Presidential Proclamation –Peace Officers Memorial Day and Police Week, 2016

Ridgewood Police

BY THE PRESIDENT OF THE UNITED STATES OF AMERICA
A PROCLAMATION

For generations, the brave women and men of our Nation’s law enforcement have answered the call to serve and protect our communities. Enduring long shifts in dangerous and unpredictable circumstances, our Nation’s peace officers embody the courage and honor that represent the best of America. On Peace Officers Memorial Day and during Police Week, we express our gratitude for the selfless public servants who wear the badge and put themselves in harm’s way to keep us safe, and we pay respect for those who lost their lives in the line of duty.

In moments of danger and desperation, the first people we turn to are law enforcement officers. These often unsung heroes risk their lives and sacrifice precious time with loved ones so their fellow Americans can live in peace and security. But more than that, they are leaders in their communities, serving as mentors, coaches, friends, and neighbors — working tirelessly each day to ensure that the people they serve have the opportunities that should be afforded to all Americans. In honor of all they do, we must give these dedicated professionals the support and appreciation they deserve.

My Administration continues to work to ensure police departments and other law enforcement agencies throughout our country have the resources required to hire, train, and retain officers, provide officers with modern and necessary equipment, and utilize technology to enhance their communication networks. And our Federal law enforcement officers regularly partner with their State and local counterparts to address some of our Nation’s most difficult problems. We know that strong community bonds are essential for law enforcement to do their jobs effectively. I established a Task Force on 21st Century Policing, bringing together law enforcement, academia, youth, civil rights, and community leaders to provide concrete recommendations to enhance public safety while building community trust. Law enforcement officials care deeply about their communities, and together with our partners in law enforcement, we must work to build up our neighborhoods, prevent crime before it happens, and put opportunity within reach for all our people.
Because each fallen peace officer is one too many, I proudly signed the Rafael Ramos and Wenjian Liu National Blue Alert Act last year — bipartisan legislation that establishes a national “Blue Alert” communications network to disseminate information about threats to officers. The legislation seeks to ensure that appropriate steps can be taken as quickly as possible to provide for an officer’s safety. I also announced new, commonsense gun safety reforms to help keep guns out of the wrong hands and emphasized that the already dangerous job of an officer is far more dangerous than it should be because it remains too easy for criminals and people who are a danger to others or themselves to have access to guns.

It takes a special kind of courage to be a peace officer. Whether deputies or detectives, tribal police or forest service officers, beat cops or Federal agents, we hold up those who wear the badge as heroes. Though they too often spend their days witnessing America at its worst, in their extraordinary examples, we see America at its best. On this day and throughout this week, let us celebrate those who nobly serve each day — and remember those who made the ultimate sacrifice — to move our world toward a more just and safe tomorrow. May we carry forward their brave and selfless spirit as we keep working together to shape a future worthy of their commitment.

By a joint resolution approved October 1, 1962, as amended (76 Stat. 676), and by Public Law 103-322, as amended (36 U.S.C. 136-137), the President has been authorized and requested to designate May 15 of each year as “Peace Officers Memorial Day” and the week in which it falls as “Police Week.”

NOW, THEREFORE, I, BARACK OBAMA, President of the United States of America, do hereby proclaim May 15, 2016, as Peace Officers Memorial Day and May 15 through May 21, 2016, as Police Week. I call upon all Americans to observe these events with appropriate ceremonies and activities. I also call on the Governors of the United States and its Territories, and appropriate officials of all units of government, to direct that the flag be flown at half-staff on Peace Officers Memorial Day. I further encourage all Americans to display the flag at half-staff from their homes and businesses on that day.

IN WITNESS WHEREOF, I have hereunto set my hand this thirteenth day of May, in the year of our Lord two thousand sixteen, and of the Independence of the United States of America the two hundred and fortieth.

BARACK OBAMA

Village of Ridgewood : FLAG AT HALF-STAFF – MAY 16TH, 2016

half mast flag

May 16,2016

the staff of the Ridgewood blog

Ridgewood NJ, In  accordance with Flag Code section 7(m), the United States flag is to be displayed at half-staff for the entire day in honor of Peace Officers Memorial Day, Sunday, May 15, 2016.

Customary Dates to Fly Half-Staff

Peace Officers Memorial Day, May 15th, unless that day is also Armed Forces Day. (sunrise to sunset)

Memorial Day, last Monday in May (sunrise to noon)

Patriot Day, September 11th (sunrise to sunset)

National Firefighters Memorial Day, October (typically a Sunday during Fire Prevention Week, which is around Oct. 9, and along with a memorial service held in Emmitsburg, MD)

Pearl Harbor Remembrance Day, December 7th (sunrise to sunset)

Other Special Flag-Flying Days

President’s Day, third Monday in February: a celebration that takes place between Lincoln’s and Washington’s birthdays. It is not a half-staff day.

