MIDLAND PARK – A 48-year-old woman was fatally stabbed by her estranged boyfriend when she pulled into her driveway on Thursday afternoon, authorities said.

Bergen County Prosecutor John L. Molinelli identified the woman as Suzanne Bardzell, who owns the home, a Cape Cod-style house in the 700 block of Godwin Avenue.

Molinelli said the attacker, identified as Arthur J. Lomando of Centerreach, N.Y., escaped to New York City, where he threw himself in front of a subway train at Amsterdam and St. Nicholas avenues. Lomando was rushed to Harlem Hospital, where he was treated for head and leg injuries, the prosecutor said.

Lomando is a former employee of the New York City Police Department who had been “separated” from the department for “quite a few” years for “physical and/or mental reasons,” Molinelli said.

Molinelli said Lomando left the machete-like knife that was used in the attack at the scene of the killing.

When police arrived at the scene, Bardzell was already dead inside the vehicle, and the engine was still running, Molinelli said

Sprinklers will be silenced around the village as dry weather has forced Ridgewood Water to initiate severe restrictions on irrigation.

On Friday, residents in Glen Rock, Midland Park, and Ridgewood learned they could face stiff fines should they opt to use anything other than a handheld hose with a spray nozzle to water their lawns.

Ridgewood Water has imposed its most oppressive restrictions, deeming the situation “critical.”

Related:   Hot, dry weather depleting North Jersey drinking water supply

Use of these spray nozzles will be restricted to just two days a week; those with odd numbered addresses can water on Tuesdays and Saturdays with even numbered homes able to irrigate Wednesdays and Sundays.

No irrigation is permitted on Mondays, Thursdays or Fridays until further notice.

According to Ridgewood officials, reserves need to be maintained for household use and for firefighters who’ll need water and enough pressure to fight potential fires.

Stewardship Financial Corp. of Midland Park is the latest northern New Jersey bank to raise millions of dollars from investors to repay capital provided by the U.S. government to spur lending after the most recent recession.

The parent of 30-year-old Atlantic Stewardship Bank said late Friday that it raised $16.6 million to replace $15 million in funding received in 2011 from the U.S. Treasury through the Small Business Lending Fund, which was part of the Small Business Jobs Act signed into law by President Obama in September 2010.

The program gave banks with less than $10 billion in assets an incentive to make loans to businesses with less than $50 million in annual sales. The more loans they made, the less they had to pay to the government in dividends. The kinds of loans that qualify include commercial and industrial loans and owner-occupied commercial real estate loans.

Many banks, including Atlantic Stewardship, used the money to replace the government’s Troubled Asset Relief Program funds. The participating banks have been making quarterly dividend payments to the Treasury at an annual rate of as low as 1 percent or as high as 5 percent of the amount of the government’s investment, depending on the amount of small-business loans the banks make.

As of March 31, the total increase in small-business lending since the program began amounted to $16.4 billion, according to a Treasury survey of participants.

MIDLAND PARK — The Borough Council flooded officials of Ridgewood Water with questions about the high level of lead in water supplied to the community but was left parched by its steps to remediate the situation.

Richard Calbi, the company’s new director of operations, and its business manager David Scheibner were asked to appear at the council’s Aug. 13 meeting to explain information contained in a brochure the company sent to residents and businesses about the contamination.

The brochure states that routine monitoring in June 2012 found that some drinking water samples had lead levels above the “EPA action level” of 15 parts per billion (ppb) or 0.015 milligrams of lead per liter (mg/L).

The representatives explained that samples were taken at addresses identified as “high-risk” or known to have lead pipes.

Scheibner said results at “six homes triggered treating the whole system.”

Mayor Patrick “Bud” O’Hagan asked whether any of the “high-risk” addresses were in the borough.

The representatives said three residences, all known to have lead service lines, located on Godwin Avenue, Erie Avenue and Van Blarcom Avenue, were used in the sampling and showed lead contaminants.

MIDLAND PARK – A borough couple are claiming in court papers that the principal of a Midland Park school reported them for child abuse and neglect in retaliation for a complaint the couple filed with the state Department of Education about the prolonged bullying of their child.

A lawsuit, filed May 21 in Bergen County Superior Court, alleges that Midland Park Jr./Sr. High School Principal Nicholas Capuano made “defamatory” statements about Cyril and Cathy Burke to the state Division of Child Protection and Permanency with “actual knowledge” the statements were false. He did so, the suit said, as retribution for the Burkes’ April 11, 2014, complaint to the Education Department regarding several years of “harassment, intimidation, and bullying” their child faced while attending the school.

MIDLAND PARK – A prominent Muslim civil rights group  (CAIR)  is calling for the FBI to investigate an “act of hatred” in which someone carved a swastika into a wooden sign outside an Irving Street mosque on Memorial Day.

The New Jersey chapter of the Council on American-Islamic Relations issued a statement Tuesday asking the FBI to investigate the carving of the 10-inch swastika and images of “male genitalia,” that appeared on the sign outside the Elzahra Islamic Center.

