Councilwoman Winograd mentioned that it spoke so well of Luthcke that she had been chosen years ago by her peers to be the Chief. Apparently Winograd has no idea how the Police Chief is selected. It is not a popularity contest. Winograd loves to brag that she deals in facts. Well she got this all wrong.
