Ridgewood Council Appoints Brigette Bogart as Part-time Village planner

Ridgewood NJ, The Village council has hired Brigette Bogart of Brigette Bogart Planning and Design Professionals to serve as the village’s part-time planner, replacing the departed Blais Brancheau.

Bogart will attend planning and zoning board meetings, as well as review development applications filed by third parties, among other duties. Compensation will be an amount not to exceed $60,000.

According to the firm’s website, Brigette Bogart Planning & Design Professionals LLC was established in May of 2012 as a full service planning and design firm that recognizes the need to incorporate sustainable planning and appropriate urban design concepts into the future development projects.

Bogart has a Master of City and Regional Planning, University of Pennsylvania, 2000 and a Bachelor of Environmental Design in Architecture, North Carolina State University, 1997.

She has been awarded the 2008 NJPO Achievement in Planning for Borough of Park Ridge Rehabilitation Project,
2011 NJPO Achievement in Planning for the Township of Fredon Master Plan ,and the 2012 Recognized by Sustainable New Jersey as a member of a Certified Green Team.

Bogart previously worked for 12 years for the well-known Westwood-based planning firm Burgis Associates. In 2003, Bogart was named a Partner with Burgis Associates where she had been involved in all aspects of physical planning. Over a 12-year span, she has represented several municipalities in the review of subdivision and site plan development applications and the preparation of land use regulations as well as master plan elements. In 2010 She received her certification in Grant Writing.

Many residents may remember Bogart as the planner who testified on behalf of Citizens for a Better Ridgewood in 2014 during public hearings on the master plan amendments that would eventually rezone several parcels of land in downtown Ridgewood. Bogart said the rezoning requests “appear to be akin to spot zoning,”

She advised the Ridgewood Planning Board to engage in a cautious process, asking it to think about a “vision” for Ridgewood’s future as it moves forward. At the time their vision seemed more like Union City than Ridgewood .

Bogart herself took a cautious tone did not voice a stance against the developments, but she noted instead that the developments, though possibly at odds with Ridgewood’s best interests, would also help Ridgewood meet some of the current objectives in its master plan, such as enhancing aesthetics of certain areas downtown.

In the end, Bogart testimony reinforced the CBR’s contention that the problem was not development but “jumping from 12 units an acre to 50 units an acre seems reckless at best.”

At that time, the proposed amendments called for a density of 50 units per acre, which members of the grassroots organization CBR as well as most of the Ridgewood community, found unacceptable. Amendments were passed over a year later by the Planning Board reducing the density to  35 units per acre.

The Village Council also added two new members to the Planning Board, Carrie Giordano was appointed as the first alternate member of the board with a term that expires on June 30, 2018. Frances Barto was named as the second alternate, given a term of a little over two years that expires on June 30, 2019.

The village also engaged the Trenton-based Clark, Caton and Hintz planning firm for an amount not to exceed $35,000 to work on issues related to affordable housing.

Westwood NJ,  Assemblywoman Holly Schepisi released the following statement on the state Supreme Court decision requiring municipalities to provide affordable housing for the “gap period:”

“I am deeply disappointed in the Supreme Court’s decision to enforce a gap-period. This ruling will devastate all 23 municipalities I represent and suburban municipalities throughout the state. The failure of the legislature to address the social engineering of the court should not result in changing communities forever.”

“I implore our Senate President and Assembly Speaker to do everything in their power to move forward with bi-partisan legislation addressing this issue. The court rules on what is constitutional, not aggressively ruling what it thinks is best for the state. We cannot let the court legislate what is best for individual communities.”

Assemblywoman Holly Schepisi goes on, “While ideologically I think our communities want to welcome all regardless of income levels the mandates of COAH have implications far beyond that. Many of our communities with populations under 10,000 people are facing the threat of population increases of 10 percent or more without the infrastructure, schools or services to support massive population increases. We currently receive virtually no money from the state to support our schools, our Municipalities, our infrastructure. Mandating massive building in our communities (many of which are done with PILOT agreements) without any financial help to do so will cause a significant financial burden on all. As an example the new 150 unit apartment complex with commercial components will be paying less than $1,750 per average unit per year (in property taxes and payments in lieu of taxes combined) for 30 years with slight increases based upon rental incomes received by the developers. Meanwhile every other home in the Borough is paying an average of about $12,000 per year in property taxes . That $12,000 figure is guaranteed to rise in order to make up for the shortfalls. Further, people have chosen to live in the suburbs for a reason. Prior to moving back to Bergen County I lived many years in cities including Washington, New York and London. I choose where we live today because of the open space, the small class sizes, the fact that there weren’t five or six story buildings around me. Why should the Courts be able to change the entire character of the community I live in?”

President-elect Trump has spent the month since his election victory engaging in some distinctly presidential-style behavior, including engaging with businesses on behalf of the American people, conducting a bit of foreign policy, and delivering sweeping public addresses — all before he holds the authority of the presidency.

With weeks to go until he takes office, Trump’s moves have tested the limits of his unofficial powers as the president-in-waiting. And although his activism has drawn scrutiny from detractors, his favorability ratingshave hit new heights on the heels of several high-profile successes.

“I don’t think it’s normal for a president-elect to be out and about like this, but this is the era of Trump, and he is literally rewriting the rules,” said Ford O’Connell, a Republican strategist.

“Things always change when you actually are sworn in, but at the same time, he is taking advantage of this and throwing his weight around while he’s got the momentum,” O’Connell added.

