Illegal dumping at Ridgewood’s Lakeview Compost Site remains unsolved

Ridgewood NJ, The illegal dumping of large amounts of concrete, asphalt millings, brick, and home renovation items at the Village’s compost facility on Lakeview Drive remains unsolved more than 14 months after the debris was initially discovered there by NJDEP Inspector Kenneth Cadematori.

The staff of The Ridgewood Blog remains perplexed as to how several tons of illegal materials were transported into a gated and locked facility, dumped, and then concealed with wood chips by someone using a bucket loader – all of this done without anyone seeing anything out of the ordinary?

This is what NJDEP Inspector Cadematori wrote in his official reports about the dumping:

Report dated 7/14/2015 (Note:  Mr. Cadematori had previously inspected the site on 6/4/2015 and found no violations):

During a routine compliance inspection, noticed a large amount of concrete, asphalt millings, brick, and home renovation items illegally dumped over a berm on the site. The four (4) spots where these materials were illegally deposited were along a river. I noticed these four (4) areas of illegal dumping when I saw that these four (4) spots on the berm had a bucket loader of woodchips and tire marks leading up to it. Once I stood onto of the berm I saw the 4 spots of illegal dumping.

I called the site supervisor to meet me at the site because the Superintendent was not in the office. While I was waiting a Town of Ridgewood worker pulled in and then drove off when I was attempting to flag them down about the illegal dumping, I was wearing my bright neon safety vest and white safety helmet and waving my papers while the worker was only 30 yards away from me. The supervisor was shocked and unhappy that someone would do this at their site. We reached out to the Superintendent who is filing a police report with the Town of Ridgewood.

The facility is arranging to get equipment to assist with the job. The facility needs to deconstruct the berm which was previously made up of asphalt millings/chunks, concrete, and dirt so the contaminants in these material don’t run-off into the river directly below the berm. Also, the facility needs to take out all C&D material in the woods, put materials into roll-off containers, and then bring to a recycling center and get receipts for the amount of material and show proof of correctly disposing of illegally dumped materials on their property.

Report dated 7/17/2015:

Met with Ridgewood Village Superintendent and engineer about the illegal dumping that happened on the site. The Superintendent has filed a police report with the town of Ridgewood and an investigation is underway. During the on-site meeting we discussed appropriate actions on removing illegally dumped material in the woods and removing a section of berm which is made up of concrete, asphalt millings and some dirt. The run-off from these berms are going into the river below.

Superintendent is waiting on appropriate equipment and roll off containers top put debris in so the Department and town can understand the amount of material that was illegally dumped.

In the hope of solving this “crime of the Century,” the staff of The Ridgewood Blog is now considering starting a GO FUND ME page to raise money in order that a CASH reward can be provided to the individual(s) who provides information that leads to the arrest AND successful conviction of the person or persons responsible for this as yet unsolved act.

In my humble opinion, it always appeared that Aronsohn sold us out to developers and other profiteers with whom he wished to curry favor. Its shameful Yes, we have parking issues. They were never addressed by the Aronsohn administration because his focus was on those who seemed to want to profit from government largess and not Village residents. Distribution is probably our main “problem” – – and its good to see the new council recognizing that and attempting to address that issue before spending millions on a new garage. Yes, we may need a new garage, but let’s see what some of the other solutions are first. I thought Voght laid it out very nicely a meeting or two ago. Yes, let’s spend a few thousand on signs, parking and street re-alignment and then see if we need the garage. Keep up the good work!!

Ridgewood NJ, no surprise that some people in town are not concerned that possible fraud would seem to merit some investigation as well as possible violations of fiduciary responsibility and pay for play violations .Some people have even gone to jail for these things , some people …

“Should this even be newsworthy? This person is obviously a repeat complainer who would rather spend time harassing Village staff (and costing tax payers money) instead of being with their children. They don’t realize their townhouses at one point were full with trees and got bulldozed over with residential complaints. If we want to throw rocks, Susan should recuse herself from any Shedler discussions due to the fact her parents house is located directly across from the property. Yes, by the text of the law not defined as “conflict of interest”, however I do not believe she can make wise decisions without prejudice. Godforbid a RSA member connections was on the council, these same people would be crying, suing for their removal.”