Flag Day, June 14. It commemorates the adoption of the flag of the United States, which was by resolution of the Second Continental Congress in 1777.

Veteran’s Day (formerly Armistice Day), November 11th: This is a day to honor our nation’s veterans. It is not a day of mourning, but a day of celebration and honor. Therefore, it is   not a day of half-staff. Citizens are encouraged to fly POW/MIA flags and flags of the military branches on this day to show support to our Veterans.

National Korean War Veterans Armistice Day, July 27 of each year: This day marks the anniversary of the signing of a treaty that ended the Korean War. From 2000 until 2003 (during 50th anniversary years) this was a half-staff day. Each year since the proclamation only acts to “encourage the display of the flag”. This is a day for special remembrance of the veterans of the Korean War, and especially the United States and allied combatants who made the ultimate sacrifice in Korea.

Venezuela another failed socialist experiment meltdown coming

Venezuela meltdown

U.S. concern grows over possible Venezuela meltdown: officials

WASHINGTON | BY MATT SPETALNICK

The United States is increasingly concerned about the potential for an economic and political meltdown in Venezuela, spurred by fears of a debt default, growing street protests and deterioration of its oil sector, U.S. intelligence officials said on Friday.

In a bleak assessment of Venezuela’s worsening crisis, the senior officials expressed doubt that unpopular leftist President Nicolas Maduro would allow a recall referendum this year, despite opposition-led protests demanding a vote to decide whether he stays in office.

But the two officials, briefing a small group of reporters in Washington, predicted that Maduro, who heads Latin America’s most ardently anti-U.S. government and a major U.S. oil supplier, was not likely to be able to complete his term, which is due to end after elections in late 2018.

They said one “plausible” scenario would be that Maduro’s own party or powerful political figures would force him out and would not rule out the possibility of a military coup. Still, they said there was no evidence of any active plotting or that he had lost support from the country’s generals.

The officials appeared to acknowledge that Washington has little leverage in how the situation unfolds in Venezuela, where any U.S. role draws government accusations of U.S.-aided conspiracies. Instead, the administration of President Barack Obama wants “regional” efforts to help keep the country from sliding into chaos.

“You can hear the ice cracking. You know there’s a crisis coming,” one U.S. official said. “Our pressure on this isn’t going to resolve this issue.”

Hudson Tunnel Project Environmental Impact Evaluation

Ridgewood-Trainstation1_theridgewoodblog

May 15,2015

the staff of the Ridgewood blog

Ridgewood NJ, Ridgewood commuters ,the Federal Railroad Administration and NJ TRANSIT are jointly preparing an Environmental Impact Statement (EIS) to evaluate the Hudson Tunnel Project. Two public meetings have been set up with will offer a presentation and take comments .

The Federal Railroad Administration (FRA) and NJ TRANSIT are jointly preparing an Environmental Impact Statement (EIS) to evaluate the Hudson Tunnel Project. The Project is intended to preserve the current functionality of the Northeast Corridor’s (NEC) Hudson River rail crossing between New Jersey and New York and strengthen the resilience of the NEC. The Project would consist of construction of a new rail tunnel beneath the Hudson River, including railroad infrastructure in New Jersey and New York connecting the new rail tunnel to the existing NEC, and rehabilitation of the existing NEC tunnel beneath the Hudson River, referred to as the North River Tunnel.

The North River Tunnel is used by Amtrak for intercity passenger rail service and by NJ TRANSIT for commuter rail service. The approach to the tunnel begins east of NJ TRANSIT’s Frank R. Lautenberg Station in Secaucus, NJ (which is 5 miles east of Amtrak and NJ TRANSIT’s Newark Penn Station). East of the Secaucus station, the NEC has two tracks that approach the tunnel on a raised embankment through the towns of Secaucus and North Bergen, NJ. Tracks enter a tunnel portal in North Bergen, passing beneath Union City and Weehawken, NJ and the Hudson River before emerging within the Penn Station New York (PSNY) rail complex in New York City. The tunnel has two separate tubes, each accommodating a single track for electrically powered trains, and extends approximately 2.5 miles from the tunnel portal in North Bergen to PSNY.  The existing North River Tunnel is a critical NEC asset and is the only intercity passenger rail crossing into New York City from New Jersey and areas west and south.

