Questions Arise on the “New Walker Report” for Ridgewood Parking Garage

Ridgewood NJ, Some questions from the most recent walker report. May be some of our readers who are more financial savvy can answer them / explain them, as residents are a little confused:

1. The main argument for the biggest garage is that it is needed for CBD’s revival. This week’s Walker Report projects up-to 20% reduction in cars coming in to CDB. So, how exactly will this help?

“We project a 10% reduction in volume from rate increases and a 7.5% – 10% reduction in volume for the extension of meter hours through the dinner hour”..

2. OLMC was promised that no rates will increase on Saturday evenings. This report doesn’t reflect that.

3. They mention that this report cannot be used for financing. So, the consultant themselves are not confident about this report?
“As with the previous study, this is considered a preliminary analysis. We have not done the very detailed analysis that is required for a financing document and our projections cannot be used as such.”

4. On Jan 27th, in village council meeting, when this new contract was awarded to Walker Consultants, we were told that they will provide us the new makeup of the parking garage, i.e. how many commuters, how many shoppers and how many CBD employees should park there. That break down is not provided in this report (I think we paid somewhere between 12-20k for this piece of pdf).

5. This report recommends additional enforcement for the extended hours, but it doesn’t consider additional enforcement officer’s compensation in the calculations?

Referendum petition to repeal the BCIA Funding ordinance Circulating in Ridgewood

Hi James,
As expected, the council voted 3-2 on ordinance 3519, which allows them to  enter into a lease purchase agreement with the BCIA for the Hudson Street parking garage.

There are a group of residents that started a referendum petition to repeal the ordinance. We need to get about 1000 signatures in 20 days. Then a binding referendum question would go on the May ballot asking if the ordinance should be adopted?

Ridgewood Town Garage Site vs. Hudson Street Garage

Dear Village Officials,  I understand ” the train has left the station ” on the Garage at the Hudson Street site but I would like to state a brief case as to why this is not the best scenario for Ridgewood at the present time.

We have a contaminated site at the Town Garage site and the village owned properties abutting it. Hydrolic and diesel fuel from old underground tanks is seeping into the ground and could be affecting our ground water in the area.  I know that it is being monitored and that the DEP targeted this area for remediation at least 10 years ago. In 2002, a village conducted study saw the Town Garage site as a better fit for a municipal garage than Hudson Street for various reasons.
I believe the village tried to gain the property via eminent domain in 2009 but that failed.  I understand that you have asked our village attorney to look into the Abandoned Property ordinance.  The owners of that site are up to date on taxes but the property continues to be a threat to the environment.  I believe that this property should be acquired by the village, the site cleaned up and  responsible development of the property including a garage should take place.

You are voting on an ordinance this evening to bond 12.3 million dollars through the BCIA.  Our first priority should be the acquisition of the Town Garage site and the remediation of that property as soon as possible.  If a garage is built there, it would be used by employees, diners sand shoppers as well as commuters as it is more centrally located.  The Hudson Street area could be repaved and reconfigured to maximize parking spaces and also for minimal costs made more aesthetically pleasing.  I want what is best for the village and right now it is to clean up the toxic site in our downtown area.

Ridgewood NJ, We call them “Destination Stores ” if you have a special spot with a unique product people will find parking . The Tobacco Shop of Ridgewood. & Davidoff Lounge is an example .Its called common sense! I know, it’s an old fashioned idea but something that is severely lacking nowadays.

Stores that have a commodity or service that is backed by good business have continued to prosper here in Ridgewood. Hillman, Country Curtains, Jekyl & Hyde, The Art Spot and Panico are examples of a few. Been in business a long time and continue to attract new customers. Mango use to be a good option but the last few years it’s grown stale, not a decline in business because of lack of parking but because the goods are pretty much the same stuff as 5 years ago. A place like Pazzazzed is stealing Mango’s thunder, better, more interesting goods.

If you offer a strong commodity or service, people will find parking, it’s worth the effort to walk a block or two. If it’s mediocre or lost its appeal, you won’t last.

Some business owners think because it’s Ridgewood, they are guaranteed to make money. As many have learned, that’s not the case. The owners of Novo tried the salad place, it didn’t work, now they have a restaurant that is currently successful. Did the salad place not work because there was no parking garage? No, because status quo with parking and now its success.

People like coming to the Village because it’s charming and for many their own towns don’t have a CBD. The worst thing this village could do would be to jam 4 or 5 massive high density building and an ugly, doesn’t fit on the lot garage. If they build that crap, I hope the 3 amigos have a huge plaque with their names and faces on it so all the people who see it and think “what the hell happened to Ridgewood” they can point to those plaques and go “right there, a very dark period in the Village’s history when the door was opened and a no good politician and his cohorts hijacked the place”.