“Dear 12:46, “Anonymous.” Seek to understand. Watching or attending the meeting would help correct your statement. I am not a repeat complainer, harassing Village staff. I filed one complaint, that is finally being addressed, with merit. Thanks to the new Village Council, my claims are being substantiated one by one. As for costing tax payers money…this compliant saved tax payers approximately 10 million dollars and avoided destruction of Green Acres, Open Space and US History (check the facts). Mayor Knudsen defending Historical Preservation and honoring Open Space/Green Acres is not a conflict of interest, it is her fiduciary and ethical obligation. Sorry, but you are wrong on this one too. Additionally, Mayor Knudsen’s parents owning a house, across the street from Schedler (by the way it’s down the road), is not a conflict of interest. That point was addressed, looked into, checked again, re-checked and sniffed one last time just in case. Each and every time, legal counsel said there is no conflict of interest. Lastly, despite your ill-spirited comment (rather spend time harassing Village staff…instead of being with their children”), I invite you to meet before a Village Council meeting so I/we can share more. the concern is that the lot slopes from one side to the other and that when developers like these start building they can play games with the grade from which the building is measured. By measuring from the high point of the property, they can get away with more building.

The problem here is that just as they were being chased out of office, Aronson & Co. passed laws allowing for these multi-unit, multi-family complexes to be built throughout Ridgewood. We are all struggling with the legacy of these laws. This site, for instance, could potentially add a few hundred cars, students, etc to our budget. It is only one of several sites already in the works. Undoubtedly other land speculators and profiteers are lining up to try and build more. Saurabh and others are doing their best to try and either prevent the monstrosity from moving forward or keep it as curtailed s possible.

You should go to the planning board meetings where these projects are being discussed. See if there is anything you can do to prevent the damage that is about to happen. First and foremost you can write your council people and the planning board members to use the means available to them to undo these monstrosities before they are built.

I don’t think this council has gone far enough to come to grips with the damage done by the prior council majority and what needs to be done to right that damage. No one wants to beat a dead horse. But we need to acknowledge the damage that was done in order to move on and in order to prevent the revisionists from painting the wrong picture. Pure and simple, the Aronsohn regime was riddled with bad decisions and actions. Let’s identify them, correct the problems and then move forward. But it does us no good to stick our head in the sand out of some misguided sense of gentility.

Roberta continued to work there because she had to put in some time to build a case to then be able to sue the village. She resigned, in writing, as of Sept 6th, yet all her supporters (Weitz, Pucciarell, Halaby) are assisting in building her case with terms and fake outrage on how she was pushed out, mushandled, ‘unjustly removed’, “abrupt firing’, ‘offer to resign’. This has been the plan all along since they lost the election. Another sleazy move by the ‘wrong side’.

Her dislike for some some council members was displayed in public. Her disagreement with the vision of the new council was public.

I was surprised that she did not resign the day after the election. Why would she continue to work there? The “contentious” environment was of her making.

The fact that it was reported in the Record that she sited a “contentious” environment is enough reason for her to be removed. No professional resigns with a letter accusing anger in her environment. Of course the thought would be she might steal confidential files or even worse…,,,,

I think Roberta wanted to be escorted out. Who knows she may have feared losing control. Knudsen performed the right, safe, professional action.

Sonenfeld fails to deposit $100k check made out to Village of Ridgewood

Ridgewood NJ, During Wednesday evening’s Village Council Work Session, Deputy Mayor Michael Sedon confirmed that former Village Manager Roberta Sonenfeld had failed to adhere to NJSA 5:31-3.1 when she chose not to deposit a check for $100k from the Ridgewood Baseball Softball Association (RBSA), made out to the Village of Ridgewood.  According to Mr. Sedon, Sonenfeld put the check in either a “safe or drawer,” where it remained for an undisclosed period of time (likely weeks or months) before being returned to the RBSA.

It is believed the $100k was intended to serve as a donation for construction of a then planned 90 foot baseball field on the Schedler property.  However, despite the submission of an Open Public Records Act request, no official documents were ever produced in connection with the donation, its subsequent return, nor any stipulations associated with it.

Receipt of the check was mentioned during at least one (1) open public meeting of the Council, but there was never any open discussion about why NJSA 5:31-3.1 (funds to be deposited in authority’s legal depository within 48 hours of receipt) wasn’t being followed, nor why the check was being returned.

So the mystery continues . . .

You can keep someone around with a less-than-great attitude if they’re highly competent, experienced, and brilliant. Maybe you can keep someone around who’s less than great, but their sunshine makes everybody happy and they get things done. People kept saying that at least she wasn’t an alcoholic like previous managers. Can you imagine hearing someone say that about yourself in your job? Talk about faint praise.