Ridgewood NJ, The Orpheus Club Men’s Chorus will present its annual Holiday Gala Concerts on Saturday, December 17, 2016 at 7:30 pm, and on Sunday, December 18, 2016 at 4:00 pm at the Ridgewood United Methodist Church, 100 Dayton Street, Ridgewood, NJ.

This year’s concerts will feature a diverse selection of carols and songs including While Shepherds Watched Their Flocks,  the Pop hit: Text Me Merry Christmas,  Gesu Bambino,   Duke Ellington’s Mood Indigo,  Schubert’s Ave Maria,  selections from  Fiddler on the Roof,  The Little Drummer Boy/Peace on Earth,  and many others. Hillary Clinton’s campaign staff discussed her friendliness with Attorney General Loretta Lynch in March 2015, just a few months before the FBI opened a criminal investigation into Clinton’s private email use.

The conversation, which was included among the roughly 9,000 emails stolen from the inbox of campaign chair John Podesta that have been published by WikiLeaks, involved a debate over whether Clinton should issue a statement in favor of Lynch’s confirmation as attorney general. The process had been held up thanks to a legislative battle over provisions in a human-trafficking bill.

Washington Township NJ, A two (2) vehicle crash at the intersection of Pascack Road and Leigh Terrace in Washington Township sent at least two (2) individuals to Hackensack University Medical Center’s Trauma Unit on Friday afternoon, 10/07. The “Jaws of Life” were required to free one (1) individual from a wrecked Toyota Camry. Two (2) paramedic units responded to the incident. Washington Township FD personnel were assisted by Westwood firefighters. Both vehicles were removed from the scene by a flatbed tow truck. Washington Township PD is investigating the crash.

One of several women who have accused former President Bill Clinton of sexual misconduct is speaking out, saying Hillary Clinton shouldn’t be exempt from criticism over her handling of the affairs that nearly ended her husband’s presidency in the 1990s.

Kathleen Willey — a former volunteer White House aide who accused Bill Clinton of making aggressive, unwanted advances during a private meeting in 1993 — said she holds Hillary Clinton responsible for smearing her and the many other women who have come forward with stories about their treatment at the hands of her husband.

“This no longer about Bill Clinton’s transgressions or his infidelities or girlfriends or sex … it’s not about that anymore,” Willey told the Washington Examiner. “What it’s about is the actions that his wife has taken against the women that he has raped and assaulted.”

Ridgewood NJ, Appeals Court Agrees to hear Ridgewood against Valley Hospital Expansion Case.

The Valley Hospital had filed suit against the Ridgewood Planning Board for rejecting its proposal to nearly double in size, arguing the board illegally sided with neighborhood opponents rather than permitting an upgrade for “an inherently beneficial regional hospital.”

The lawsuit was filed in state Superior Court in Hackensack . It was an attempt by Valley to end a protracted and costly stalemate with the village  and force its expansion plans have been defeated two times .

While Valley wasted its efforts on its “May way or no way” approach its competitors have expanded, renovated and in one case, reopened a hospital in Westwood.
According to Ridgewood resident John Hersperger , “I’m not surprised the Appellate Division agreed to review the lower court’s decision against the Village in the ordinance case.  Valley’s lower court victory was short-lived and (knock wood) should be its last.  Why?  Because the legal grounds for any court to force a municipality to squeeze in a development of this size on such a small parcel simply don’t exist.  Valley needs the Appellate Division to create new legal precedent to support their expansion.  Such a change would have implications statewide, with healthcare businesses imposing development wherever they please.”
Pete Mckenna President of Concerned Residents of Ridgewood concurred , “The appellate division has not made a decision on the merits, but has decided to review the Judge’s decision.  I agree with John’s comments that this Judge’s ruling was without precedent and that the Village’s case to appeal is strong and we are optimistic the Village will prevail in this matter.”

Congressman Scott Garrett helps deliver meals in Westwood

Elderly residents around Pascack Valley can eat well thanks to the efforts of their local “Meals on Wheels” program, a service that delivers food to their doorsteps.

Meals on Wheels is a national organization that delivers food to elderly citizens who cannot drive to get food on their own. It is one of the oldest national food programs and there are chapters across every state.

The Westwood House, the senior living facility in the borough, is the Meals on Wheels chapter for Pascack Valley, and Jeanne Martin is the woman who runs and operates the program.

“I’ve been doing this for 11 years now,” Martin said during a delivery run the morning of Tuesday, March 8. “I was at Pascack Valley Hospital doing [Meals for Wheels] until it closed. I’ve been here for 8 years now.”

Most of the program is paid for through private grants and subsidies from the government, she said.

New Jersey Congressman Scott Garrett accompanied her that day for his biannual checkup on programs in New Jersey.

He was pleased to see the dedication and enthusiasm of Martin, and applauded the benefits of the program.

“This is a program that is helping a lot of people,” the Garrett said “There are so many people in this area that need this. I’m glad we have people like Jeanne who want to help and serve.”

A 48-year-old Ridgewood man has been arrested on charges of sexually assaulting a woman in front of her apartment complex in Westwood, then riding off on  a bicycle, authorities said Monday.

Alan Broadbent was arrested Sunday after the victim provided a detailed description to police, said Bergen County Prosecutor John L. Molinelli.

The investigation started on Friday, when police in Westwood received a 911 call from a neighbor who had seen the victim struggling with a man. When police arrived, Molinelli said, the woman told them she had just been attacked and sexually assaulted by an unknown man who fled on a bicycle.