Ignoring the Economic flaws in the BCIA Financed Hudson Garage in Ridgewood does not mean they do not exist

Ridgewood Nj, We continue to hear this argument time and time again from the Mayors friends , “Those who are opposed to the garage should make a fact filled and compelling financial study of the project on their own to support the notion that it should not be built. No one has done this so far and hence a level of confusion exists that the people who are against it have not presented any concrete data to support their position that it will be bad for the village and will not sustain itself. Show me that data so all can make a rational and informed decision, My hunch is the data does not exist. In all likelihood the garage will loose some money during the first and possibly the second year of operation and then it will get up to full capacity and from there on will earn far above its projected break-even point. The demand clearly exists, there is not a lot you can do to screw it up so it should make a lot of money for the Village. Clearly if we adopted some of the earlier proposals the garages proposed would now be all paid off and we would be swimming in profits of a huge magnitude. Remember when the cost / space was calculated to be $1500/space. for a 580 car garage over Ken Smith. if only that were build we would be swimming in money today…..and all of our taxes would be far lower due to the huge cash flow thrown off from that project. Do not defame the garage project. It could turn out to be a real winner.!!.”

In reality , “love an optimist! But, we have gone through the numbers and questioned the council numerous times. Read the Walker Report, which can be found on the Village Website. It says, perhaps on page 2, that the garage will not be self-funding. It will, as has always been the plan, be funded by increased meter rates all throughout downtown. That exact scheme has been asked for by Mr. Sedon and others, but nothing concrete has been said. Walker mentions eventually raising rates to !.00, increased hours until 9pm, increasing enforcement, not allowing meters to carry over, etc The council will be taking away some of their tools by saying they won’t raise rates saturday night (so as not to punish 5:30 Mass at Mt. Carmel) and now with BCIA you can’t charge commuters more than Ridgewood residents.”

“Furthermore, the actual bonding through BCIA is more expensive than Ridgewood bonding ourselves, and many in municipal finance question the assumptions used. Also, the building will go over budget as Albert promised himself. Lastly, there is demand for parking but currently you can always – always- find parking on street in that area of town. (in front of NY SPorts, up prospect etc.). The garage is not that much closer and it is a shame businesses were never able to convince their employees to park over there as that is what really takes street parking.”

Of coarse there is also the county politics and perhaps the real story;

“The answer is simple if we step back and look from a higher level. The garage will be built near the old Cadillac dealership to provide parking for the apartments that will be built there. The village mayor needs the support of those developers to fund his political aspirations and to do so needs to get the garage built as big as possible in that location to show his compliance and ensure donations for his next office run.

The apartments will be built as soon as the lawsuits begin, COHA judgements line up, and the remaining council fall in place. Makes some sense”

Former NJ Parking Facility Manager Gets Prison Term For Theft

TOMS RIVER, N.J. (AP) — The former manager of southern New Jersey park-and-ride facility is headed to prison for stealing nearly $150,000 over three years.

Ocean County prosecutors say Robert Pentz received a four-year sentence on Friday. The 41-year-old Toms River man had pleaded guilty to official misconduct last July.

Prosecutors say Pentz stole money from automatic teller machines he was supposed to be filling as part of his duties at the Toms River Parking Authority’s park-and-ride facility. The thefts were discovered during an audit in 2013, and investigators determined that Pentz took more than $146,640 overall.

RIDGEWOOD — Plans to have county money fund construction of a municipal parking garage on Hudson Street took a step forward Thursday after the Bergen County Improvement Authority agreed to bond for the project.

The unanimous vote was taken after nearly two hours of commentary from village residents that, at times, mirrored those at recent Village Council meetings — business owners and local officials spoke in favor of the 325-car garage, while various residents concerned with its size, scope and aesthetics spoke against it.

But BCIA commissioners reiterated that the board provides financing, not judgment, on an individual project’s merits. That, they said, was best handled at the local level.

“We offer conduit financing,” Commissioner Philip Wilson said afterwards. “They need to go back and talk some more — but it doesn’t have to do with this board.”

The five-member BCIA now will apply to have the state Local Finance Board consider the project of about $11.9 million in cost and give an opinion on its finances. That hearing is set for March 9.

Meanwhile, the Village Council will vote next Wednesday on whether to adopt its agreement with the BCIA.