Service reliability throughout the tunnel has been compromised because of the damage to tunnel components caused by Superstorm Sandy, which inundated both tubes in the North River Tunnel with seawater in October 2012, resulting in the cancellation of all Amtrak and NJ TRANSIT service into New York City for five days. While the tunnel was restored to service and is now safe for travel, chlorides from the seawater remain in the tunnel’s concrete liner and bench walls, causing ongoing damage to the bench walls, imbedded steel, track, and signaling and electrical components.

The damage caused by Superstorm Sandy is compounded by the tunnel’s age and the intensity of its current use (operating at capacity to meet current demands), resulting in frequent delays due to component failures within the tunnel.

Public Scoping Meetings

FRA and NJ TRANSIT will hold two public scoping meetings on the following dates:

May 17, 2016
Hotel Pennsylvania
Gold Ballroom, 3rd Floor
401 Seventh Avenue at West 33rd Street
New York, NY

May 19, 2016
Union City High School
2500 Kennedy Boulevard
Union City, NJ

Both days will include an afternoon session from 3 to 5 PM with a brief presentation about the Project at 4 PM, and an evening session from 6 to 8 PM with a brief presentation about the Project at 7 PM. The public will be able to review Project information, talk informally with members of the study staff, and formally submit comments to the FRA (to a stenographer or in writing). The meeting facilities will be accessible to persons with disabilities. Spanish language translators will be present. If special translation or signing services or other special accommodations are needed, please contact the Project team five days prior to the meeting at 973-261-8115, or email [email protected].

The Valley Hospital of Ridgewood Receives Women’s Choice Award® as one of America’s 100 Best Hospitals for Patient Experience

May 10, 2016

the  staff of the Ridgewood blog
Ridgewood NJ, The Valley Hospital has earned the 2016 Women’s Choice Award as one of America’s Best Hospitals for Patient Experience for a fourth consecutive year.  This evidence based designation is the only award that identifies the country’s best healthcare institutions based on Medicare data weighed according to the preference of women in a 2016 national survey of 1,000+ female respondents.

The list of award winners, including The Valley Hospital, represents hospitals that create an extraordinary patient experience for women and their families by providing exceptional care.“We are proud to once again be recognized as one of the nation’s Best Hospitals for Patient Experience,” said Audrey Meyers, President and CEO of The Valley Hospital and Valley Health System.  “It’s a testament to the priority Valley nurses, physicians and staff place on delivering high-quality, compassionate care to our patients and their families.”

The America’s 100 Best Hospitals scoring process is unique in that it is the only national list that focuses on what matters most to women when choosing a hospital.  For 2016, the most important considerations were patient’s willingness to recommend, doctor and nurse communications, staff help, pain management, cleanliness and explanation of medications, in that order.  The qualification process begins with scores derived by the Centers for Medicare and Medicaid Services for each hospital in the Hospital Consumer Assessment of Healthcare Providers and Systems (HCAHPS) database.  Our national survey of women determines which questions in the HCAHPS survey, completed by patients after discharge, are most important to them in determining their satisfaction with their hospital stay.  The responses to those questions, weighted accordingly, results in a numeric score for each hospital reporting valid HCAHPS data to the Centers for Medicare and Medicaid Services.

“Women are the Chief Medical Officer for the household, making upwards of 90 percent of all healthcare decisions.  Considering she bears the responsibility of making these incredibly important decisions, the Women’s Choice Award offers a trusted solution by identifying the hospitals that have proven superior patient experience.  Finally, a source that shares her values and priorities is available,” said Delia Passi, CEO and Founder of the Women’s Choice Award.

New Ridgewood Council Needs to press Valley Hospital to Contribute

valley_hospital_theridgewoodblog
May 15,2016
the staff of the Ridgewood blog
Ridgewood Nj, a reader commented that , “hopefully the new Council pushes hard on challenging Valley’s not-for-profit status. If we can capture $4.5mn in annual property taxes from Valley for everything they own in Ridgewood, then the property tax burden on residents could be reduced. This would be enlightened tax policy from the new Council and smarter governance. They pay their CEO $2mn a year to run a single hospital – not a system – and acquire every building they can yet pay no property taxes?!?! Not fair to village residents who effectively subsidize their public safety services, snow plowing around the local roads by Valley’s properties (which get removed from rateables), etc. time to pay your fair share.”

New Jersey courts have established a three-part test that, in essence, provides that for an organization to be entitled to property tax exemption, it must show that:

1. it is organized exclusively for a charitable purpose (or other qualifying purpose enumerated in the statute);
2. its property is actually used for such a charitable purpose (or the specific qualifying purpose applicable to that organization); and
3. its use and operation of the property is not for profit.

Morristown Hospital failed the third test, so will Valley.