She worked hard–many hours–we know this because she mentioned it a lot. But what was she doing? Working on projects behind some council members’ backs and intended to foil the wishes of residents. Determinedly following through on Aronsohn’s plans. This woman was a hiring disaster except for the person who hired her. Unqualified for many important Village Manager tasks, requiring expensive outsourcing and in one case, the excuse for creating an HR position for a friend that quickly morphed from part time to full time. Let’s get rid of that person and that position soon.

Sonenfeld was incompetent, defensive, “attitude” prone, disrespectful of council members and the public, all too willing to do the former mayor’s bidding. Shockingly, did not hesitate to chew out council members–totally unacceptable. Expressed far more personal opinions than a manager should.

Waster of money, pusher of projects we didn’t need–most recently the digging up and overhauling of Van Neste, which fortunately was caught in time. Cashed in her favor-chips with that HR job and giving her Health Barn friend part of a municipal park (let’s rip up that contract asap). Never learned the true role of a village manager. We will be far better off without her. Aronsohn’s legacy is now diminished in the most significant way since the council election. CLEAN HOUSE. (Judge Pfund needs to go, too.)

Can we start a thread on the Financial Advisory Committee?

What is their mission? Are they supposed to be a nonpolitical group? Is it the bull pen for council positions?
How did the committee get so big? Who appointed them?
Will their job ever be complete or will they hang around forever?

We sincerely hope that the current Village Council will have the wisdom and
courage to act, thereby avoiding the urgency for another “independent” review of the Vil
lage budget and management process in the future.

Our committee focused only on the municipal budget and practices, not the Board of Education (BOE). Since
the BOE budget represents 64% of the property tax burden in Ridgewood, we hope that this report wi
ll also serve as a template for the BOE to establish a similar process for cost and efficiency improvements
.
Given the time and resource constraints mentioned earlier, the report is not an exhaustive study, but attempts to raise
issues and make actionable recommendations for the Village Council’s immediate attention and further
consideration. We held almost 50 hours of meetings, including with current and past Village representatives
and various Village constituents. We met with consultants in municipal government operational efficiency and
studied all of the Village’s collective bargaining agreements.

Finally, we carefully reviewed the Village’s budget trends over the past 10 years to understand key budget influences and, more importantly, what they tell us about Ridgewood’s future liabilities. Collectively, our Committee devoted hundreds of hours in an
effort to deliver recommendations that we hope will have great value for Ridgewood taxpayers.

While our committee has no authority to enact any of our recommendations, we appreciate and are honored
to have the opportunity to serve our community in this manner. We took the responsibility of Mayor
Aronsohn’s mandate seriously. We respectfully submit the following recommendations to the Village Council
with the hope that you will make every effort to act on them fully and expeditiously. We wish to be clear that
these recommendations do not, necessarily, represent the unanimous opinion of all members of our
committee. However, they do represent the consensus of the committee. It is the opinion of the committee that the consequences of failing to act on these recommendations have never been more momentous or urgent for the sustainability of our Village, as we know it, and for the rising fiscal burden on Village taxpayers.

Ridgewood NJ, The New Jersey Criminal Code (N.J.S.A 2C:1-1 et seq.) contains a number of offenses which are specifically directed at public officials and/or employees. Although this article is not intended as an exhaustive treatment of all state law on this subject, it will hopefully provide a working knowledge of the major acts or omissions which may give rise to criminal culpability.

Official Misconduct (N.J.S.A. 2C:30-2) A public servant commits official misconduct if with a purpose to obtain a benefit for himself or herself or another (or to injure or deprive another of a benefit) he or she knowingly commits an act relating to his or her office constituting an unauthorized exercise of official functions: or knowingly refrains from performing a duty which is imposed by law and is clearly inherent in the nature of the office. The “benefit” obtained may be of minimal value. Investigation Into Hamilton T.P. Board of Education 205 N.J. Super. 248 (App. Div.1985). This also includes benefits not received by the public official but rather by a third party. State v. Schenkolewski 301 N.J.Super.115 (App. Div.), cert. den.151 N.J. Super. (1977). To violate this section, the individual must be a public servant and the act must relate to the office. State v. Bullock 136 N.J. 149 (1994).

Ridgewood NJ, Village Manager Roberta Sonenfeld has often exceeded her authority by speaking her mind (that is, the mayor’s mind) on issues that are not within her purview. At council meetings, on Facebook, and elsewhere she holds forth in a way that is entirely inappropriate for, and unbecoming to, an employee of the Village. (You will never see such things from any other Village employee.) Most objectionably, she does not hesitate to reprimand residents, sometimes harshly, for expressing their views. The mayor insisted on hiring her above more qualified applicants to be his junkyard dog, and that’s precisely what she has become, with increasing stridency.