Discussions about building a parking garage in Ridgewood goes back decades. Local officials hope its construction will ease longstanding parking concerns in the village’s often-cramped downtown.

The BCIA’s action likely will be seen as a victory for Ridgewood Mayor Paul Aronsohn, who has moved the parking deck proposal forward despite vocal opposition from some residents. After Thursday’s meeting, Aronsohn said it was a “good moment for the village.”

Village of Ridgewood Council sticks it to taxpayers, again

Ridgewood NJ, The Public Hearing for Ordinance #3519, “Leasing agreement with the Bergen County Improvement Authority,” was officially closed by a unanimous vote of the Ridgewood Village Council during a Special Public Meeting held on the evening of Wednesday, January 27, 2016.

At no time either prior to or during the Special Public Meeting was their any detailed financial information made available to Ridgewood’s taxpayers regarding the subject matter of Ordinance #3519, a “Leasing agreement with the Bergen County Improvement Authority.”  However, on Monday, February 1, 2016, a full five (5) calendar days subsequent to closure of the official Public Hearing on Ordinance #3519, a document entitled “Bergen County Improvement Authority Parking Financial Summary” was posted on the Village of Ridgewood’s official website.

I ask:  1) Why was the Public Hearing for Ordinance #3519, “Leasing agreement with the Bergen County Improvement Authority” even held if no detailed financial information about the “lease” was available for public review, and most importantly, 2) Why did all members of Ridgewood’s Village Council vote to CLOSE the Public Hearing on Ordinance #3519 prior to the availability of the document entitled “Bergen County Improvement Authority Parking Financial Summary?”

Mr. Aronsohn and Mr. Pucciarelli used the following adjectives to describe the behavior of a taxpayer who LEGALLY videotaped a recent Open Public Meeting.  I suggest that these same adjectives apply to the behavior of the Village Council with respect to closing Ordinance #3519’s Public Hearing prior to taxpayers having access to the document entitled “Bergen County Improvement Authority Parking Financial Summary.”

The adjectives are:

disgraceful
beyond the pale
not a way to conduct business
[should] not be tolerated
surreptitious
secretive
sneaky
awful
deceitful
hidden

Remember these adjectives and who they pertain to prior to casting your vote on May 10 in the Municipal Election.

BCIA Hudson street Garage Option , great for out of Town Commuters , not so great for Ridgewood

Ridgewood NJ, The reason why the project has been studied and studied but never actually built is because at the end of the day, although we need more parking, it does not make sense from a practical, logistical or financial sense to build one in the downtown proper

Going to the BCIA , once the money is approved, it tends to appear almost instantaneously, accruing interest long before the project can even get started. That is a significant reason to reconsider this plan or ploy and an excellent reason, if it does happen, not to ask for a cent more than is needed. But losing control over the way commuter spaces are priced is a huge problem and there are undoubtedly more.

There will be approximately 320 car garage. 4 levels. The mayor said in the last meeting that 2 levels may be dedicated to commuters. That’s about 160 cars for commuters. We currently already have one level, which is mostly used by Ridgewood commuters. Lets say the second level is used by Bergen County commuters at no extra money compared to Ridgewood commuters. So, 2 levels are either used by out of Ridgewood commuters or commuters who are already using this lot today without the garage.

With remaining 2 levels, we will get 160 new spot, presumably for non commuters. Cost – 12.3 million in new bond, 500K bond has been already spent + 450k already spent on environmental studies in 2014 & 2015 on this lot. = 13.25M.

That’s 82,800 for every new parking spot created for CBD. This assumes that the project will not go over the budget. With the way this council and village manager are spending the money, this is highly unlikely to stay in the budget.

How does putting a garage at one end of the CBD really help the rest of the downtown area ? This proposal, like Valley, is over the top and in no way needed. This country goes into a slowdown/recession and you can kiss going out to the real beneficiaries of this (the restaurants) good bye.

Ridgewood ,A big shortage of parking spaces or a big snow job?

Ridgewood NJ, For years now we’ve heard the Aronsohn administration’s head cheerleader, Village Manager Roberta Sonenfeld, go on at nauseam about the importance of improving parking opportunities in the Village.  We’ve listened to Ms. Sonenfeld, Mayor Paul Aronsohn and current Ridgewood Chamber of Commerce Presidnet Paul Vagianos proclaim at meeting after meeting why the availability of downtown parking is so crutial to the existence of RIdgewood’s business community.  Nothing, they say, is more important to keeping existing Ridgewood businesses alive, and attracting new businesses to the Village, than maximizing parking opportunities.  All of us have been led to believe that unless more parking opportunities are created, downtown Ridgewood will eventually become a ghost town.

