Upper Saddle River NJ, On August 28, 2019 the following email was sent to Toll Brother by Boswell Engineering lifting the Stop Work Order on that portion located in Upper Saddle River.
Please allow this email to summarize the chronology of this project since the issuance of a Stop Work Orders for this project on July 23, 2019. This email will also rescind the Stop Work Order issued on July 23, 2019 subject to the terms noted below.
“The ENGINEER is expected to be an engineer. The boroughs have gore Boswell engineering. Boswell, the NJDEP and NJ LSRP are all complicit in allowing the simultaneous deforestation of 100 acres; leaving a veritable desert, ripe for the erosion that ensued since the winter of 2017. People HAVE been complaining to all these entities, only to be ignored or told they have done everything within their power to control what is an uncontrolled situation. They have lied on multiple occasions to many different people…all of them. And they’ve refused to accept what has been proven: arsenic is being dumped…because to accept that would shine a light on their own mistake, in having allowed the entire property to have been “remediated” all at once. The Borough of USR has tried to pass the buck by stating that NJ DEP allowed that…but Boswell, and de facto the the town, had the authority to intervene. THE FAILURE IS ON ALL LEVELS. And Toll Brothers has done nothing that it wasn’t directed to do by the authorities. This is all at the feet of the regulators.”
“If anything Toll Brothers removing 1000+ trees, replacing with new ones and bringing fresh clean top soil – in turn cleaning up 100+ acres is actually a good thing. Why doesn’t anyone blame the building departments – where is the frustration and anger in the incompetence from these town building departments? Toll Brothers is following their requests – building department should have been proactive and requested more from the beginning of the project to reduce the likely hood of run-off from future storms. As for home value some residents are complaining in the reduction of home value – however they are building luxury homes and should in fact bring the area up in value.”
“What kind of music would you like Toll Brothers to bring to Upper and Saddle River? “Toll Brothers proudly supports the communities in which it builds; among other philanthropic pursuits, the Company sponsors the Toll Brothers Metropolitan Opera International Radio Network, bringing opera to neighborhoods throughout the world.” For more information, visit https://www.tollbrothers.com “

“In Upper Saddle River residents rely on well water for drinking, cooking and showering and bathing. When the water is contaminated it renders the homes uninhabitable. It is unconscionable that the water supply has been compromised. Our water supply should be guarded and not compromised by profit seeking developers. This should have been and should continue to be the top priority for our elected officials.”
“Apparently this situation is nothing new as far as this builder is concerned. Just read the following links and watch the interview with Sierra Club Director Jeff Tittel who has been documenting Toll Brothers’ storm water runoff violations for over 20 years now.”Basically, they appeared to be out of control,” said Bob Murphy, agent for the Canton Conservation Commission. ”Everything that could go wrong went wrong, and they didn’t seem to care.”

“In several communities, Toll Brothers has ignored or paid little attention to the environment and local environmental regulations in its rush to build new homes and maximize profits, according to local officials and court documents. In a lawsuit filed by Schuylkill Township, Pa., the town said Toll flouted environmental rules ”all for the purpose of enhancing their profits.”

Upper Saddle River NJ, the Ridgewood blog has been covering the mess caused by the Apple Ridge construction site for over a year . While local and state politicians continue to talk of taxes needed for fighting ,”global warming” ,right here in our own back yard a potential environmental disaster is taking place , perhaps even reaching some of the areas drinking water while politicians do absolutely nothing .
Reader sums it all up : “Your local government doesn’t care about you or your property. They’ve allowed Toll Brothers to invade your space, ruin your investment and eventually your health. Shame on them”

Upper Saddle River NJ, Stop Work Orders Issued on Former Apple Ridge and One Lake Street: On Thursday, July 11, 2019, we had a significant rain event with flash flood warnings in effect. Our Construction Official and Borough Administrator were on site at the former Apple Ridge site and witnessed runoff onto Carlough Road. Hay that was in use to restrict runoff, had been swept off the property by the force of the rain and clogged the storm drains. DPW was called in as well. The hay was removed to clear the drains and sand bags placed. A portion of the silt fence had fallen down. This project is under the jurisdiction of the NJ DEP (who has stated they consider the site fully remediated and the matter closed) and the Bergen County Soil Conservation District.
Upper Saddle River NJ, SUEZ announced today that recent water quality tests found the drinking water in its Northern New Jersey system meets federal standards for lead.
While the tests results are welcome news, SUEZ officials said the company remains committed to its effort to protect customers. The company is vigilantly working to remove the remaining lead pipes from the system and improve corrosion control treatment.