The Facebook page on which her note below appears does not accept posts that criticize the mayor’s circle; however, if the Ridgewood Blog reproduces her letter, which after all is addressed to “residents and friends” (not necessarily the same thing), all residents, including those who choose not to use Facebook, will be able to see what she is doing and have an opportunity to comment. Dear Residents and Friends,


Given the 5-0 Village Council vote on Wednesday, many if not all of you may feel that the parking deck at Hudson Street is a done deal. This would be a normal reaction given the unanimous vote. Sadly this is not the case, however, as a group of people are challenging this vote by petitioning to rescind this ordinance. This is the same group of petitioners that have raised opposition to the deck previously because they wanted Ridgewood to bond by itself and not use Bergen County. Another week, another new excuse to stop a much-needed parking facility in our downtown. This time the excuse is that the deck, despite having been redesigned several times, is still too large.


The design of our deck has undergone much change and much compromise based upon the input of residents and professionals. The deck has decreased from 405 spots to 325 spots. The width of the deck has decreased 18’, from 122’ to 104’8”. The cantilever over Hudson Street has been totally eliminated. The larger tower has decreased by approximately 7’, to 60’10”; this is consistent with the other two towers currently existing on the NE and SW corners of E Ridgewood Ave and Broad Street. The height of our structure is only 43’ to the roofline. It exceeds the 45’ height code only when adding the 3’9” parapets (a safety/aesthetic feature). With this decrease has come some changes in the financials, causing the per parking spot cost to increase from less than $30,000 to about $33,000.


We have gotten to this point by careful and responsible management. There have been environmental studies, site surveys, financial analyses, traffic studies, engineering/architectural renderings and more. We have involved our police and fire professionals since the start to insure the safety of our building and the people who will eventually use it. We are at the point of completing our construction bid documents and almost ready to embark upon the exciting next phase of building this deck.


After decades of discussion, we are so close to doing the right thing for our residents, for our commuters, for our visitors, for our business district employees, and for our businesses in the downtown. Do not let a group of people who have continually tried to find any argument for not building this deck succeed in thwarting our progress.


Enough is enough.

I am new to Ridgewood, so here comes a newbie question –

Were previous village managers also as politically active as the current one? i.e. supporting and promoting specific council members and their agenda, and withholding information from other council members? Shouldn’t that be a politically neutral position?

I have wondered why the village manager , Roberta Sonenfeld  has been such a vocal supporter for the council.

In the past is was a low key position, the managers just did their job.

Schoenfield was a member of the self proclaimed “Tiger Team” that worked as a self-important financial advisory committee. Now we have a permanent financial advisory committee that also is active in promoting the council projects. They are intertwined and hardly objective.

Just watched the UStream. I count four titles for this one job. 1. senior Personnel Assistant. 2. director of Human Resources. 3. Senior Human Resources Professional. 4. confidential Secretary to the Village Manager. The way they were getting testy with Bernie really gave the appearance that they were hiding something. Roberta was tap dancing all around, Albert went onto his high horse and said he was not in a deposition. Susan stayed the course and asked them what the name of the job is as of that moment. Roberta actually asked her “do,you mean as of today?” This whole thing does not pass the smell test.

Thank you Bernie. Just watched the UStream. Fascinating. The hired this person through a non-competitive position (confidential secretary) but then promoted her to a competitived position (Director) . . . what the heck is going on? Sure sounds like someone is playing very loose in Village Hall and we, the residents, are going to pay for it when the Village gets sued.

And thank you Susan for asking the difficult questions . . . “What is the name of this position as of today”? I almost died laughing when you asked that and Roberta couldn’t answer.

This really smacks of something underhanded. The position was created through unofficial channels. The person was hired before the job actually existed. Roberta defended her actions by saying this was all just a cleanup of an existing condition. Wrong. It did not exist until she created it last year. She tried to act like this was a long standing contradiction and it is not. She made this Jo and then she got the law changed. This was not an emergency. Why. Pinot follow official channels and get the Code changed before posting the job opening? Seems that this was slipped though under the radar, but thanks to Mike, Susan, Bernie and a couple of others, the radar detectors started squawking.

Make this right Ms. Sonenfeld. better yet, make it right Mr. mayor. This is outright government corruption as it stands now.