So I ask, if the availability of parking is indeed so critical to the success of business in Ridgewood, why wasn’t snow cleared from every available parking space in the Central Business District prior to the start of business on Monday?  The snow stopped falling at approximately 8 PM on Saturday – Portions of several municipal lots were still snow covered as of 3 PM on Tuesday.  Metered parking spaces on Godwin Avenue and on Franklin Avenue were still inaccessible as of 6 PM on Monday.  Metered parking spaces on Oak Street were still being cleared on Tuesday morning.

It is certainly understandable that the Village’s first priority was to clear traveled roadways, especially those near schools and medical facilities, and to ensure the safe egress of emergency vehicles in and out of their garages/headquarters locations.  I also understand that there are a limited number of Village employees and limited pieces of Village owned snow removal equipment.  But why where there no contractors called in to work exclusively on the removal of snow to facilitate downtown business operations, with a target of getting everything cleared out prior to the start of Monday morning business operations?  And why weren’t contractor resources directed to remove snow from the Route 17 Park & Ride?  Governor Chrisie encouraged commuters to leave their vehicles at home and take mass transit – that’s not easily accomplished if you can’t park your vehicle at a mass transit departure point.

Clearly, someone dropped the ball here.  Contractors should have been placed on standby in the event the snowfall was too much for our own employees to handle.  And I hope that Ms. Sonenfeld doesn’t use the lame excuse that contractors cost money – we’re prepared to spend over $12 million to improve parking opportunities, but won’t spend peanuts to remove snow from parking places?  Give me a break!

I strongly encourage Village officials to be prepared for the next “big one.”  Their lack of attention with respect to clearing snow from existing parking spaces suggests to me that all the talk about needing more parking is nothing more than a bunch of rhetoric.

Remember to remove all ice and snow from your vehicle before driving, especially from the hood, windows and roof. It’s the law in New Jersey! Motorists who fail to do so face fines of $25 to $75 for each offense, regardless of whether the ice and snow is dislodged from the vehicle. If flying ice or snow causes property damage or injury to others, motorists face fines of $200 to $1,000 for each offense.

Overnight parking is suspended in the Village. Residents are prohibited from parking on village streets overnight. Please reconfirm but residents residing in the Central Business District are permitted to park vehicles in the Cottage Place and Hudson Street lots.

Trouble finding parking at RHS

On Jan. 14, I received a reminder from a fellow parent regarding a pre-high school orientation at RHS at 7.30 p.m. My son attends GW Middle School (eighth grade). After receiving this reminder, and realizing it was 6.45 p.m., I quickly put a jacket on even though I was still in my gym clothes and with a sore throat. I had to make it.

Once I arrived, I made a left turn into the second parking lot (where the RHS marching band truck is parked). It was no later than 7.15 p.m. when I started circling this first lot, then I was excited to see that a car close to the door was going to pull out; actually it was just a parent who probably rushed and left her lights on. I continued circling, then exited this parking lot and turned into the one-way parking lot which was completely full and where parents were parking in the “No Parking Any Time” zone. I decided that’s not going to be me and continued to the original lot; of course at this point lots of parents were probably going around in circles like me, or were just running out of time.

At 7.44 p.m. I received a text from another concerned parent: “Where are you? ”

I stopped and answered: “Driving around trying to find parking, cannot park, not feeling well.”

Parent response: “You have to try.”

So try I did; all of a sudden the arrows were completely confusing. I even had a parent yell at the top of her lungs as in the Mr. Mom movie: “You are doing it wrong.”

At this point it was close to 8. I never give up, but after dealing with tiger moms, helicopter parents and other moms waving their hands in the air in frustration — “We are leaving there is no parking anywhere” — I too exited and did not end up attending the meeting.

I moved to Ridgewood as a single parent of one (widow) in 2007. I want my son to excel; however, is this what we look forward to? How early should one arrive to a meeting? Since there are two middle schools attending this meeting (GW and BF parents), why not split them up? I announced to my family (elderly mother, son and cat) after almost having a panic attack that I would put my for sale sign up the next day. I pay way too much in property taxes to not have a parking place and I refuse to park illegally just to find out I have a ticket or get towed.

My son is adamant about staying in Ridgewood; now I completely understand why outsiders or even locals have to drive around in circles and their frustration. I live two blocks from downtown, so I never had that problem. RHS needs to have a separate orientation just to address and explain the two parking lots to all mom and dads so we don’t “do it wrong.”