Ridgewood Financial Advisory Committee Political Hacks or Valuable Input?

village-hall-theridgewoodblog
May 13,2016

the staff of the Ridgewood blog

Ridgewood NJ, a reader said the ,Financial Advisory Committee was created by the mayor solely as a breeding ground for future council members willing to live in his shadow and image. It didn’t work. Disband it!

The leadership of Financial Advisory Committee is there just to stamp the Village Manager’s decisions. So she can say ‘an expert panel has looked at it and they agree with my approach”. She comes from the corporate word and knows how to put everything on outside ‘consultants’.

Its beyond funny that the Chairman of FAC, a candidate for the council election, Weitz is not even a finance guy. He is an attorney and we have seen how good attorneys are on the council (Albert). Try asking him some finance questions. May be he will do better than the CFO?

Inorder to save the committee the FAC needs to have bylaws and minutes and a clause that prohibits members from running for public office while serving. THe VM needs direction, goals and an evaluation after a specified time. She needs to be held accountable for the administration and operations of the Village. There can no longer be selective ordinance enforcement. The Village Attorney, PB attorney should be evaluated and if necessary replaced. The assistant VM should be evaluated and if needed replaced. The new Council needs to be prudent but decisive in their actions. Let’s not replicate the mistakes of the past.

The election is over. The new council needs to stabilize the governance of the municipality by vesting the village operational authority in the VM where it belongs by law and holding her accountable for the execution.

Facebook scrambles to contain fallout

facebook-dislike-1

By David McCabe – 05/13/16 02:40 PM ED

Facebook is scrambling to contain the fallout from allegations that it has suppressed right-leaning political content on its powerful platform — a charge that hits at the social network’s image of neutrality.

CEO and co-founder Mark Zuckerberg promised Thursday to meet with top conservatives about the allegations, a sign of how damaging any perception of political bias could be to the company.

“To serve our diverse community, we are committed to building a platform for all ideas,” Zuckerberg said in post addressing the issue directly for the first time.

“In the coming weeks, I’ll also be inviting leading conservatives and people from across the political spectrum to talk with me about this and share their points of view.”

Facebook’s problems intensified when unnamed former workers for its “trending” topics section told tech news website Gizmodo this week that colleagues had routinely omitted topics and news sources popular with conservatives.

This came after a separate report that said Facebook employees had raised internal questions about whether the company should be doing anything to stop the rise of presumptive GOP presidential nominee Donald Trump. Zuckerberg had also appeared to criticize Trump’s hard-line stance on immigration at a conference in April.

Sen. John Thune (R-S.D.), chairman of the Senate Commerce Committee, has demanded answers about whether Facebook employees have manipulated the presentation of political content.

‘I’ll Never Retire’: Americans Break Record for Working Past 65

menatwork2 theridgewoodblog.net

Four charts tell the story.

Ben Steverman bsteverman
May 13, 2016 — 5:57 AM EDT

Almost 20 percent of Americans 65 and older are now working, according to the latest data from the U.S. Bureau of Labor Statistics. That’s the most older people with a job since the early 1960s, before the U.S. enacted Medicare.

Because of the huge baby boom generation that is just now hitting retirement age, the U.S. has the largest number of older workers ever.

When asked to describe their plans for retirement, 27 percent of Americans said they will “keep working as long as possible,” a 2015 Federal Reserve study found. Another 12 percent said they don’t plan to retire at all.

Why are more people putting off retirement?

Ridgewood Councilwomen Gwenn Hauck strikes again?

gwenn hauck

May 13,2016

the staff of the Ridgewood blog

Ridgewood NJ, Make sure you see page B1 of The Ridgewood News, issue date:  05/13/2016 (Friday the 13th of all things).

There, in the left center of the page, you will find a photograph of Ridgewood Councilwoman Gwenn Hauck posing with Anastasios Kozaitis, President of The Valley Hospital Foundation, and Audrey Meyers, President and CEO of The Valley Hospital and Valley Health System.
The photograph’s caption indicates it was taken during a fundraising event for The Valley Hospital Foundation. Councilwoman Hauck was apparently an attendee at said event (whether by personal invitation or self registration is unknown).
You will no doubt recall that Councilwoman Hauck was one of two individuals who represented Village of Ridgewood taxpayers during mediation sessions held with respect to The Valley Hospital’s “Renewal” project. The other was Councilwoman Susan Knudsen.
In light of her past role as a mediator representing Village Taxpayers, the staff of The Ridgewood Blog questions the appropriateness of Councilwoman Hauck posing with Mr. Kozaitis and Ms. Meyers at the noted venue.
Is it just us, or is this rather bizarre?
