection of Amherst Drive and Pascack Road, Washington Township late Thursday morning, 06/01. Washington Township firefighters used the Jaws of Life to free the victim from the wreck. She was transported by ambulance to Hackensack University Medical Center’s (HUMC) North Campus in Westwood. A paramedic team from HUMC North also responded to the incident. Washington Township PD is investigating the crash’s cause. There was at least one (1) witness to the event. The official vehicle belonging to Washington Township’s assistant fire chief sustained minor damage at the scene when it was accidentally struck by a paramedic team’s pickup truck.

Looking for (Another) $1.1 Billion to Finish an Amusement Mall

A $1.1 billion bond offering to help complete construction of the American Dream mall in the New Jersey Meadowlands went forward this week, nine months after the sale was originally planned.

In the story of the mall’s creation, the delay was a minor speed bump. Thirteen years after it was first announced, the project is on its third developer and is being built in the face of growing doubts about the viability of shopping malls and retail stores across the country. The associated-risks section of the bond offering runs to 38 pages.

But the current developer, Triple Five Group, contends that American Dream’s blend of retail stores and entertainment venues — the sprawling complex is to include a six-acre indoor water park, a Ferris wheel, movie theaters and an indoor amusement park, as well as Saks Fifth Avenue, Hermès, Toys “R” Us and Old Navy — is the future and the “complete opposite of a traditional mall.”

Up to 25% of U.S. shopping malls may close in the next five years, report says

Between 20% and 25% of the nation’s shopping malls will close in the next five years, according to a new report from Credit Suisse that predicts e-commerce will continue to pull shoppers away from bricks-and-mortar retailers.

For many, the Wall Street firm’s finding may come as no surprise. Long-standing retailers are dying off as shoppers’ habits shift online. Credit Suisse expects apparel sales to represent 35% of all e-commerce by 2030, up from 17% today.