“These types of incidents should be investigated within the context of the rising level of Islamophobic sentiment in our society and treated with the seriousness they deserve,” said Nadia Kahf, the council’s board chairwoman, in a statement. “Public officials and interfaith leaders should speak out against acts of hatred and intolerance whenever they occur.”

Ibrahim Hooper, national communications director for the organization, said it was “incumbent” upon the FBI to look into the vandalism.

“If we were talking about just an isolated incident in a small community in New Jersey, that’s one thing. But unfortunately, we’re seeing a real spike in these kinds of incidents nationwide,” he said. “We see this incident as possibly part of that disturbing pattern.”

A spokeswoman for the FBI’s Newark field office said the bureau wasn’t involved in the investigation, and said it “looks like it’s being handled locally.”

The vandalism is being handled as a bias crime by borough detectives, meaning stiffer penalties could apply for whomever is apprehended and convicted, police Chief Michael Powderley said.

MIDLAND PARK – Less than two weeks before the Elzahra Islamic Center planned to welcome the public to an open house at its newly established mosque, its leaders were forced to report the defacement of a sign at its entrance in what police are calling a bias incident.

Imam Moutaz Charaf reported the vandalism to the police department on Memorial Day, May 25, and estimates the damage at about $500. In the meantime, the sign has been altered to eliminate the appearance of the offensive symbols.

According to the police report, Patrolman Mark Berninger and Sgt. Gregory Kasbarian responded and found a swastika and “male genitalia” had been carved into the sign situated at the entrance of the mosque at 218 Irving St.

Police Chief Michael Powderley said the bias incident is being investigated by Detective Sgt. John Gibbons.

“It appears this is an isolated incident and the police have not received any other reports of this vandalism occurring in town,” Powderley said in interviews this week.

Powderley said since 2011 there have been “numerous incidents” in which swastikas have been featured in vandalized property.

“There were three separate incidents at the high school,” he said.

He said he has increased patrols in the area of the mosque.

MIDLAND PARK — Two former school custodians are claiming the Board of Education fired them in retaliation after they told the district it was violating occupational health and safety law.

Plantiffs William Edland, Jr., and Frank Gabriele claim the board fired them in January after the two found that a log book had been altered to create the appearance that Gabriele, a licensed boiler operator, was in Godwin Elementary School when he was actually on leave. Under New Jersey law, a person licensed to operate boilers must be in the building whenever it’s occupied.

According to an April 7 lawsuit filed in state Superior Court, both Edland and Gabriele have a boiler operator’s license known as a “black seal license.”

State law also requires custodians with black seal licenses to sign the log book upon arrival to work.

The Bergen County Freeholders agreed Monday to add Wyckoff and Midland Park to the county’s 911 emergency dispatch system, bringing the total number of towns served by the system to 23.

The board unanimously approved both contracts but only after several freeholders complained that the resolution had been presented with some urgency and at the last minute.

Capt. Mark Lepinski, communications director with the County Police, said any delay could result in the two towns not having dispatch service effective Jan. 1.

Lepinski urged the freeholders not to delay their vote, noting that the county has to hire new dispatchers and the towns need to purchase equipment for the county to provide the service by Jan. 1.

MIDLAND PARK SUBURBAN NEWS

MIDLAND PARK – Two months after entering negotiations with the Ridgewood-based Northwest Bergen Central Dispatch, the Borough Council has changed its mind, voting Thursday, Nov. 6, to “continue negotiations” with representatives of the Bergen County Public Safety Operations Center in Mahwah for emergency and 9-1-1 dispatch services to the borough’s 7,176 residents.

Councilman Mark Braunius made the motion to “continue negotiations” with the center at the end of the meeting. The motion was not listed as an agenda item.

Borough Clerk and Administrator Adeline Hanna then read a statement.

“After much deliberation regarding two very professional, well-run organizations for the service of dispatching our emergency services, the borough of Midland Park has made the decision to form an alliance with the Bergen County Public Safety Operations Center located in the township of Mahwah.”

Officials said the borough expects to pay between $135,000 and $160,000 for county 9-1-1 and emergency dispatch services, which would begin Jan. 1.

“There is a high level of confidence by county authorities that we will be up and running for Jan. 1,” said Mayor Patrick “Bud” O’Hagan. “We are led to believe we will receive [better] services.”

MIDLAND PARK SUBURBAN NEWS

MIDLAND PARK — The Borough Council voted Thursday, Sept. 25, to table an ordinance introduced two weeks earlier to enter into an agreement with Northwest Bergen Central Dispatch for emergency dispatch services .

Instead, the council passed a resolution “to enter into negotiations with the Northwest Bergen Central Dispatch, including the ownership communities’ governing bodies of the Northwest Bergen Central Dispatch.”

Northwest Bergen Central Dispatch is an independent multijurisdictional service owned by the municipalities of Ridgewood and Glen Rock, which is allowed by state statute.

“We were agreeing to something that was not contractually ready,” said Mayor Patrick “Bud” O’Hagan. “[The agreement] was not properly presented to all the parties we are dealing with.”

The council’s action appears to correct a procedural misstep.
